Trump knows that Indian Pharma industry is ranked third in the world in terms of Volume and the only saviour to produce HCQs on a large scale with affordable price in a short time.
However the request could have been made in a sober way, as did today 8th April 2020 Brazil Government made a humble request to India .

The whole situation with the Healthcare system in India in a very unfortunate state. The quality of the drugs are poor and the delivery and distribution is equally bad.
However, this is what happens when India doesn't respect IP concerns and pricing guidelines established by the rest of the international community. US and European drug companies have avoided dealing with the Indian healthcare system since the Indian healthcare system and government has been incredibly stubborn with not setting their bar higher and have been inable to understand that they are dealing with an industry that shouldn't be cutting corners. It would be harsh to say "that they told you so" but that's exactly what happened.
While it could be easy to brush this off as "you get what you pay for", Indians have enough national pride to know that as a drug company providing drugs to their people, they have obligations to fulfill. The reason why they ignored many of the IP rules and tried to cut corners was so that COULD provide drugs to their people at an AFFORDABLE price. While the Indian pharmaceutical industry is currently getting slammed for making low quality drugs, you should know that they have been trying to keep India's best interest in mind.

What is hydroxychloroquine?
Well Hydroxychloroquine (HCQ) is an anti-malarial drug similar to chloroquine, one of the oldest and best-known anti-malarial drugs, but with lesser side-effects. It can be bought over the counter and is fairly inexpensive.
So how hydroxychloroquine become famous?
Well The drug shot to fame as it is shown to have shortened the time to clinical recovery of COVID-19 patients. However, many of these are in small lab-controlled testing and no proper human trials have been conducted to determine its efficacy.
A study in France enrolling 80 patients showed that hydroxychloroquine alone or in combination with azithromycin appeared to reduce virus levels quicker, as did a study in Wuhan — the epicentre of coronavirus outbreak — in which also it appeared to reduce the duration of severe illness.
Basically all the lab researcher are trying very hard to find the vaccine or tablet as soon as possible.
Officially There is no specific medicine to prevent or treat coronavirus disease (COVID-19).
