I decided to answer this as an American who actually moved to the Netherlands. The other posters are Americans living Stateside who haven’t emigrated and are speculating.
There are three main reasons I left the US:
The US has a cruel social system. From its credit ratings to expensive and sporadic health care, Americans are punished for poverty and rewarded for greed. This is on top of more virulent racism, police brutality, religious fundamentalism and other signs of an unequal and failing state. There are better systems that make it possible to live free and live well. The Netherlands happened to be where I ended up with a job after having lived abroad a while. I discovered quickly how much less stressful it is to live, work, buy a house, pay for health care, etc. Things are not perfect in the Netherlands, but there is less inequality and more opportunities for educated people.
Americans enjoy being cruel to one another. They participate in a cruel system, and this rubs off on how they interact with each other and “the other.” I got tired of it. It’s easier to be kind and charitable for good effect instead of satisfying one’s ego or dolling out “charity” to those considered “deserving” (almost always with flawed judgment, emphasis on judgment. Americans are very judgmental compared to many other countries.)
Lastly, I was exhausted by Americans’ ignorance of the rest of the world. The constant “American Dream” propaganda, being inundated with the country’s “greatness” despite its flaws being glaringly obvious, and otherwise being unable to see past America to other, more successful countries. The US takes that ignorance unto the international stage through its military and diplomatic thuggery, and that hadn’t done much to help the world.
I just didn’t want to be associated with America’s problem nor promote its “greatness.” It’s a right-wing country with ego problems, even if its people are from many different opinions and walks of life.

Well, those are very nice, modern countries where life is comfortable.
And if someone has options, one of these will definitely offer an alternative to the US. I considered all of these plus some when I moved on from the US, too.
I guess the main thing I was missing in the US was an element of depth. Having grown up in Europe, it just seemed to me that the whole American living experience was a bit like “just add water” - everything was quick and easy, colourful, and presented with a wide grin by some fabulously upbeat fella who wished you a nice day.
This was immensely fun for a while, but then it sank in that the whole world that was created there was somehow made from cardboard, and that all the flashy Buicks and particle board mansions came with a short expiry date and weren’t really based in much history or culture.
So it’s basically like living surrounded by cheap and flashy home improvement market grade stuff.
I kind of woke up when I visited Japan, and my sister in London.
That’s when it dawned on me that there was a whole dimension of interestingness that’s lacking in the US. And eventually, I left again, and have found my home in Europe anew. I suppose I had to leave first to appreciate what I had there to begin with.

The reality is the number of Americans becoming ex-pats isn’t growing per capita, just the overall number is increasing because the population base is growing. So the emigration from the US is pretty much like it has been for several decades (no big change).
So now that the “so many” part of the question has been addressed. Let’s look at what kind of people move from a Capitalistic Republic to a Socialist Democracy nation (alas Venezuela doesn’t fall into that category as the so-called patriots seem to always troll in these kind of posts).
Quality of life. This is a biggie for most since money isn’t everything and the mercenary style of an Ayn Rand inspired political and corporate attitude is too much for people willing to become foreigners and leave it all behind. Life is about living, not just about working. So those looking for a better balance of work and life outside of work will choose any of those countries (except for Japan).
Raising children. Ex-pats don’t have to worry about their kids being shot at school and don’t go through active shooter drills because unrestricted gun rights isn’t an issue outside the US. Add the better quality of education for elementary and secondary school, the kids can always go back to the US for University if they want, but the parents know their child will make it to adulthood without being shot at school, not something that can be guaranteed in the US.
Healthcare. The US healthcare is over priced and underperforming; you are more likely to die in the US healthcare system than any of the other countries. The US is the only of those countries where medical bankruptcy is a thing.
Depth and Worldview. Born in America (13th generation), but moved when I was five weeks old to the UK and later Germany, I grew up in Europe, so “returning” to the US for University made me more a foreigner than an American. I tried to integrate but the culture shock was massive. What I found hardest was the lack of depth and myopic worldview in the majority of people. Friendly like nowhere else in the world, but too hung up on religion, sex, politics, sports, and cults of personality.

