I used to work at a Morrisons. Not just the plastic on the produce (which sometimes is justified) but you should see the amount of plastic on the pallets that arrived every day.
One day out of sheer curiosity I decided to look into the records, and saw that we had a larger amount of plastic going out as bales from warehouse pallets than were being used by customer shopping bags.
If they genuinely want change, stop companies using plastic in the first place, and only then look to stop the lowest volume of use: carrier bags.

I also used to work at Morrison’s and it’s true the sheer amount of waste every day was shocking. My stores did recycle a lot and used a bailer to compact the cardboard and plastic but more needed to be done. I understand the need to wrap the pallets for shipping until they get to the store however there must be an alternative to cellophane at this point. I worked in the Bakery and most of the bread comes pre made in boxes with several non recyclable bags inside, as well as the piping bags and such that we used easily 200 of a day. Whilst I know this was for health and safety cross contamination etc it is possible to use reusable equipment where possible which needs to be increased massively. From my small department alone we created around 40 bags of waste a day.
I also don’t think products like cereal need a cardboard box and plastic bag containing the product. Many alternatives could be used, an example is the paper bags now offered at the fruit and vegetable section. They could implement cardboard boxes for the pizzas created fresh from the Pizza Counter instead of the Saran Wrap etc.

I don’t get the pallet thing, I used to stack shelves at Waitrose and never saw a single pallet my entire time there.
All the goods came from regional distribution centres, calculated need based on some “just-in-time” software, straight off the lorries in cages which would be wheeled directly onto the shop floor and stacked onto shelves. The back warehouse would be empty by the end of the night shift and anything left over was viewed as a management failure… If it wasn’t on the shelves for the customers to buy it wasn’t making us our bonuses.
Empty cages would be wheeled back into the warehouse and left next to the lorry park bays to be sent back on empty lorries, to be used again and again thousands of times.
This wasn’t a low footfall / turnover store either, it was one of the biggest most profitable and busy Waitrose in the country.
I’m guessing Morissions doesn’t have the distribution infrastructure to have centralised warehouses and dumps pallets of stock direct from the manufactures on the poor stores causing a nightmare back of house and leaving a lot of waste.

Why aren't they using cages like every other supermarket then?
Makes no sense to unpack pallets from the manufacturer at some regional distribution warehouse (which would be chilled), and then repack them including plastic wrapping, for the short hop to the supermarket, to then be unpacked again onto trolley for shelf stocking.
It's even worse than I thought before, not just one set of plastic pallet waste but two sets.

It’s not every single item a supermarket receives that comes on a pallet.

Would absolutely love to instead see standardized, reusable containers becoming the norm and having a drop of point in the shop where you could drop off your old ones for reuse. I'd also love to see taxes on plastic packaging and polluters, the revenue of which ringfenced to give financial breaks to companies using more sustainable methods so those products are cheaper than the environmentally damaging ones on the shelf. Force the market to change. Manufacturers would find the solutions of there's an economic imperative to do so.

Genuine question, as a non driver how do these fair when exposed to rain for extended periods e.g. time to walk to bus stop, wait, get in and ride to destination whilst now wet, walk from bus stop to house. If you say that equates to about 20 - 40 minutes directly exposed to rain and another say 20 in transit whilst wet. That would be my only concern if all supermarkets went to paper bags. The paper bags give out for example don't fair very well when it's raining even for far shorter periods in heavy rain.
Basically if I'm planning to shop I carry a bag full of bag for lives, but if I need to get something without pre planning I have to buy a bag and need it to be sturdy enough to survive the journey home in poor weather

This is mad to me, because these are the only bags I have never managed to reuse. They tear, they get wet, they get dirty, and it's hard to transport them. If you drive then fair enough, but that is a whole lot worse for the planet than me walking to the shops with my plastic bags.

The point, I would imagine. Is that the vast majority of news such as this focuses on the minority of plastics. It's always about plastic bags and other plastics your average person uses, and not about how the biggest polluter of oceans is fishing gear, and how to fix that. It's low hanging fruit that gives people the idea that something is being done, when in fact, proportionally, almost nothing is.

I have nothing against genuinely helpful efforts to be more environmentally friendly, but 99% of the time I feel like the focus is on whatever will annoy me the most while helping the least.
Personally I could go either way on plastic bags. I’ve used my own reusable bags for groceries for years, but it’s frustrating that a complete ban means I can’t get one every now and then when a plastic bag would still be really helpful.
What really bothers me is straws, because there simply is no acceptable replacement. If you try to tell me that the experience of drinking a milkshake or bubble tea isn’t completely ruined by using a paper straw, you’re lying right to my fucking face. I have reusable metal straws at home that are fine enough, but when I’m out? I’m sorry, if you carry around a reusable straw in your pocket everywhere you go on the off chance you might need to drink something, you’ve lost your mind.

Just because something is paper or cotton doesn't necessarily make it better, as potentially more water, chemicals and energy are used in making bags out of these materials. It can take more energy to produce a paper/cotton bag than a plastic one, so you have to use it multiple times before it has the same footprint as a plastic one.

Also single use bags aren't single use! You can reuse plastic bags. Only a very small minority of people are going to use bags in such a way that fancy cotton ones are environmentally beneficial.

Spot on mate, this is all a load of balls, Morrison charge way over the odds for their bags as it is, 50p for a bag ffs, I remember the day when 50p got you 2 pints or 20 fags.
Their paper bags, well, in summer I went in and got some ale and they’d run out of proper bags so I had to have a shitty paper one, of course it was pissing down outside so by the time I got to my car the bag was falling apart.

Part of the problem is people's mentality. If everyone going shopping brought their "bags for life" with them, there would be no need to get plastic or paper convenience bags.
If supermarkets provided the goods, but not the means to transport the goods, people would have to bring their own means of transport - just as they still have to travel to the supermarket, as the supermarket won't travel to them (although online shopping provides an alternative).
