UK shoppers will see less choice of food and steep price increases as EU suppliers shun the UK over the latest round of Brexit red tape, retailers and hauliers have warned.

Specialist food shops in particular are being hit hard by bureaucracy introduced on 1 January with some fearing that their businesses will no longer be viable when physical checks on food imports are introduced in July.

One haulier likened Brexit to “death by a thousand cuts” as EU companies increasingly shun the UK with each new round of paperwork, administration and delays.

In London’s Borough Market, traders selling produce from around the world should be gearing up for a good year as the pandemic recedes and tourists begin to return.

Yet, many in the famous market are nervous, said Klaus Kuhnke, owner of German Deli, which he founded in 1999.

His transport and administrative costs have doubled, and shipments take days longer to arrive than they did before Brexit.

To use one example: a packet of yeast that might sell for a couple of pounds now faces customs charges of £5 on the UK side and €5 on the EU side.

“I can’t stock that product anymore. Where’s my margin? I’m paying more for the administration than the product itself,” he said. “The whole thing is stupid and pointless.”

When physical checks on food are introduced in July this year, Kuhnke estimates he won’t be able to offer around a third of the products he stocks now.

“My fear is that I won’t have a viable business anymore,” Kuhnke said.

The logistics firm he had used for 20 years recently told him they would no longer transport his goods because it wasn’t worth the hassle.

Two of German Deli’s suppliers have also said they will no longer send goods to the UK. “They cannot be bothered to fill in the additional paperwork.”

“As a small business, we are just hoping that the big boys kick up such a fuss that things are fixed.”

James Withers, chief executive of Scotland Food and Drink, said export controls introduced in 2021 had been “terminal” to some UK food businesses’ EU sales.

“The same may happen under the new UK import controls brought in this year. Some EU businesses may decide there are just easier places to do business than the UK,” he said.

From 1 January this year, certain food imports have to be registered on a system called IPAFFS which has had teething problems and is not yet fully operational.

Shipments must have customs declarations in place and can now also be sexted for physical customs checks, meaning they have to drive to a facility and wait.

Lorries leaving the UK have also faced long delays, in part because they now need to present what’s known as a GVMS number at the port. Checks of even a few minutes can cause big tailbacks at Dover, adding further to costs.

Shane Brennan, of the Cold Chain Federation, which represents refrigerated lorry companies, warned that the new system had not yet been tested properly and problems could worsen.

“The real test of all of this will be as the non-UK specialist exporters and hauliers try to use the system. Will they encounter greater hold-ups?

“More likely, when faced with the realities of additional work and cost is involved in trading across the EU-UK border, they will decide not to do it.”

Niraj Agrawal, compliance manager at PML, a haulage firm that specialises in moving perishable products, said new rules had slowed down the process of importing goods significantly.

“Until 1 January there was free movement of traffic into the UK. Even if a lorry didn’t have customs declarations it would be allowed to move through the port and deliver to the customer.

“Now they can’t get through the port of departure in the EU without a customs declaration in place or special authorisation.”

Haulier Julie Bates is now hardly moving any small shipments because it is too costly and takes too long. Some customers have given up importing and exporting altogether and new import controls on the UK side have made the situation worse since 1 January, she said.

“We now have a well-known food company struggling with new documentation for exporting their products this year. It’s quite scary. They are stuck not knowing what to do.”

Freight prices for moving goods into the UK have been rising since last year and will be passed on to the consumer, she said. As well as a driver shortage, large queues and delays on both sides of the Channel are adding to costs.

“The rates might put off EU companies from selling in the UK and we have less and less choice now in this country,” she said.

“If we don’t buy from the EU where do we buy from?

“Having worked in freight since 1985 this is the worst I have seen it. Switzerland is a piece of cake compared to this. I am drowning in extra red tape.

“I cannot understand why we have basically imposed sanctions on ourselves.”

It seems that every time I am in Tesco the fruit and veg section is half empty. Last time I couldn't find bananas! Oh and Polish shops in my area went extinct after 1st of Jan. The nearest one now is 40 miles away.

Thanks for sharing your experience. I can only say that my local Tesco (it's a Tesco metro) always has fruit and vegetables. And in fact there's a Polish shop down the road too! The only time we faced something like that was during the early days of lockdown when everyone was baking cakes and flour was in high demand. But even that's fine now. I'm not denying your experience but it just isn't mine.

A shop that sells products which appeal to Polish people, i.e. products which are common in Poland but are not normally sold in native UK shops. They are normally ran by Polish people and are explicitly branded as such.

