So north of the Yangtze... isn't all that great either. It's minus 15 outside where I live over night (and sometimes during the day), and the heating (which you can't control) means that you actually have to sleep with the window open every single night. When you walk in the door, you more or less have to strip down to underwear only and then you're still sweating because the temperature is up to 28 inside.
So you pay for heating. Then if you can't handle the extreme heat, you pay for air conditioning to cool it down... and the cycle never ends.
This year I said I'm not paying for heating again and I'd just go without but the landlord forgot to have it turned off this year and then it was too late (there's a cut off date). Anyway. I'd much prefer to be able to regulate my own heating at home rather than have dictated to me that it needs to be 28 plus morning and night. It's so hot and stuffy I could vomit.

I think every city charges a different price actually, where I live we pay 30 RMB per square metre, so it's just over 3000 for my apartment. It goes up a little each year, just a few RMB.
That gives you heat for most of November (starting at a low temperature and gradually building up to full temp from maybe 1st week of December) until early March when it slowly tapers off from maybe 3rd week of Feb or so!
If you DON'T want the heating on, you still need to pay a fee of 1500 RMB for it to be stopped for the year.

I got a panasonic electric radiator and it works wonders. Those cheap oil radiator didn't do much before and I had to use the AC with it to be very effective, which wasted a lot of energy.
On a side note I will never understand why people insist on keeping windows open when it's 0 degrees C. I'm trying to warm up the house FFS. Cold temperatures are bad for health and they're bad for the house, why don't people have a that minimum of common sense is beyond me.

Nobody ignores that. I don't know anybody who doesn't open their windows at least once a day to get some fresh air.
However 30 mins a day is more than enough for the whole house. You don't need to literally keep your windows open 24/7 when it's -3C or +35C outside.

I'm in Chengdu, which is not below the Yangtze, but also not very cold throughout the year and has comparable weather to Chongqing (although not that hot in summer) and many homes do have heating here. No central heating, but most homes have their own boilers and newer apartments also have floor heating. If you don't have that, then layer up.

Lots of new energy efficient acs dont have enough btu to heat larger rooms like my living room, but they're enough to keep things cool enough in the summer. Even with my ac on full blast heat mode, I still have to wear a sweater and thermals. In the States, I would be in my underwear even in a blizzard with how efficient my northeast home insulation and central heating is.

I wear good quality hiking shoes with warm woolly socks - keeping feet warm seems to be key.
Apart from that, layers that can be easily added and subtracted, and a small portable electric heater for the office under my desk (that I am not supposed to have).
You can buy little 'warm pack' things in most stores for hands/pockets if you are out and about.

Uniqlo is your friend.
Their heat tech thermals, even the most basic one, are more than enough for Guangdong winters. Also their ultra-light down body warmer vests are a great investment. Wear one of those when you're inside and you won't need a heater at all.

I go between Northeast China and Yunnan, if were in the north during the winter, we just turn on the heater and wear thick PJs but I get the dread of getting out the room and the between a of work and home, our school are cheap and don’t want us to use the heaters in the classrooms as it’ll drive up costs. They only have them on if parents are coming or they’re doing a tour for potential customers.
