(Officials conceded that a block on the export of vaccines such as that produced by Pfizer/BioNTech in Belgium for the UK was possible.)

Millions of doses of coronavirus vaccine could be blocked from entering Britain from the EU within days after Brussels said it had to respond to shortages emerging in member states.

Following reports of a lack of doses across the bloc, the European commission announced plans to give national regulators the power to reject export requests. The development raises concerns over the continued flow of the Pfizer/BioNTech vaccine, for which the UK has a 40m-dose order, from its plant in Belgium.

“There is a possibility in certain circumstances not to allow the export to come forward,” an official said. “Indeed, that would be the final option.”

Should the UK become reliant on home-produced vaccines, securing herd immunity through the vaccination of 75% of the population could be delayed by nearly two months from 14 July to 1 September putting thousands of lives in danger, according to analysis by the data analytics firm Airfinity shared with the Guardian.

The European federation of pharmaceutical industries and associations warned that the commission plan could lead to a breakdown of global supply of vaccines. “Global supply chains are key to delivering vaccines to protect citizens … Risking retaliatory measures from other regions at this crucial moment in the fight against Covid-19 is not in anyone’s best interest,” the industry group said.

The 27 EU member states were devastated by the announcement last week by the Anglo-Swedish pharmaceutical company AstraZeneca that it would only be able to deliver 25% of the 100m doses expected by the end of March, citing production problems in its Belgian plant.

The Oxford/AstraZeneca vaccine is expected to be authorised for use by the European Medicines Agency on Friday and advance orders of the doses were considered key to the bloc’s vaccination strategy.

The company’s assurances to the UK government that it would fulfil its order of 2m doses a day without delay further fuelled the anger felt by officials involved in the EU’s faltering programme. Just 2% of the EU adult population has received a vaccine jab, compared with 11% of those in the UK, with scant sign of the bloc’s vaccination drive gaining momentum.

The lack of doses in the EU has already forced the Spanish government to announce a temporary pause in its rollout of the vaccine in Madrid, and to warn that Catalonia could follow.

The public health agency for Paris and the surrounding region, an area with a population of 12.1 million people, informed hospitals on Thursday that it would suspend its programme from 2 February. Hospitals in the Hauts-de-France region in northern France were told that the deployment of first doses there would be delayed to the first week of March.

Germany’s health minister, Jens Spahn, said he feared “at least another 10 tough weeks” of shortages. “Making vaccines is very complex, and there can be a need for building work to increase capacity that leads to delays,” Spahn said on NDR radio. “But then it has to impact everyone in the same way and not just the EU.”

With national vaccine plans in tatters, and AstraZeneca refusing to divert doses made at sites in Oxford and Staffordshire to the EU, Brussels has been seeking other means of securing its supply. In a letter on Thursday, the president of the European council, Charles Michel, welcomed the commission’s plan, adding that the EU had to “explore all options and make use of all legal means and enforcement measures at our disposal under the treaties”.

He added: “While continuing dialogue, I believe the EU needs to take robust action to secure its supply of vaccines and demonstrate concretely that the protection of its citizens remains our absolute priority.”

Officials said they hoped there would be no need for export bans but conceded that a block on the export of vaccines, such as that produced by Pfizer/BioNTech in Belgium for the UK, was possible. The British government’s decision to ban the export of certain coronavirus medicines was further cited by an EU official as reason for Brussels to protect itself from acts of protectionism around the world.

“In an ideal world … the whole story of vaccination would run smoothly without any problems. But unfortunately we are not in an ideal world,” the official said. “We have seen that when it comes to the shortage of vaccines, when it comes to the export of vaccines … there are obviously deficiencies.

“That’s why, and given the circumstances with certain states around the world, even in our neighbourhood, acting in terms of restrictions of exports, even banning exports for certain products, I think we need to be upfront, and we need to react.”

The full criteria for blocking exports will be published on Friday, with adoption of the export authorisation mechanism expected within days. “Time is of the essence,” an EU official said.

Peter Liese, a German MEP in Angela Merkel’s CDU party, said: “If the only solution is to have a reduction of the delivery to the UK, and that would bring more vaccine to the EU, that is only fair.”

AstraZeneca has said it is contractually obliged to fulfil its contract with the UK before diverting doses from its British plants to the EU. The Cabinet Office minister, Michael Gove, said the UK would only help the EU with doses if there were spare vials.

“We will want to talk to and with our friends in Europe to see how we can help,” he said. “But the really important thing is to make sure our own vaccination programme proceeds precisely as planned.”

The development came as Belgian regulators launched an investigation into AstraZeneca’s coronavirus vaccine production site 25 miles (40km) south of Brussels, in Seneffe, at the request of the commission. Officials believe a significant number of vaccine doses made in Belgium have been transported to the UK and that this has contributed to the shortages.

An EU official said: “We discussed this matter with our Belgian colleagues. We want to see whether what we’re being told is correct or not. So I would like to thank the Belgian authorities for undertaking these efforts.”

A spokesperson for the Belgian health ministry said the inspections at the plant were being conducted to “make sure that the delivery delay is indeed due to a production problem on the Belgian site”.

The EU is investing €336m (£297m) in AstraZeneca in return for 400m doses. But not all of the money has been paid to the pharmaceutical company. EU lawyers are examining whether there has been a breach of contract.

EU: Vaccine nationalism is bad!
Also EU: Block the exports!
EU: We only want EU's fair share and for everyone to share equally in the shortfall
Also EU: Block the exports and only allow them once our full quota has been delivered!
Absolute hypocrisy.