Because you buy same products all the time that happens to have no issues with supply. You not having issue with baked beans doesn't mean everything is fine.

Well I don'teat baked beans and don't always buy the same things, part of the advantage of living in inner London. But I get the point you are making. What sort of shortages have you experienced? I'm genuinely curious.

Indeed. The packaged baked goods I buy in aldi are now all baked in England. Used to be baked in France. Same products, they even kept the French style packaging.

Absolutely! Those English raspberries and bananas, to say nothing of the peaches, are ripe and plentiful this time of year…
The point is that extra paperwork for exporters means that they either don’t bother, or charge more. There are hundreds if not thousands of food items Brits have gotten used to having any time of year which aren’t indigenous, and never will be.

ok, I mean, there is no major banana production in Europe

Canaries Island (Spain) , Martinique and Guadeloupe (France) are the top European producer of banana. About 10% of banana consumed in Europe come from European territories (definitely not major, but surprisingly higher than I personally expected)

Which is treated as North Africa for customs purposes. If you send something to the Canary Islands from an EU country, even though they're part of Spain you still have to send it with a customs declaration.

But which are treated as North Africa for customs purposes. If you send something to the Canary Islands from the EU you need to put a customs declaration on it. Found that out the hard way several years ago when sending something to a customer there for it to be held in customs in Madrid for 3 weeks until I could get the paperwork to them. I thought that because it was Spanish it would be treated as being in the EU but no, for customs purposes it's treated as North African.

Biggest banana producer in the world is India, would be funny for UK, who has a strong tie with India (commonwealth etc.), to lack bananas.

boredcoder2020
There hasn't been a lack of bananas in my experience, but most our bananas come from elsewhere largely due to preference. Bananas from India are smaller and sweeter than the larger bananas we consume in the UK. Also, India produces lots of bananas but it's mostly for local consumption they are not even in the top 15 exporters of bananas source

feolasajUnited Kingdom
The point is that extra paperwork for exporters means that they either don’t bother, or charge more.
For exporters of bananas, peaches etc at this time of year there is no extra paperwork because they were outside of the EU so already had to submit customs paperwork to import their goods to the UK even when we were in the EU. The companies who have extra paperwork are EU companies.

No country is self-sufficient

Xezshibole
Good luck with that. UK hasn't been self sufficient in food since the Victorian era, and just this year due to labour shortage British plants have been left to rot.
Both attempts to recruit British workers before Brexit and during 2021 ended in severely insufficient numbers.
British farmers are not going to take such losses, and already reportedly been planting and rearing less food for 2022.
One such example has been British turkeys over the holidays. This used to be 100% domestically procured. Lack of UK butchers and logistics in 2021 saw the need to import them from the EU. The import of which is now hit by the customs checks (tariffs and such,) to say nothing of the standards checks (animal has no diseases, made to UK standards, etc) that are supposed to get set in July.

Farmers conditions make them reject them. Farmers still want the cheap labour from abroad where they get to recoup most of the wage through shit accomodation and food.

Making domestic production more competitive by making imports more expensive is a reason for leaving the customs unx. If some specialist imported yeast now costs more because of customs charges, that opens the door to producing it here.
This is the government's intention. I'm not convinced it's a good trade-off myself but they will tell you it will increase production here.

elizabethunseelie
This was obviously going to happen I have no sympathy for anyone claiming they didn’t realised it would.

This is a result of Johnson's deal, not leaving the EU per se, and so no it was not at all obvious in 2016 - if MPs had voted through May's deal in 2019 this wouldn't be happening.

Maybe it's not a bad thing for the UK to create British food with British workers who are paid a fair wage instead of flying food in from thousands of miles away.

pajamakittenDorset
That's not what is happening though. We have not been adequately self-sufficient in food production since WW2 and our solution to Brexit seeing agricultural workers driven away has been to offer special visas to them or let food rot in fields instead. The approach we apparently decided was better was to roll over and die, and then blame the EU for our own mistakes.

I'm totally against Brexit, but if one of the long term side affects is going back to a much more environmentally friendly and local form of agricultural then at least one good thing came out of the clusterfuck.
Reality is we'll probably just end up buying worse produce from places like the US.

Well yes, that was the entire issue with being a Leave voter. Even if you 100% supported protecting british fishermen/industry, putting EU fees into poorer regions, etc, you had to believe the tory government were going to do these things. And that is the reason I call brexit votes stupid.

The thing is, in the 1950’s farmers were growing food. Now they mostly grow rapeseed for bio-oil production. Voting for Brexit on the grounds of “going British” for food is like sawing through a tree branch while you’re sitting on it
