An obstruction while driving can be fatal for the driver and innocent bystanders. Is a convenient excuse which is why the law came into play. People get some big dice or prom garter, air freshener, etc and it can actually cause a temporary blind spot and usually a pedestrian would be the victim. The goalposts will just be moved. I smell alcohol is another easy one. Even when they legalize marijuana, it will still be illegal to drive under the influence, so I'm not sure the probable cause goes away.
They can pull you over for speeding, driving "suspicious", swerving, no signals, light out, stopping too fast, accelerating too fast, expired tabs, obstructed view, broken vehicle, no exhaust, too loud, etc. There are so many ticky tack laws that they can use instead.

You can get pulled over for driving the speed limit. My friends dad, upstanding retired citizen, was pulled over and cited for "impeding traffic" on the freeway because every single other car was speeding, and he was going the speed limit.
Just think of how many people are arrested and charged for impeding arrest, with that being their only charge.

I have two air fresheners hanging in my car. I’ve lived in multiple states with these laws and I’ve never been pulled over for my air freshers. In fact when I was pulled over for speeding, the officer didn’t even say anything about them.
I’m white though. I don’t think I’ll ever be pulled over for it and I’ve been using them for over a decade.

He broke from the officer and it looked like he was either trying to run or reach for something. He indisputably ran.
When one acts unpredictably, it makes cops nervous and make split second decisions, especially during an arrest.
The one who shot him did not seem to have mal intent, because she claims to have intended to use non lethal force and seems to be surprised after the fact that it was a gun, not a taser.
Ultimately, it is not up to the casual observer or media reporter to decide what her intent was and enact their own perverted justice.
If you believe in rule of law, intent can only be determined in a court of law by a jury of her peers and a punishment meted out befitting the crime and determined by a judge.
Now my opinion: As is tragically obvious in this and many cases, adequate training would have gone a long way. Knowing cops are people, too, goes a long way in keeping situations civil.
Daunte seems to have made a lot of poor decisions in his life to lead to that point (since they had a warrant for his arrest), and it was poor decisions from everyone in that situation, including himself, that killed him. That doesn't make him a bad person, just a bad decision maker.
He was a victim of circumstances he is partially to blame for. But then again, who isn't?

The reason he was stopped was because of expired tags. The cops had no idea he had an outstanding warrant. So the fact that he had an outstanding warrant is irrelevant because its not why he stopped and just a way of dragging his name in the dirt to justify any manner of injustice they put him through (like execution).

警察辩护借口拦停,但使用他们引用的理由与“在证明有罪之前作无罪推定”相矛盾。使用借口拦停来判定更严重的罪行是违宪的,至少从一个角度来看是这样。
