Sometimes you have to set and justify your own salary by taking the driving seat rather than being lead. It's a difficult mindset to get into but if you really think your skills are worth more than £23k you should go out and sell yourself. Selling yourself in an interview is something you learn best through experience but there are quite a few books you can read to help before you apply for jobs. You need to know your field, but even if you do, interview questions can sometimes throw you. Having experience helps you to anticipate the types of questions so you can prepare answers ahead of time. You can also learn how to lead the interviewer into subjects you are strong in rather than sitting back and waiting for them to ask questions and set direction. An interview should be more of an open discussion rather than a staccato set of questions and answers. Remember: You are interviewing them as much as they are interviewing you!
To this end I would recommend you interview with several companies you are less interested in first and use them as interview practice so your interview skills are honed, ready for the interview with company you really want to join. Line up several interviews in close sucession. Then you can take your pick of any offers you receive.
Don't worry about interviewing for companies whose advertised salary range is slightly below what you want. If you are what they need and can justify your salary expectation many companies will reconsider their salary offer. There is a limit of course - there's little point interviewing for a position advertised at £15k if you are after £25k, but if the uplift is within some reasonable percentage you stand a good chance. Whatever you ask for needs to be realistic. Asking for too much makes you look a fool. It's worth spending time investigating the salary range for your job role on Internet. How big of a percentage salary increase over the advertised range you can obtain will depend on your job sector, the job market and the company itself, but 10% is reasonable. Ie if the range is advertised as £20k to £25k there is a fair chance of being able to push them to £27.5k if you are good.
Interviewers will often ask what you are earning currently. You don't have to answer that question. In fact it will usually do you no good. Some will ask the question very early in the interview. I respond by saying that I am am willing to discuss salary later in the process once we have had a chance to discuss the company, the role, and my skills set further. If you are pushing for higher salaries it is easier if you get them interested and excited at the prospect of hiring you for your skill rather than having to fight at every step against a preconceived idea that you are too expensive. It just takes some pressure off..
Of course it doesn't work this way all the time. It depends on both the market and personal circumstance. If you are jobless then you may not be able to afford to be too high with expectations, but if you are already in a secure job you can afford to interview and push hard for what you want knowing that you can walk away if you don't get what you want. Make sure you don't burn any bridges and understand that once you interview you may not get another chance with the same company for a couple of years.
If after interviewing you find yourself with low salary offers or no offers, then you need to accept you are already at the top of your job role salary range and in order to move up you need to up-skill or perhaps even move sector. That is easier said than done, but you don't necessarily need to learn everything. You need to learn enough to show people your potential. You may wish to consider making a sideways move. Ie take a role which pays the same (or even fractionally less if your circumstances allow / need) but offers greater future opportunities for learning and salary expectations.

Yep. The fact is, some people are better off on benefits just for the fact they get their rent paid. No much good earning 1300 a month of you have to pay 800 in rent and get no further support. Rent is fairly reasonable where I am, but fuck knows how people down south afford to live.

The issue is that there is nobody to fill these roles. This seems to be the main driver.
On the face of it it sounds great, increased competition between employers driving up wages and benefits. But at the end of the day if jobs are not filled then it will stifle the economy and growth.
As a business how can you supply customers with products and services if you do not have the capacity to do so. You also end up with increased competition for those products and services as there is less capacity in supply.
So it can result in companies having to pay more for staff but also charge more for supply due to the increased costs of both wages and competition for products and services.
At least that seems to be what could happen.
It doesn't sound very sustainable without increase automation.
I am not against higher wages by the way.

This is bad news, imo.
Companies are going to start collapsing because they can't afford their wage bills. The companies that can afford to raise wages will, as a result prices are going to go up with stagnating productivity.
The government hasn't got a plan for this or worse isn't even acknowledging this outcome, it's actually bragging about the situation.
Having higher wages isn't going to mean shit if we go through an extended period of stagflation, which is exactly where we are headed.
FYI, I understand people deserve higher wages in this country, but that is only because the cost of living, specifically housing and to some extent childcare, is astronomical. These issues need to be fixed, plainly increasing wages will not fix the problem - it will exacerbate it.

I've been a dev for 12+ years, currently sit in a principal engineer position with teams of dev's under me. Yea I'm looking for one now, and have been for the last year. It's a nightmare. I have a degree, varied experience and have been doing online courses to make up for my time spent out of work, but because I've never sat at a desk in an office before, that apparently means I'm incapable of working...in an office...because I've never worked in an office before...because I can't get an office based job. Its bullshit. Entry level roles paying like 20k a year requiring two years experience of whatever, even though its pretty clear via the job descxtion that the bulk of the "responsibilities" is answering emails and the phone.

Note that unemployment is still very low. We simply do not have enough workers to support the way of life we enjoyed prior to Brexit. This is recessionary pressure whilst costs are increasing across the board - the recipe for stagflation. This is a horrible situation that is not easily rectified. The BoE wants to increase rates to fight inflation, but that would reduce demand and hurt growth. Growth already being under said recessionary pressure.

Problem is, there are some jobs where it takes over 20 years of shooting and training to be qualified to do them. Take a veterinarian or engineers education from kindergarten to the degree. (because if inferior primary schooling results in students struggling with the sciences, what are the chances of ever getting those degrees?) And I believe that the governing Tories had an austerity program of the last two decades that did more than a bit of damage to the school system?
Bottom line: If governments whats to fill gaps doe hit end, which tech job vacancies, it's going to be a long term agenda.
And then there is the issue of HGV drivers, butchers and fruit pickers. And finding a way to make those jobs attractive by increasing wages and not tanking the currency and economy at the same time via a resulting, out of control inflation.
