Those involved in mass shootings are mostly obsessed with guns and take time to get shooting skills. They are extremely dangerous when psychopaths are fully loaded with deadly weapons. In my country where possession of firearms is limited. This guy would be able to buy a knife in a supermarket to kill at least one or two victims before getting caught and being lynched on the spot. In the USA, this guy can buy an assault rifle with loads of ammunition that kills 10-20 victims on the spot.

If laws were passed quickly, then citizens' rights could potentially be suppressed. One must also consider the fact that America has very powerful interest groups--like the NRA, which have a ton of influence in Congresses' legislative decisions.
