Depends if they have an EHS program and EHS manager who gives a shit. I've done EHS work in steel mills & foundries where I didn't understand how people weren't dying or going home sick every day and other companies where every abnormal breath you took needed to be documented in their incident notification system.

Six months from the date of any violation. I doubt the state OSHA department would even bother sending an email to the plant, and fed OSHA would do even less than that.

I work in my rather cluttered garage, and out in the backyard so if space is something you're worried about, I barely have any myself!
My best advice is to invest in some tools (other than the obvious tape measure) like a drill, a sander, and a saw. Those three things in themselves are going to shave a bunch of time off production, and they don't have to be expensive! I personally use Ryobi, I think an entire set of tools (including a drill, an impact gun, a nail gun, a circular saw, and a sander +bits and blades) was $135 which I understand can be steep for people, but there are cheaper tool options than that even!
I'm not the best at giving advice, so please if you have any other questions feel free to be as specific as you'd like, and even message me!

I don't even wear one now, lol. I do mostly smaller items that don't require a forklift or a crane so I can get away with not wearing one. Safety glasses and masks on the other hand, I make sure those are tip top.

At the risk of sounding dumb, have you tried talking to your on-site manager about that? Usually shit like that, materials, supplies, whatnot, come down to whether or not your store/shop/facility's managers take the time to do boring stuff like expense out new brooms.
Seriously, I know the larger problem that you're getting at, billion dollar companies not taking care of their employees, but in this specific case, the solution might be pretty easy!
Talk to your boss, explain that having half a broom means you're doing twice the work, they'll get the point.

As someone who also works for a billion dollar company, if I were to tell my supervisor that we needed new brooms, he would say "yeah we do" at that would be the end of it. Most upper and middle management do not care about something like this. They have other things to worry about. At the warehouse, we have ~40 employees and only 4 scanners and 7 forklifts. 95% of the employees that work in the warehouse do absolutely nothing and when they get asked to do something they say "I don't have a forklift/scanner" and the supervisor moves on to the next employee to get the job done. That being said, 5% of the workers do 95% of the work. And the company doesn't care, because they have bigger things to worry about. It sucks... But that's how it is

I worked facilities for a company that was bought for 35 billion. Our department manager was a great guy, but if you said he went to each storage closet and checked on the condition of equipment or checked if we had enough cleaner, I'd tell you you're crazy b/c he had more important things to do in a day.
However, if you went up to him and said we needed new brooms or we were low on a cleaner, he'd throw you the huge Grainger book and tell you to order whatever one you wanted and to tell our admin that he'll sign off on the PO.

I totally agree, you shouldn't have to do that, nevertheless you, well, you might have to do that if you want a new broom. Unfortunately bosses are humans, so they forget things, and even when they don't forget, "Check length of broom bristles" is a fairly low priority on the totem pole.
The fastest way to get a new broom is to ask for one.

In my shop, we often have to cut metals and the only thing we have to do it is an oxy torch. If youve ever cut with an oxy torch, you know its a pretty messy, nasty process. I went looking around and theres a plasma cutter on the floor thats been red tagged. Its been there since I started several years ago and just overlooked it because it never got used. I asked my boss about getting a new one and his question was "whats wrong with the old one?". Well I didnt know exactly, so I went asking around to figure it and the general consensus is this thing HASNT WORKED FOR LIKE 10 YEARS at least.
I still doubt were getting a new one, but youd be surprised at what management has no idea about.

Yes you should especially since managers/bosses owners delegate tasks to others. It your job to be proactive and make sure you make your needs be known and it's likely written in the employee handbook or contract to report to management if you need sufficient equipment to complete your job.
And specifically to this post, this broom just needs those loose bristles cut off.

Part of your job usually involves inspecting the equipment you use. If I have a monitor with a giant crack in it I need to tell someone about the broken monitor. If your job involves sweeping floors you need to tell someone if your broom is worn out. No one is going to hire someone just to inspect all the equipment from heavy machinery down to brooms.
