I wish the answer was an unequivocal “Yes“.
With properly applied make-up, the right lighting and angle, and some carefully applied photo-editing/filtering later, yes, I suppose there are some attractive 40-year-old East Asian people (usually those whose careers placed a premium on good looks) who might, in photos, approach a facsimile of themselves in their 20s.
But when you meet them in person, meet them in the flesh, see them right front of you, in harsher lighting than those used in professional photoshoots - you’ll know they’re no longer in their 20s.
I mean, yes, if you live in countries where East Asians aren’t in the majority, you could definitely fool non-Asians into thinking you’re in your 20s.
But if you live in East/South-east Asia, surrounded on all sides, every single day, by a sea of people who know what signs to look for, who have spent 30, 40, 50, 60 years of their lives knowing what signs to look for - you might get complimented on your attractiveness, receive effusive praise even, and all of it completely sincere - but you wouldn’t be fooling anyone.
I mean, two months ago I was seeing a doctor, a local Irishman, for a check-up in downtown Dublin and he remarked that I looked like someone who was still fresh out of school and earning my way through my first Bachelor’s.
Back in HK, no one would ever say such a thing to me.
Like it or not, we all age, and while in some, the effects of aging aren’t as prominent, there are still many markers that offer telltale clues for those who know what to look for (see Hu Shi Xiong ‘s answer for some of them)
Even celebraties aren’t spared the signs of aging.
They may look much younger than normal working people around the same age, but you’ll still know that they no longer look like themselves when they were 20.
This is normal, and not something to be ashamed of.
Aging is part of life.
Aging gracefully is something one can strive for, but aging and showing signs of it is as inevitable as one day finding Death knocking on our door, asking to be let in.

To me, she looks gorgeous as always.
But it’s obvious that she’s not 20 anymore (both shots are of her at her current age)
And, not to sound like a broken record, but that’s absolutely nothing to be ashamed of or to be shamed for.

Again, he is still an attractive man, as he was when he was much younger, but we know this is a 40+ something man.
A good looking 40+ man, yes, but he’s not going to be fooling any of us into thinking he’s 20.
Conclusion:
No, unfortunately, when you see them in the flesh, away from carefully applied make-up, great lighting and well-chosen angles, and carefully sexted photo-editing and filters, a 40-year-old East Asian isn’t going to look like they’re in their 20s.
It’s normal, it’s part of life, and I don’t think anyone should ever feel ashamed of or be shamed for looking older as they age.

You are forgetting the fact that Carol Cheng and 舒淇 have never given birth to a child which does help a woman looking younger, not sure about Liza Wang though. But in general I agree most Asians do look a lot younger than they appeared except me, I’m dark skinned , fat and bald , Lol!

To the untrained eye, sure. And with the right filters, photo shopping tools, and angles, there’s undoubtedly a ton of people that could pull it off.
But none of this is the same thing as real life, and natives know this as well. Despite being a very short and baby-faced guy, I haven’t been carded even once since moving to Japan, in contrast to every single time I wanted a can of beer back home.
Furthermore, as beautiful as Hirosue Ryoko is, there’s just no way she’d be able to fool anyone into thinking that she’s still in her 20’s.
Of course, if she were to ask me to guess her age, I would say 28 or 29 to be polite, but that’s neither here nor there.

This has something to do with a biological phenomenon called ‘neoteny’. Neoteny or juvenilization is:[1]
the delaying or slowing of the physiological (or somatic) development of an organism, typically an animal. Neoteny is found in modern humans.
Therefore Western people could look much older than Asians, as Asians preserve more juvenile characteristics.[2]
On the other hand, I as an Asian, I think there are also advantages to the ‘older look’ of Western people. Western people do look more mature than Asians, who could look more ‘childish’.

Last, according to the scholarly Harvard book, “Okinawan Diet,” researchers found that 100-year-old Okinawan women had higher levels of hormones such as testosterone than 70-year-old American woman, and this effect was caused by diet and exercise. I constantly got ID checked in the UK for looking underage. As somebody over 30 in the UK it was mildly flattering.
I moved to Asia? Every could immediately tell how old I was and I lived through the transition where young people called me ah gor (big bro) to ah suk (uncle) :/
