Major reset of EU-UK relations being considered by EU

(EU officials fear a relationship of tension unless there is a clear reset)

Senior EU figures are contemplating a major reset in relations with the UK that would coincide with the formal ratification of the free trade agreement at the end of April, RTÉ News has learned.

RTÉ News

The idea would be for both sides to work towards a package of solutions around the outstanding issues of the Northern Ireland Protocol, as well as other areas of tension, such as the status of the EU's delegation to the UK.

Senior figures have confirmed to RTÉ News that a formal, set-piece event marking the ratification of the Trade and Co-operation Agreement (TCA), which was concluded by both sides on Christmas Eve, could inaugurate a more harmonious relationship.

It is understood very tentative discussions have been under way at a senior level between officials in Brussels and London.

There has been a fractious start to the new post-Brexit relationship from the beginning of January, with simmering tension over the Northern Ireland Protocol, vaccine procurement, the diplomatic rights of the EU ambassador to the UK, and the alleged discrimination against citizens from a number of eastern European member states over UK work visas.

The fear among senior EU officials is that unless there is a clear reset then the relationship could become one of perpetual tension.

Some observers have seen the appointment of David Frost, the former UK Brexit negotiator, to the role of overseeing the future relationship as reflective of a dynamic that could be more about confrontation than co-operation.

The European Parliament is expected to formally ratify the TCA on 24 March, meaning national capitals would give their final and formal consent to the treaty early to mid-April.

Senior figures envisage a possible "handshake" moment involving British Prime Minister Boris Johnson and EU leaders that would symbolically mark a new, more harmonious era in relations.

This would ideally coincide with both sides signing off on a package of solutions to the most contentious outstanding issues, especially the Northern Ireland Protocol and the London embassy issue.

However, it is understood that there would have to be hard negotiations in the coming weeks in order to provide the political space for a genuine reset.

The Northern Ireland Protocol remains the most difficult issue, following the European Commission's move to invoke Article 16 at the end of January.

Demands by unxists for the protocol to be scrapped have thus far fallen on deaf ears, but London and Brussels remain some distance apart on how to resolve the deepening antagonism over trade barriers on goods moving from Great Britain to Northern Ireland.

In December, both sides reached agreement on how to implement the protocol, which came into effect on 1 January.

A grace period, during which Northern Ireland supermarkets importing huge volumes of food from Great Britain would be absolved from needing expensive and cumbersome documentation, expires on 1 April.

A meeting on Wednesday of the EU-UK Joint Committee, co-chaired by commission Vice President Maroš Šefčovič and his UK counterpart Michael Gove, concluded with no real breakthrough on the outstanding issues.

It is understood Mr Šefčovič has requested another joint committee meeting before the end of March, ahead of the deadline for the grace period to end.

The UK has asked for two grace periods, related to food safety rules, to be extended until 1 January 2023.

This would be good. We’re all far better off as friends having a mutually beneficial, constructive, relationship.
From the UK’s perspective, just because we don’t want to live in the same house as you as family does not mean that we don’t want to be good neighbours and friends.

From the UK’s perspective, just because we don’t want to live in the same house as you as family does not mean that we don’t want to be good neighbours and friends.
That's kinda bullshit as a metaphor though. The EU isn't a common house, and you can't deal with european countries without dealing with the EU. The UK will still need to be incorporated in the european space in some way or another.
If we want to make a metaphor, it's like if the UK had a house in a town with the other members of the EU. With their taxes, they built roads, they made new plumbing, they installed optic fiber in each house. Then the UK decided "I'll leave, but I'm taking my house with me!".
Sure it's still possible to try and make things work. But let's not pretend everything is clear and that the UK won't have to make choices. The will for a reset is precisely because leaving the EU like the UK did is very messy. We'll be discussing each issue separately. To extend the metaphor, how does the UK keep that new plumbing while not leaving in the same town?
Those are in fact the same exact issues why the UK and the EU couldn't agree on a Leave deal. And there's no reason to assume it will be much different now. It doesn't really matter if we want more harmonius relationships - disagreements won't disappear magically.

