Brain drain can be contented as draining of talented or skilled people in a country, who choose to use their talent or skill for another country for self betterment.
Brain drain issue in India is gaining a huge popularity now a days. There are plenty of reasons and proofs for the topic.
Reasons:-
1)Lack of proper pay scale for talent.
India people are paid according to their degrees not according to their talent or hardwork, at some point of time people tend to understand that he needs to be paid better, so he starts searching for employer who pays him better.people with 10–15 years of experience are easily welcomed by foriegn companies to work for them
2)misuse of designation titles by some startups.
As startup culture is growing in India, same way misuse of titles are also growing in India by startups.
3)false promise for sake of votes by political parties.
I dont think i need to tell in detail about this.
4)lack of public infrastructure.
No need of explanation, slow speed internet or availability of high speed internet which is unaffordable by middle class people.
Roads with potholes
Bribe taking govt officials
Offhour powercuts
Lack of proper working conditions
Over crowded trains/busses
Cleanliness in govt hospitals
5)Typical Indian judging mentality
6)caste based reservation system rather than financial bases reservation system
7)typical time consuming govt works
People have to stand in Q for couple of hours just to get buss pass,this frustrates some people who value time.
moral ethics of some individuals to give back something for his country,so its upto him/her whether they want to build their career in India or abroad

I can tell you few reasons. Lack of respect and acknowledgement being the predominant role player.
People say we got independence in 1947 and we celebrate it each year, by getting a holiday, flying kites, burning firecrackers and by getting small flags pinned to our shirts by strangers on roads. (I love it how ironically none of the way of celebration is any productive for the country). So coming to the point, I like to think I have decent enough brain with good enough skills and I am student at one of the prestigious institute of the country. But I get screwed up each and every single day by number of people, authorities, bank clerks, security gaurds and even by the cleaning guys of my locality. If you talk to every single one of them about politics, every single one of them irrespective of how educated they are, will tell you how govt. is screwed up and that’s why we are not developing. But the true reason that I think is lack of patriotism and mutual respect. No no. I am not talking about patriotism where u get to stand up in cinema halls before a movie. I am talking about the one where you are concerned that your actions affect the whole nation. For example if you start your 10′o clock job at 10:20, that is one action where you just pulled your country back by 20 mins.
我可以告诉你几个原因。缺乏尊重和认可是主要的原因。

Now I will just mention few of the struggles that I am having in my life at present.
In my campus there is a small hospital where the doctor comes in late. And they have unofficial tea break every now and then. They will give you medicines without proper diagnosis (infact even without touching). Thankfully there aren’t too many serious cases but hey, they are a doctors for godsake. When asked, staff will tell you that it’s a govt institute and so hospitals will work as in govt style.
Then I find sweepers of the hostel smoking below the stairs where they give a small dose of smoke to every single student crossing those stairs. When asked they just lie to my face. That there is no cigarette (actually its a bidi). And hey who am I to say if I can’t say anything to my fellow students to stop smoking.
Then I will find that the dining mess workers intentionally serve less food with some limitations in quantity so that they and the whole staff can get free food from my money. Not that I don’t like them, but each semester fee amount is increasing by 1-2k. I am helpless because the person-in-charge bluntly told me to not waste his time and stop bothering him. In fact he intimidated me in a close room, so no proof and nothing. And I am helpless.
现在我只想谈谈我目前生活中的一些挣扎。
在我的学校里有一家小医院,医生经常迟到。他们偶尔会有非正式的茶歇时间。他们会在没有正确诊断的情况下给你药物(事实上,甚至没有触碰到你)。谢天谢地,没有太多严重的病例,但是,看在上帝的份上,他们是医生。当被问到时,工作人员会告诉你这是一个政府机构,所以医院会像政府机构一样工作。

People at prestigious positions are involved in big bucks corruption. Can’t get in details.
Not getting scholarship from last six months and paying all the bills on last saving that I did. Govt. officials handling the scholarships are too lazy or too loaded up with work to even reply to queries.
Family got stuck in a fraudulant case and had to pay a huge amount to get rid of the law system, where apparantly the biggest thieves were the lawyers themselves.
Not with a heavy build so anyone, i mean any single unknown guy can try to intimidate me or my family. It could be from bus, some other public transport or someone with his private vehicle.
Fellow colleagues screw me up behind back by stealing my work and trying to ruin my career with no one to listen to me.
Cannot marry my girlfriend/boyfriend from other cast because of social conventions that were set hundreds of years ago.

The telecom companies, banks, credit cards, shopping malls, food industry, general groceries, some fake medicines, my hostel’s warden, most of the higher authorities that I deal with, every single one is making me feel helpless.
My poor parents who had all their dreams stuck on me who gave all their lives so that I could be someone better are dissappointed. They are the ones who are the only reason for my success and I will always owe to them. I love my country. So dont get me wrong, but I have not felt freedom in long time. I can’t get help, as I am not strong and there are people who depend on me and my future. But I have to be silent until I am successful. One thing I know for sure I am nobody here. Just a sheep in crowd. Who will be intimidated by my so called brothers, but given an opportunity I would like to get rid of this hypocrisy, where people around me are the only barriar between me and success and even at the cost of them making me responsible for one more brain drain.

Lack of Patriotism. People didn't see country as mother. Not want to liquidate the debt of this country.
Reservation system. Talented people not get place that they deserve.
Education system. Poor quality education in primary school which go as it up to graduation.
Bad leaders. The politican not having the proper vision to lead the people in the right direction. Always looking for vote bank.
Last but not the least, people are money oriented, they saw the money as everything, though some contradiction is there, that people are not getting good salary, but if above four points would get solved then this will automatically mitigate.