I would be out of here in a New York minute, but few countries will take us. They know we are medical refugees.

Only speaking for myself. I am living in Germany. I have been here now 16 years.
I did not want to move here. I came on a business trip and was captured!
I was asked to stay and help on a project. After 3 months I was asked to move out the Hilton and find an apartment. But for that you need to register at the city hall and have a contract. So the company gave me a local contract. A few months later my future wife and I “hooked” up at the Oktoberfest. 6 weeks later I proposed in Paris. 2 year later married. 2 year after that, house, the 1 kid, then another, then a dog…
I did not WANT to move here.
Do I miss the U.S.? Sure.. I miss some of my friends from my younger years. I visit occasionally. I show my kids were I grew up…. They loved Disney, Florida, N.Y., Houston (I have no idea why), N’awlins. They were amazed by the shitty highways and all the wires on poles. They hated the sprawl, cause it takes forever to get anywhere.
Anyway, I like it here more than there. But that is not to stay I wouldn’t be happy back in the US.

It comes down to our antiquated system of government, I think. Here, corporations rule the roost. Republicans are mostly religious fascists, with a few good apples, while too many Democrats are sucking at the corporate teat to get any real change accomplished. As a result, we are producing the richest, most elite aristocracy in the history of the world—an aristocracy that seems bent on destroying the environment, presumably because they have the wherewithal to create “safe havens” for themselves, and the hell with everyone else.
We’ve been losing a million people a year from the middle class since the 1990’s, thanks in large part to Reagan and his derivatives, but no small thanks go to “corporate Democrats”, as well.
We are DEAD LAST among industrial nations on EVERY statistical measure of social, political, and personal well-being, yet an ignorant 40% of the country (70 million people!) continue to believe the drivel that this is “the best country in the world” (as if!).
Republicans, meanwhile, use gerrymandering and race politics to stay in power, starting wars for the sake of the riches they accrue from the carnage.
I had hoped my plan for Social Media Voting Advice would turn things around, but I’m beginning to worry that it may be too late. Democracy, after all, is about NON-violent revolution. The alternative is for things to get so bad that the unthinkable becomes the only remaining option.

I am not an American so my response may not reflect their views. People relocate to another country for many reasons, so it is difficult to assign a few reasons to all the different drivers that are involved.
At different stages of one’s life the importance of the individual drivers take on greater or lesser importance.
As an example, a healthy young adult has little concern about future health costs, but meeting their ideal partner ranks very highly in their list of drivers, at that time moving country may be a Minor inconvenience.
They may want to study the language and culture of another culture in more depth than a brief holiday would allow, at that point that is an important driver.
They may consider that moving to another country due to the requirements of the company they are currently employed by, a career enhancing move that can also provide an increased job prospect in the future what ever company they are working for in the future.
As they grow older and have become more settled, their partner may have family abroad and the elder members are now requiring care, so moving to that country to provide that support becomes the dominant driver.
The person may want a change of lifestyle or new challenges and setting up again in a new country provides those challenges. They may be presented with an opportunity to fulfil a lifelong ambition and jump at the chance to fulfil it.
As a person ages they may want more security from the health stand point that driver becomes of more important later in life, but countries discriminate against older people coming just from health care so moving a bit earlier allows an easier entry into the country.
There are many other drivers, but I hope the reader can see from the above examples that an individual can have many reasons to make a move, everyone has their own reasons .