The UK threw a racist temper tantrum and quit the EU. So why the hell does the EU owe the UK anything?
The EU has a duty to vaccinate its member states. The UK voluntarily gave up its access. It is free to vaccinate its citizens with its vaccines.
Maybe the UK nationalists can make some out of its rotting fish.

00DEADBEEF
Because the EU is threatening to take something the UK already paid for. And not just the UK. Canda too.
You're right the EU has a duty. And it's utterly fucking failed. So now it's lashing out at anyone and everyone, and resorting to outright piracy to try and fix the mess it caused.

dexed
Then the UK and "Canda" can make vaccines in their own facilities.
If they don't have any, then maybe they both need to rethink their policies toward nations they need things from.
The UK has been insulting the EU daily. Canada insults the US like it's not a big deal. Oh well.

LordSlartibartfast
Jesus Christ, why on Earth does the EU think they're at war with the UK on that one?
Even if Britain was indeed "stealing our doses" (*sighs*), we're just going to throw other nations under the bus and wash our hands?
This is infuriating.

permavirginmeganerd
Britain placed export restrictions on medicines that could be used for treating covid: lix
The US is doing the same with their vaccines.
The EU should have done that way earlier and don't try to play nice (not fun if you're the only one doing that). The current situation will only fuel exit movements from member states (which is obviously very bad for the EU).

TheScapeQuest
Those restrictions are very common in countries, and are in place to prevent profiteering of necessary medical supplies. They are not in retaliation, but standard practice.

The same in EU. Not a retaliation , just standard practice

TheScapeQuest
The difference being the EU are blocking exports after the contract has been signed.
Also lol at the suggestion this isn't retaliation.

top_logger
What is the problem? Contract will be fulfilled, but a bit later. Q4, for example. No retaliation.
Tell me, please, at least one reason why only EU should export vaccine? May be US want to participate in delivering vaccine to Canada, for example? Or UK delivers vaccines to Israel?
Sorry, bro. But this harsh true. We are all fucked.
The obbligato good solution was combining efforts of all Western countries to produce and deliver vaccine. But with Trump it was impossible. And now it is too late

dontaskdonttells
Tell me, please, at least one reason why only EU should export vaccine?
If the EU would have announced export controls back when the US and UK did, then it would have been fair game. Countries and companies would have plan around that, like Canada choosing vaccines created in the EU over the US.
Instead the EU waited until other countries have invested time (remember, the EU squandered 3 months negotiating) and money to supply and produce vaccines, and then come and threaten to steal them.

top_logger
Yes. EU was a bit late. Still EU had paid.
And yes, export ban in US and UK was not fair game. But export ban in EU makes situation fair again. For example, Canada can buy vaccine in US. Israel in UK. Nice.

It's like people forget that this "drama" is going to kill people.

Is it? If the vaccines go into the French or the British, will it make much difference? Nobody's trying to reduce the total supply.

The_Bravinator
I mean, it might seem like funny haha drama if you're American, but not if you're in the UK desperately waiting for your grandma and immunosuppressed little brother to be vaccinated, and for those experiencing the same fears in Germany or France. That's what I mean. It's a bit insensitive to act like it's an entertaining game when we're afraid for our loved ones' lives.

TotallyGeekage
Yep, there are currently 12 week gaps between Pfizer doses in the UK, because we trying to get as many people with a first dose as possible.
The government has said that although they will try to make sure that people have two doses of the same vaccine, people getting a second dose of a different vaccine isn't off the table.
If the EU blocks supply, not only could it lead to less people getting vaccinated, but could also mean that we end up being medical guinea pigs and getting an entirely different vaccine.
Add this to the fact that the EU is currently demanding 75M AstraZeneca vaccines from the UK plants, it would be hugely impactful on our vaccine plan. Take into consideration that only about 2 million are being produced each week and it's already max capacity.
That's not even taking Canada into account, who will also be fucked over.
It's a really shit situation.

SteveThePurpleCat
Threatening the millions who have had one dose purely because you're scared to lose face about screwing up your own orders.
How pathetic.

It was the UKs decision not to follow the manufacturers guidelines. That's on the UK and nobody else.

There would still be people waiting for the 2nd jab regardless and that is not remotely the point.
The EUs woes are on the EU, trying to punish the UK for it is vile.

Quite frankly I don’t see why the EU should put the Brits above our own citizens. If the tables were turned they’d be blocking the exports too.

t-townBE
They are blocking exports. Only they are fencing with “contracts” which just shows how hypocritical everyone is being.

bobotektor_XOR
UK first is good, but EU first is bad?

lorenzo_6991
The EU didn’t prevent nobody from ordering the vaccine. Germany has in fact set a separated order from Pfizer for 30 mln doses. And distribution is proportional to population.

Worth-Enthusiasm-161
The states are not going to export a single dose before their order of any vaccine is fulfilled. AZ, Pfizer, UK and the EU has to sit down and discuss how we can fix this. A compromise where the EU gets some UK produced AZ doses, while they guarantee the export of Pfizer, Moderna and J&J (which UK doses all will be produced in the EU) will go smoothly would be the best.

They want 75 million in the next two months. There isn't that much production. Not even close to room for compromise in that :(

75 million was the initial deal between AZ and the EU, AZ said that they would only deliver 40% of that. So the EU isn't asking for 75million doses from the UK

So basically the UK is forced to lose out due to the EU taking an additional 3 months to sign a contract reducing the time available to get the factories up to speed?

Appalling behaviour. Why on Earth should the people of Britain be denied vaccines we have ordered, because they’re having their own problems with supplies?

The thing is, I'm all for helping people in need, but they didn't ask for help, they demanded our supplies instead and are acting like a bully taking our lunch money. If they'd come to us asking nicely and sincerely for help, I'm sure we'd all be encouraging helping them out a bit.