To overcome the disadvantages of overpopulation we try to make it up for ourselves with unethical, rude and unpleasant ways. Most people don't have the patience or basic sense of civic duties to act in a civil way.

If we are going to discuss about brain-drain then perhaps there is no-one, who would not want to stop it. But in my point of view it has to be stopped but not forcefully means I would like to say that you don't have the right to kill anyone's ability.
For example: Kalpana Chawla was keep ability to go on space but because of brain drain problem you didn't want allow her to go outside the country then I think that is wrong because you wants to kill her ability. Now in all over world everyone knows that Kalpana Chawla was the first Indian-American astronaut and first Indian woman in space.
But that doesn't mean that I allowed brain drain but I want to remove in such way that other person's also come here for job.
And many persons says that there is lack of money in India so brain drain arises.
But I want to give some data:
1. Indian coal allocation scam (10673 billion Rs.).
2. 2G Spectrum Scam (1766. 45 billion Rs.).
3. Karnataka Wakf Board Land Scam (2000 billion Rs.).
Now tell me India doesn't have money?
India has enough money for development of country and for stop the brain drain but the politician used it only for scam not for development.

So I would say if corruption decreases from the country and politician works for the welfare of country not for own's welfare then definitely brain drain will be reduced.

If we are going to discuss about brain-drain then perhaps there is no-one, who would not want to stop it. But in my point of view it has to be stopped but not forcefully means I would like to say that you don't have the right to kill anyone's ability.
For example: Kalpana Chawla was keep ability to go on space but because of brain drain problem you didn't want allow her to go outside the country then I think that is wrong because you wants to kill her ability. Now in all over world everyone knows that Kalpana Chawla was the first Indian-American astronaut and first Indian woman in space.
But that doesn't mean that I allowed brain drain but I want to remove in such way that other person's also come here for job.
And many persons says that there is lack of money in India so brain drain arises.
But I want to give some data:
1. Indian coal allocation scam (10673 billion Rs.).
2. 2G Spectrum Scam (1766. 45 billion Rs.).
3. Karnataka Wakf Board Land Scam (2000 billion Rs.).
Now tell me India doesn't have money?
India has enough money for development of country and for stop the brain drain but the politician used it only for scam not for development.

So I would say if corruption decreases from the country and politician works for the welfare of country not for own's welfare then definitely brain drain will be reduced.

Other than less money as a lot of people here have pointed out, let me add one more point and a major one (according to me).
Lack of interesting work.
US/UK or other developed nation has been sending their dirty jobs to India since ages. Earlier we used to take up call center jobs of other countries, now we take the back-end IT support for them. It's horrible and totally uninteresting.
We don't have any designing, conceptualization or thought process involved in our work. We get a set of instructions from them and we have to implement that by the coding standards given by them. There's no creativity involved. After a certain amount of time, it becomes horribly boring and that's when the engineer flips out and takes a rapid decision of doing an MBA and hoping desperately that in the managerial position the scenario will be different. No, it's not.
Then comes the depression and angst and we move to U.S. that atleast there we'll find something exciting to do.
So, for a person like me, who doesn't want to become an entrepreneur, the situation is very very sad.

Lack of employment makes graduates emigrate where they are highly successful.
Low salaries for the same jobs compared to the native country also initiates this process.
Political Instability in political structure creates conducive situation for Brain Drain.
Internal Conflicts like Communal conflicts often lead to war like situations affecting the overall stability.
Higher Studies also lure students who are unable to find the same in their respective countries. Such students generally never return back to their homeland.
Tax system of certain countries like high personal tax rate, including capital gains tax, and high corporate tax rate represent one the biggest cause of brain drain.
Better Opportunities and Facilities are also the cause of Brain Drain. These opportunities and facilities include ample funding, availability of jobs and encouraging entrepreneurial environment. Availability of work in high-skill occupations is well paid as compared to their counterparts who remained in their Native country
Outcome of Brain Drain
Loss of meager professionals in countries which are financially weak.
Brain drain threatens the economic prospects and competitiveness of an affected country. Diminished.labour force and migration of high income tax payers often results in missed opportunities, reduced growth, lower employment and reduced overall tax revenue.
Creates more Inequality in the world as advanced economies receive further benefits and the backward economies continue to be at the receiving end.
Brain drain is loss to countries of origin, because it deprives these countries from the innovations of their professionals. Such countries have become culturally and technologically dependent on the West.
人才流失的原因:
1、缺乏就业机会使毕业生移民到能让他们成功的地方。
2、相同工作的低工资也引发了这一过程。
3、政治结构中的政治不稳定为人才外流创造了有利条件。

Genius Indian brains are migrating to developed countries like USA, China etc. where technology are well developed and established. Well I am a software engineer in India, I have seen this thing in IT also. Indian has just few product developing companies as compared to other countries. Reasons : Stupid policies, less opportunities etc.

I think there are two reasons in the order of priority :
Lack of opportunities in India. For high end jobs; research, IT innovation and businesses, finance management etc the opportunities to have a fulfilling and enriching career and also earn handsomely are significantly better abroad vs in India.
Significant improvement in quality of life outside in terms of everyday life — infrastructure, transport, clean air, better education, safe and less crowded environment, less corruption etc etc.
我认为按优先顺序有两个原因:
