I'm not exactly sure but off the top of my head, it stemmed from the misunderstanding of exactly that--- different areas in our brain have different tasks and specializations, thus only so much of the brain is active at one time, and never is "100%" of our brain being used except in cases like a seizure. It's easy to misconstrue as meaning our brain isn't working at max possible capacity and there's some higher level we're not achieving, when it actuality, that's exactly how our brain should be working.
