University students have wasted nearly £1bn on empty rooms in flat shares and halls of residence that they have been unable to use because of coronavirus restrictions this academic year, according to a new estimate.

The average student has so far paid £1,621 in rent for empty rooms for which they have not received a refund, according to an annual survey of 1,300 university students by money advice website Save the Student.

Two in five (43%) respondents said they had spent under three months on campus, while nearly half (46%) would have made different decisions about where to live had they understood the likely impact of the pandemic on their education. One in three plan to ask their landlords for a break clause next year to give them more flexibility.

Hillary Gyebi-Ababio, the National unx of Students’ vice-president for higher education, said: “Students have been consistently exploited and ignored during this pandemic. We are seen as cash cows, with many stuck paying extortionate rents for properties they either cannot use or cannot afford.”

Students’ anger with high rents, which Save the Student estimates take up three-quarters of their maintenance loans at an average of £146 per week, boiled over on UK campuses this term as students launched the largest rent strike in 40 years.

There has been a patchy response from universities, private halls of residence and landlords, with some refusing discounts while others have offered full rebates. The survey suggests a third of students have been offered a discount, which averages at £75, though this has been extended to just 6% of students in private rentals. Half of the those surveyed were unhappy with their accommodation provider’s response.

On 14 February, 92 students at the School of Oriental and African Studies became the first to withhold the outstanding 50% instalment of their tuition fee payments in protest at their university’s coronavirus response. They were joined by 1,000 students – a fifth of the student body – who signed a petition asking for fee reductions.

The government has so far responded to students’ financial concerns with £70m in additional hardship funding, a figure that falls short of more generous packages in Scotland, Wales and Northern Ireland.

Most students have been asked to remain at the address where they spent Christmas – in many cases their family homes – during lockdown. Plans for their return are expected to be announced next week, although university leaders are preparing for the possibility that many students will not be allowed on campus until 17 May, shortly before the end of the teaching year. St Andrews University and the London School of Economics have already told students that most will study online for the remainder of the year.

Universities UK said: “Decisions on accommodation costs are a matter for individual universities, taking into account the circumstances at their institutions and of their students. But with the vast majority of students not renting university-owned accommodation, there is an ongoing issue about support for those with contracts in the private sector as well as assistance for non-residential students who have been financially hit by the pandemic.”

And the time that many spent in accommodation they were under strict lockdown of the halls, not even allowed to go outside. Shocking.

And people blame the universities, not the governments that have driven the policy that forced this situation. People are so short sighted.

It wasn't wasted, it was trousered by the landlords.

For university accomidation, it's the only thing keeping the lights on. I'm a PhD student in the UK at a major university and I get all of the inside gossip from my supervisor/other staff I know. Because the goverment refused to give emergency support funding to the unis in the first few months of the pandemic, it has absolutely crushed the coffers that in many depeartments were on a fine-line as it was. Sub-depeartments that dont have large amounts of outside industry funding and rely heavily on student funding we're on the brink of collapse late last year if not for some scrambling from other depeartments. The university has been absolutely BEGGING staff to take a pay cut if they can afford it, it has gotten that bad. The accomidation money has allowed them to keep paying staff and paying rent, universities dont own all the buildings they have things in. It's chaos and the blame falls entirely on the goverments feet with this one.
External accomidation, oh yea. I mean they still have bills to pay too, but certainly a number of them.
Basicalllyyyy in the words of Will Varley "Everythings goinggg to shitttttttttttt"

It's weird. I would never expect universities to be under-funded when students each pay £9000 a year. But I guess there is a huge number of expenses still on salaries, buildings and activities.

I've had the misfortune of working in Student accommodation this year and can tell you that my heart goes out to all the students my company has completely shafted. If it weren't for the pandemic I would have quit this job a long time ago.
Students are a really vulnerable group of renters because they're simultaneously ignorant of the realities of their contracts and purposefully kept in the dark about it. I've had students come at me asking for a discount because they went home for the weekend, move out, tell no one and then expect to just not be charged fees for the year, or never arrive and assume that means they've cancelled their tenancy. Some students are generally really naive when it comes to this stuff and think it essentially operates as a hotel.
The issue is that private companies and uni accom have been able to exploit this. When Covid hit, our company was incredibly slow to react - waiting until the last moment to do any kind of cancellation scheme. Students are either move to an overpriced flat or stay at home hemorrhaging money. Scotland introduced Covid legislation to protect students against this and allow them cancellations. The rest of the UK really need to follow suit.

As a postgraduate, I am absolutely livid. The university told us the department would have blended learning months before, then when I received my timetable everything was online. They failed to tell us most of the masters research projects were computational and could be done remotely. My private accommodation I think is partnered with my university so I guess friends help friends make money.
I rent in London and I haven't been there for months and my parents already took a massive dent into their pension and savings to help me achieve my dream. What bothers me so much is that the furlough scheme is not means tested, but when it comes to helping students you have to prove you need the money in the hardship fund. I've wasted thousands in rent that is going to take my family some time to recuperate. Could we rent strike? Yes we could but that risks damaging the relationship with our landlord. A contract is a contract hard signed by the student and guarantors. It's also not fair to the landlords who have bills and staff to pay too (and are trying to make a living in a hard time). I don't think many of us would have the gall to debate a contract in court. Unless backed up by people in power I don't see much momentum coming to help us.