Yeah, but that’s not the problem. The problem is that there are rules that countries follow to be treated the same in Europe. EU law, bilateral treaties, economic targets.
It’s not that the UK simply doesn’t want to “live in the same house, they also don’t want to follow the same rules as us, so of course, they’ll be treated differently when it comes to things like the market and immigration. That’s understandable I think?
If they want to start building up their relationship with us again they’re more than welcome to, of course, I’d be happy for them because as of now, it doesn’t look that brilliant as far as their future goes. But I believe that if they adapt, anyone would be happy to build a relationship with them again.

It’s not that the UK simply doesn’t want to “live in the same house, they also don’t want to follow the same rules as us
Because those are house rules! Not the rules of the town.
I'm sure we can cooperate where it makes sense, but you need to let go of the idea that you can rule over us. Move beyond that imperialistic mindset.
You can pretend to pity us, but I'm sure our outlook is far, far better than Italy's.

talentedtimetraveler Milan
No, those are town rules. You want to trade in the town? Follow the rules. You want to live in the town? Follow the rules. You want to study in the town? Follow the rules. You don’t follow the rules, you don’t get to trade, live or study in said town. “You” and the “town” are the England and the countries that follow EU rules or have treaties with it respectively. You can spin this however you want, but this remains the situation we’re in. And the sooner you accept it, the better.
And I guess you’re projecting you’re self-pity onto what I said. Denial won’t help you.

kingofeggsandwiches
Funny how you project the EU as "the town" i.e. the local authority, and the UK as a mere citizen of that town, who cannot do anything but follow the rules. You need to understand that the UK doesn't live within the town's jurisdiction anymore. The UK is happy to follow your rules when it visits to buy and sell in your town's shops, but when it goes home it can do what it likes.

This town and house analogy you started is pointless in the first place, since it doesn’t allow to look at this for what it truly is. The UK has lost virtually all its membership benefits, and the only way for them to get any of them back is to follow EU law where it is needed, without being able to influence it in any way. I’m doing something so don’t expect any more answers any time soon.

I really hope it goes like this, on the other hand it was the most sensate solution since the beginning and I find so many tensions on both sides really ridicoulous, immature and unjustified

Interesting, might work for the best as things certainly don't seem to be in the best place right now.
I am curious, I only ever see the negative articles about the UK, what negatives have the EU suffered to make them want to reconsider the talks? (Not asking in a dickish way, i'm genuinely curious. I know there's paying more for stuff from the UK, but wasn't sure if there was more to it)

SlightlyKarlax Bulgaria
The 2nd largest economy in the unx.
A country with a seat on the Security Council.
A country that along with France, Russia and Turkey possess the only major armies in Europe.
A country that acted as a moderating influence on integration, a policy directive that was actually supported by Northern countries etc., who were delighted that the U.K. ascribed to a vision of the EU closer to their preference.
One of the two key financial centres in the world.
A significant number of the best universities and research institutions in Europe.
There’s countless negatives or set backs for the EU from losing the U.K., it’s just that as a whole it’ll be more negative for the U.K. than the EU

MinuteNoodles England
what negatives have the EU suffered to make them want to reconsider the talks?
Not having the UK still in the EU acting as the level headed person in the room as can be witnessed by the shitshow that is how the EU Commission is currently going about the whole Covid thing.
Smaller EU nations who used to have the UK fighting their corner no longer having a major player who has got their back and will fight their cause even if it is at political cost to ourselves.
The already significant loss of business to EU businesses, many of whom have the UK as their biggest client.

MyFavouriteAxe United Kingdom
An important first step.
I hope our two sides can work together to form a strong alliance and close partnership predicated on friendlier ties than we currently have - this should become easier as the recent past becomes the distant past.
Animosity only makes Europe weaker, and everyone on this sub should support a stronger Europe.

