This is a hard question. I do not believe that any country in Asia except China can conquer Vietnam. I think it would be very difficult even for China to defeat and successfully conquer Vietnam.
So from the standpoint of defending its self from outside attack, I do believe that Vietnam has the strongest military force in South East Asia.
Vietnam has little invasion capability. From that standpoint other countries like Indonesia are stronger.

Indonesia want to attack or invade Vietnam (one on one w/o other’s support) I’d say they will never win! Well maybe the same will apply to Vietnam as well if ever they want to attack Indonesia. I think the two countries are very close equal to each other (in fighting)