Many Universities make more money from accommodation than from tuition fees. Telling students to go to uni was a deliberate con by the government to avoid having to bail out universities.

TakeshiKovacs46
So why are students still paying? Is there no way they can block the rent money going out? Genuine question. I would have thought all UK students could have boycotted payments. If the whole country did it, then they can’t exactly press any charges or sue the students.

antarcticelephantsDevon
The accommodation companies will just pass on the debt to collections agencies who will have an airtight reason to claim the money back as you signed the contract for accommodation and the accommodation provider made the accommodation available to you without restriction.
The restrictions preventing students from using their accommodation were put in place by the government, not the accommodation company and so the government should be providing the funds for these companies to refund their tenants (as they have done for universities and university owned accommodation).
It's easy to blame the companies providing the accommodation but they're as powerless to change government restrictions as the students are.

GeneticHamster
Students pay termly which makes it more difficult to withhold payment as the guidance has changed continuously as to whether you'll ever have to physically go back to uni. Also breaking a contract with a multi million pound private company is pretty damn scary for anyone, let alone an 18 year old. It's not the universities that are the main problem here, it's the private infrastructure around them.

TakeshiKovacs46
But if the entire country stood together on the matter, and flat refused to pay, then the government has to step in and make some drastic changes.
And therein lies the problem facing Britain at the moment. People aren’t willing to stand together and fight for what is right, so those with power just keep abusing everyone. It’s insanity, it really is. How Brits constantly harp on about how tough we are as a country, and how we won wars blah blah blah. But truth is, modern Brits seem to be pretty fucking spineless.

Ok-Effort2956Greater London
I don't know about your situation but it's pretty difficult to flat out refuse to pay rent when you have barely any money and a decent amount of your belongings are in housing 200+ miles away

TakeshiKovacs46
So students aren’t even allowed to go and collect their belongings this whole time? That’s crazy. I’d have just turned up and forced my way in to get my stuff, then tell them to stick the rent up their arse.
This country really is a fucking shit hole these days. I feel so sorry for the current young generation, and all that come after. I actually feel blessed not to have any kids, as I really wouldn’t want anyone I loved facing the shit show that the older generations have created for them. Disgustingly selfish country, it really is. And with peoples addiction to Murdochs Media Cirus, it’s never going to improve. The selfishness is just getting worse and worse.

Those same University Students (Who have been locked up to protect the boomers who belittle and despise them) Will be forced by Boris Johnson's administration to have right/far right speakers on campus from now on.
A tinderbox is smouldering in this country. I wouldn't be surprised if we see widespread riots this year. Probably in summer.
COVID is the only thing on people's minds right now. As vaccines go in arms focus will move elsewhere, probably starting with the catastrophic effect Boris Johnson's Brexit deal has had on us all, from small time Ebay sellers to welsh lamb farmers etc.

I'm commenting on university-owned accommodation here, because I don't have the energy to go into the legal minefield of landlord and tenant housing law at the moment.
It seems outrageous that students are being expected to pay full tuition at the moment, let alone room rents. Online university is simply not the same experience, and not only that but the costs to the university are vastly reduced (you don't need to keep buildings open or heated beyond avoiding winter pipe freezing, for example.) The universities utility bills have fallen through the floor, so have short-term temporary staffing costs. It seems that the government, if it had any sense, should just make up any shortfall that the universities are facing taking into account reduced running costs and tell them not to charge students fees that are extortionate at the best of times.

As someone who works in this sector I am very disspointed in some of the comments saying that students are being fleeced.
Students get paid a maintenance loan to pay their accomodation. If their accomodation price is higher than the loan then that was their fault for choosing that rent.
In terms of rent it works the same way as any private residences. We have nothing to do with Universities we just offer tailored flats for students. The money that comes in from rent pays the bills, staff and loans. In fact nobody is making a profit this year we are all just barely keeping on going.
Saying all contracts should be cancelled would mean thousands of people out of jobs which in turn means thousands of children going hungry because their parents dont have jobs. Accomodation companies hire cleaners, maintenance technicians, contractors, administration staff and much more.
Your anger should be at the government not the companies. If we could releasw without shutting down the company we would.
We also have many students from lower socioeconomic backgrounds that stay with us. They come from homes with no internet and sharing a tiny room with 3 siblings or more. And for some this is their only hpme or they will become homeless.
Lets try and look at the whole picture rather than just stating a whole organisation is lining their pockets.

When I emailed asking for the gap year my studies advisor told me he will grant it on the basis of financial needs (i.e. I’m skint) but told me that the Covid measures are absolutely necessary. Well, if it’s the same next year it will be another gap year for me.
