Small correction. You probably mean Asian chips, not western. US, Germany and Netherlands together have a minority share of the market, the biggest part is Asia (mainly Japan, China and South Korea). I assume Russia doesn’t buy its chips from the US but I could be wrong.

Designs are mainly western multinational corporations. ARM, STM, TI, Intel, Amd - when you look on chip and see a trademark - most of the time it’s a western company.
Foundries that make them are mainly asian - 2 biggest South Korea and Taiwan.
Neither are Russian. Yes Russians have some very old fabs for military use. But there is a reason most of their modern weaponry is filled with western chips.

Designs are mainly western multinational corporations. ARM, STM, TI, Intel, Amd - when you look on chip and see a trademark - most of the time it’s a western company.
Foundries that make them are mainly asian - 2 biggest South Korea and Taiwan.
Neither are Russian. Yes Russians have some very old fabs for military use. But there is a reason most of their modern weaponry is filled with western chips.

It makes them dependent on “unfriendly” countries. Oh sure they can still get it through grey market but that ads extra cost and only works while the west tolerates it.
