Most of the time it's a small coat of dust that accumulates pretty much everywhere (see Khamsin) . I reckon having ditches or elevating the track along with measures to blow sand as the train moves would suffice.

It is mostly functional, to give it credit, but pretty sketchy.
Well, the metro is only two lines but they are supposedly building it up. It does not yet go to the airport, which is one my big concerns. All of Egypt basically conspires against you to rip you off on that airport and other transfers. At least with the metro, even if there is a surcharge, you will avoid most of the worst ripoffs. Even the buses can be weird as they might veer of some place you do not expect, but anything on rails is easier to grok. I once jumped out of a moving taxi in central Cairo with my rucksack to avoid being driven around in circles any further. I tossed the fare currently on the meter into the front of the car as I left. Some of the metro entrances were more or less buried in large garbage drifts. It is filthy, every surface is grime. This is true of many corners of Cairo. Well, the metro is only two lines but they are supposedly building it up. It does not yet go to the airport, which is one my big concerns. All of Egypt basically conspires against you to rip you off on that airport and other transfers. At least with the metro, even if there is a surcharge, you will avoid most of the worst ripoffs. Even the buses can be weird as they might veer of some place you do not expect, but anything on rails is easier to grok. I once jumped out of a moving taxi in central Cairo with my rucksack to avoid being driven around in circles any further. I tossed the fare currently on the meter into the front of the car as I left. Some of the metro entrances were more or less buried in large garbage drifts. It is filthy, every surface is grime. This is true of many corners of Cairo.
