Because all they see it as is gossip, they then feel important when they tell others what they know because that will person will be paying attention to them, looking at them, listening intently to every sordid word, and asking questions that the gossiping backstabber cannot wait to answer, the more people they tell, the more they get out of it, their five minutes of fame and self importance, all in aid of betraying someone who told them something in confidence.

In Transactional Analysis, this kind of behavior has several names. It is a “passtime” by which someone passes the time with another person who also likes to play the game. It is often called "Gossip" in everyday life. There can be negative connotations though. It might be called "Busy Body" when one person goes around gossiping without caring if the listeners enjoy her stories or not. At worst, it can be a psychological game called "NIGYYSOB" if the gossip can respond to a listener in a way that has entrapped the listener into saying something that puts them in a bad light when exposed.
The best response is to not get involved.

Because someone is listening to them and they believe that it elevates them to have an audience. It doesn't matter if they are tearing down somebody else they only care about themselves. And you can also mix in a bit of jealousy. People don't talk about people that they admire. Gossip is a hideous thing.
