What happens to the radioactivity when the water is boiled? If steam isn't radioactive, then they could boil away the water or let it evaporate and then safely store the radioactive leftover waste. I'm sure the radioactivity doesn't just stay in the water and not the steam. That would be too easy.

The main problem is the poor design of the reactor. They built power generator at the ground level. When water came, it flood the generator and killed all the safety measures.