MinuteNoodles England
Well that lasted long.
No discrimination against the EU diplomat or Eastern European member states at all. All the UK was doing was applying the same standard of adhering rigidly to laws and treaties and regulations that the EU had decided.

Why even bother dealing with the UK?
We can just wait a couple of years. Then we'll processing the accelerated accession of Scotland and NI as EU member states, and we'll just have to negotiate with the United Kingdom of England and Wales, which will have pretty much the same negotiating power as Andorra and The Vatican.

I'm from uk and voted to remain, it breaks my heart to see and hear all the xenophobic arguments from the pro brexit crowd. I hope the rest of Europe know that we're not all like that and a significant part of the population still love and want to be part of the EU.
Talking to brexiteers is like banging my head against the wall it's exhausting. While part of me enjoys seeing them all moan about all the downsides that they are now starting to experience, I know that they'll still find a way to blame it on the EU rather than accept that they fucked up.
Please don't give up on the rest of us yet!

I don't think they could get anymore toxic. I mean in the space of two months the French stopped freight (before we left the transition) for no reason at all, they've tried to block shipments of a much needed vaccine to the UK to make up their own shortfall, invoking article 16 in the process. Attempted to blame the UK government for their own procurement failures, demanded a pharmaceutical company hand over vaccine supplies held in the UK destined for the UK population and finally they've shot themselves in the foot by trashing the reputation of the Oxford vaccine literally because its British and now their own population are reluctant to take it. Talk about bite the hand that feeds you, the EU commission done more for UK Eurosceptics in the space of a month than Farage/UKIP/ERG managed in nearly 30 years. Pro EU sentiment is at an all time low.

RealMisterPringle
Funny how you are completely ignoring what's going on on the UK side of the problem. You could as well have mentioned how the UK is refusing to accept an EU ambassador, openly discusses reneging international treaties that are a couple of months old, is completely incapable of implementing their side of what has been agreed upon and generally expects others to either accept the UK's sovereignty or sort out the domestic problems the UK has created for itself.

French stopped freight (before we left the transition) for no reason at all
No. France took emergency measures when the UK Prime Minister dropped there was a new highly transmissible strain in Kent with no warning. Eurotunnel freight was never affected.

kane_uk
At the point when it was already discovered in the Netherlands and probably originated on the continent. Even at the height of the pandemic last year the French kept the freight flowing. They used the new Covid strain as an excuse to stop freight in December to put pressure on Boris when it came to Brexit negotiations.

disegni
At the point when it was already discovered in the Netherlands and probably originated on the continent.
Even supposing that is true, it would not change anything. Announcing a rapidly-growing hotspot of transmissible strain exactly where lorries spend most of their time is going to force emergency action.
Lorries make multiple stops and travel all over the continent. Each one could start multiple outbreaks.

kane_uk
Is that why, when all the Lorry Drivers stuck in Kent were given the most expensive Covid test available (at the demands of the French) out of thousands of drivers tested less than 10 came back positive. The EU should have taken "Emergency action" when they knew the source of the European infection was Italy. It was a French stunt, stopping freight Christmas week to pressure Boris.

Frank9567
The UK is too small to ever be the equal to the EU...or the US or China for that matter.
Further, if the UK consistently acted to maintain a constant state of tension with those countries, the chances of getting trade deals better than WTO minima with them are slim.
The idea of making things hard for people you need, or want, to trade with, is barking mad.
Now, I think that the EU knows this, and is making the present noises so that if brexit turns worse than it has already, and people in the UK face real hardship, rather than inconvenience, EU politicians will be able to say "We tried!"

DassinJoe
For a while people asked themselves “Who will U.K. politicians blame after Brexit, as they won’t be able to blame the EU anymore?”
It turns out that the question itself rested on a faulty premise, and “having cake and eating it” was a euphemism for “leaving EU and continuing to scapegoat it”.
