This is the first and foremost step to become fluent. We all know that a newborn baby learns his native language by listening to his parents. Taking that in mind start listening English, it can be anything from watching movies, listening to podcasts, songs, youtube videos, news.
MY ADVICE TO YOU WOULD BE TO WATCH SOMETHING INTERESTING IN THAT WAY YOU WON’T FIND IT DIFFICULT PREFERABLY WATCH CARTOONS AS USAGE OF ENGLISH IN THEM IS PRETTY BASIC AND THEY ARE FOR KIDS TO LEARN ENGLISH. ALWAYS USE SUBTITLES AND GLANCE THEM ONLY WHEN YOU CANT UNDERSTAND SOMETHING.
2.READ
Now this part is necessary if you want to improve your vocabulary and see how sentence formation occurs.don't start with newspaper if you are a beginner start reading children's books (you can start with Enid Blyton there is no shame in reading children's books as they are quite interesting and fun to read). I learned more English reading Enid Blyton then I ever learned at my school. whenever you come across any new word just mark it and try to guess the meaning and move on, after you finish reading look up the word in dictionary see it’s other forms also synonyms and antonyms now note it down in a notebook.
READING BOOKS WILL NOT ONLY IMPROVE YOUR ENGLISH BUT ALSO MAKE YOU MORE INTELLECTUAL.

Now some people will consider it difficult as they fear that other people will make fun of them if they speak incorrectly. We are advised to speak to a mirror but we know speaking to the mirror doesn't frigging work. I suggest you install apps like opentalk ,speaklar etc these apps are completely free and let you interact with other learners.after two weeks of usage you will begin to notice changes in your fluency. Now after acquiring confidence in your spoken English start using English in your daily conversations.
REMEMBER NEVER SPEAK IN ENGLISH TO SHOW OFF. NEVER BOTHER ABOUT YOUR ACCENT AND THERE IS NOTHING WRONG SPEAKING IN YOUR NATIVE ACCENT. EVERYONE DISLIKES FAKE ACCENT. BE NATURAL BE TRUE TO YOURSELF.
DON’T TRY TO SPEAK LIKE SHERLOCK. SPEAK SLOWLY IN THAT WAY YOU WON’T GET STUCK AND YOU WILL SPEAK WITH CLARITY AND INFLUENCE.
4.WRITE
Start writing a journal or diary. Initially it will feel stupid but you will get better with time. you will get to know your true self. Write one page daily and try to use the words that you learned recently. Writing something down makes it easier to remember. Day 1:You just need to pick one movie or a show or anything which interests you. And then you just start with a scene of 2-3 minutes. Watch the whole scene with subtitles. Now again pause and rewind, now this time while watching, listen and read along. Write down any word or phrase that you don't know. Rewind scene 1,review your vocabulary with meaning. Watch it again, captions still on.
Review again quickly (don't try to memorise anything not even vocabulary).
Rewind it for as many times as you want.

Day 4: Now you are going to shadow it. No pausing this time. No subtitles (you can turn on the captions for once). And try to be only a tiny bit behind then. So on day 4 what you need to do is play and shadow. Rewind the whole process for as many times as you want.
Day 5: still the scene one. Shadowing without pausing.
Day 6: shadowing while recording your voice. Compare yourself to the actor.
Now as you have mastered the scene 1 you can now move forward to different scenes . The motive behind watching movie is not entertainment , it's about learning by heart. Through this process may be you watch a single movie in 2months or more but after that you will be so comfortable in speaking English like your mother tongue. It worked for me. I hope this will work for you too. This process needs patience but you will be amazed by the outcome.
Edit: After such long I want to edit this answer a bit with one more technique which worked for me. Try reading interviews as much as possible. On a interesting note if you are reading some celebrity or sportperson’s interview, think yourself in place of him/her. Feel like you are replying to press, try to imitate him/her. And read it atleast twice or thrice. On third reading you will be comfortable in making your own small sentences as well. You will feel the difference after consistent efforts.
And at last - you asked for the easiest way so definitely this is not the easiest approach but nothing worth comes easy dear!! Happy learning.

Since English is a language and to master any language u need to practice it.
I know there are a lot of people out there who would suggest u read English newspaper, speak with our friends and family members, and we are only able to follow this regime for 3–4 days and fail to continue it(why?) the answer is simple our motivation level drops so our practice.
→Now I am going to tell those points that r easy to follow and indeed interesting since we love to do interesting things, so I would tell them only.

I know there are a lot of people out there who would suggest u read English newspaper, speak with our friends and family members, and we are only able to follow this regime for 3–4 days and fail to continue it(why?) the answer is simple our motivation level drops so our practice.

Why I am telling this because we learn everything by listing only remember how u learnt ur native language? By listening, it only by people around u.later on u start speaking it and reading and writing was the last thing u did.
So what should u listen then, it could be anything English songs, watching film of ur interest(i know watching a movie in english lessen the fun but u can use subtitles later on switch to without subtitles), also if u happens to a student try to read ur textbooks loud enough so that it enters in ur ear and ur brain can acknowledge it.
2. SURROUND YOURSELF WITH PEOPLE WHO CHALLENGE U.
look everyone wants to remain in their comfort zone but to get what u want u need to leave that zone and start challenge urself it could be any situation where u suppose to speak. i know it sounds horrible to some people to go and speak in front of other but its the only option ur having look ur not going to improve if u not push urself if people r making fun of u let them do but that feeling would give u burning desire to practice it until next time u become pro.

2. Imaging you living in an English speaking country and talking to yourself in English.
This may urge you to think in English and use it more often.Whenever you are subjected to difficulties,look them up online or in dictionary.What you learn this way can be embedded in your head in a concrete way.
3. Chatting with native speakers online.
Advantages of this are self-evident.Just don't do it until you are conversational.
4.Reading English writings(of course Quora counts)
One of the most vital things in language learning is to understand and fathom the way the native speakers think when using it.Reading helps A LOT with this.

5. Use it or loss it. Whatever you are learning just start using it right away from the moment. Whether it is a words or anything. It will become much easier to remember the things. Remembering can help for one two weeks but if you bring this into your regular practise then you will start learning effortlessly.

If you really want to add the word then Don’t try to remember the words in stead of this practice it, don’t force yourself to memorise 5 or 10 words daily just if you have one word and you are practicing in such a way that you can use it in your any sentence then what do you think isn’t it good as compared with having 10 word daily but don’t know how to use it.

Actually this one is from my elder brother long time back I was learning typing but I was stuck at the speed of 20 word per minute and no matter how much I tried I was unable to increase my speed then one fine my brother came to me and advised to do typing until your fingers get paining and you won’t believe I started improving. Within a month I touched 38 word per minute with the fine accuracy.
So Once you are set with your basic things then just start doing practice continuously till you get pain in your mouth and very soon you will find yourself comfortable with the language in fact you will become familiar.
Just believe in you and you won’t be betrayed.
