They have trains which blow air from the front and can clear the tracks right before the train passes. There are places like Siberia where tons of snow falls and trains just plow right through it and as there will be frequent traffic, it's not like much sand will accumulate.

Look I'm no engineer but having lived in Egypt, I can tell you that the sandstorm don't blow enormous volumes of sand, at least not near the most populated parts of the Nile. Most of the time it's a small coat of dust that accumulates pretty much everywhere (see Khamsin) . I reckon having ditches or elevating the track along with measures to blow sand as the train moves would suffice.
Fuck if I know, but if they're investing to much I'm going to guess they're thinking about this.

Morocco already has high speed rail through the desert. I suspect you can build out a high speed line between Richmond and Raleigh for around that price that it's through mostly empty and relatively flat land with every few obstacles. The northeast corridor however will be much more expensive.

It is, but have you ridden the Cairo metro?
It is mostly functional, to give it credit, but pretty sketchy.
Well, the metro is only two lines but they are supposedly building it up. It does not yet go to the airport, which is one my big concerns. All of Egypt basically conspires against you to rip you off on that airport and other transfers. At least with the metro, even if there is a surcharge, you will avoid most of the worst ripoffs. Even the buses can be weird as they might veer of some place you do not expect, but anything on rails is easier to grok. I once jumped out of a moving taxi in central Cairo with my rucksack to avoid being driven around in circles any further. I tossed the fare currently on the meter into the front of the car as I left. Some of the metro entrances were more or less buried in large garbage drifts. It is filthy, every surface is grime. This is true of many corners of Cairo. I guess my point is that infrastructure is super cool, I love it and I even schedule my trips around using and experience it. But it can be degraded by poor management or other cultural issues.

The high-speed and electrified main rail line will connect Cairo to the New Administrative Capital and surrounding new cities.
This new high speed rail line has to exist to make this plan work.
It is going to be ... interesting to see if Egypt can successfully pull off building a new mega city capital from scratch.