Because the benefits they offer are a great benefit to those least likely to be able to immigrate in the first place.
If you look at many of the other answers, there’s only one American who has actually moved. Looking at her job descxtion, it looks like it requires hard to find skills, probably pays a reasonable amount, and happens to be internationally focused. So while she definitely has quality of life concerns about America and for our general lack of understanding of the rest of the world, she also has a clear opportunity to do so.
Your average Burger King employee that wants to bring down capitalism is unlikely to have the same opportunity. Looking at the Dutch immigration from the US page, it looks like they want skilled workers or business owners. While there certainly is skill in flipping burgers/interacting with customers/etc., it also isn’t a rare skill and they might have a preference for people who already speak Dutch. Since America isn’t quite so bad to be producing refugees, it’s hard to imagine how poorer Americans would be able to make that move. Even moving domestically can be difficult for poorer Americans so an international trip is likely to be nigh impossible for many. So that’s probably why many people want to move but can’t.
Recently, I started with a new job that actually has benefits and seems like a place where I would be glad to retire(as opposed to the previous jobs where I would have been horrified to have retired there). Now I wouldn’t have the same motivation for moving. Those benefits of a welfare state are good compared to Burger King’s benefits but not so much with my new job. And a move to the Netherlands would be pretty far from most of my family and friends. I enjoyed my time in the Peace Corps in Zambia but it did entail sacrifices of time spent with family and friends in the US for holidays. That was fine for two years but not for decades.
At this point, it’s harder to see many situations where I would emigrate. Perhaps a spectacular job offer or a situation where the US turned into a source rather than sink of refugees. But until then, I likely would visit as a tourist rather than as a migrant.
For those who do advance in their non-international careers, they might have some interest in moving but it no longer has the same appeal when compared to what they already have. In most cases, just voting for people who will enact policies to make America more like those other countries is easier than moving to those countries.

The list of countries have few commonalities, but two are worth mentioning: perceived quality of life and at least somewhat socialized health care.
However the question is about motivation, and there is an assumption in the question that makes answering it more difficult. Here is why:
Some Americans are moving to a specific country. That country may have specific features or interest that fall outside of the others. For example, I have a familial interest in Norway, but I also had personal interest in Japan (which led me to living there for quite a few years).
Some Americans daydream about moving away from America. They are unhappy for one reason or other and, just like the 2020 Presidential Election, their perspective wasn’t to vote for Biden but to vote for Not-Trump.
With this in mind though, there is nothing to say that these Americans know much at all about the other country, if those countries would accept them as permanent residents, or if there are some other reasons why they wouldn’t want to live there (because of their ignorance of what life is really like there).
Also, daydreaming about moving to a different country isn’t particularly unusual. A lot of people around the world experience a ‘grass is greener’ feeling at some point in their lives. Americans are no different in that regards - though perhaps they are more noisy about it.

I suspect the vast majority don’t and that’s because they don’t know how the institutions and social systems work in those countries.
They may not bother to find out and that’s fine.
Those who ARE AWARE of the countries in question I suspect they want to move because of:
Universal Healthcare
Subsidized schooling
Pensions
Insurance systems
Work-life balance.
However the majority of Americans would not qualify to immigrate to any of these countries, just like the majority of Brits will not qualify to immigrate to Australia since the vast majority of visas in Europe or Australia or Japan are reserved for people with exceptional skills in areas which have shortage - IT, Medicine, Accounting and Nursing.
Added to this, there are language barriers (except in The UK or Australia or New Zealand or Canada) to move to the majority of Europe or Japan. You cannot live permanently if you don’t know Swedish or German or Finnish or Dutch.

Because they believe that those places have more of whatever they are missing here in the USA. What is particularly interesting is that both conservatives AND liberals seems to believe that Sweden is better: conservatives because of the liberal restrictions on masking against Covid, and liberals b/c of Sweden's social security policies.

Even to Japan? Then US might be a really bad situation now. Japan is not so good place especially for foreigners who can not speak Japanese. Among the countries you mentioned, only Japanese is a country with few English speakers.
Due to lack of good social system (e.g. medical care), education (extremely expensive but too commercialized) it is likely to happen.
