My middle son asked for a snow cone machine for his birthday at age 11. He invested in $3 of supplies for the flavored syrup, got some ice and and was open for business. It depends what kind of business. In some industries, for example capital and labour intensive ones, or ones that need a very expensive license on day one, you do need a lot of money.
Yet there are loads of businesses that need close to zero money.
The internet has been a game changer here. Think of any industry and most can be done online at a fraction of the cost of traditional businesses.
In this case, you just need experience and a well defined plan.
The world class lawyer who already has clients and lives in an area where getting a license is cheap, can start easily.
A world class real estate professional who already knows how to sell houses doesn’t usually need a lot to get started.
I know I didn’t need a lot to get started.

Experience. Get good at something for at least five years. Of course, experience in an industry, ideally services, which doesn’t need loads of start up capital.
Make it an online business
Also, it is better to start small even if you have loads of capital. If you are starting your own business, it is better to focus on your existing clients, experience, revenue sources etc.
What is the more productive activity on day one of starting a new business?
To call a former client if that doesn’t go against the NDA, or spend a fortune on ads? The answer is obvious in most industries at least.
The problem is, too many people are looking to start sexy business with loads of venture capital money.
Some have never build up something organically. Yet if you learn how to do that, then you can actually better use capital and are less likely to waste it.
In other words, if a business has already grown very nicely organically and from free or cheap sources, money can add fuel to the fire.
You are already adding money to a winning formula. I know one guy who has made a lot from Facebook leads.
Yet he spent two years building up a Facebook page organically and then used money to go to the next level.
In comparison, throwing money at a problem isn’t always the best option.

You just need time, dedication, and desire to learn and create valuable content on social media.
For normal bussiness you need investment almost always.

It’s better to think in terms of time than absolute bank balance, since spending patterns vary widely across categories and different stages of a company.
Fundraising can take months - the most important thing is that you have enough on hand to continue paying salaries, rent, and whatever other critical pieces are needed for your business, until you can either complete your next financing event, or begin generating operating revenue to support the business moving forward.
In general, try to shift your thinking from “absolute quantities” to “rates of change over time”. We tend to do more budgeting based on monthly inflows and outflows. This type of mindset is also stronger when setting and tracking goals, too.

Your question scares me just a little bit. Depending on who you ask, 66–90% of businesses fail in the first 2 years, regardless of the up front investment. I agree with everyone already stating here that your start up investment depends on the business. But what will it take to sustain it? How long will it take you to turn a profit?
What scares me is that you are asking a common question (and thank you for asking it!), which demonstrates how little most of new entrepreneurs actually understand about starting and running a business. We are doing a horrible job of teaching this stuff! There is a romanticized notion that, “If I build it they will come (and pay me for it),” and nothing could be further from the truth. I’ve started three companies now, and each one required very little investment, but a heck of a lot of skill, time and stress to move the needle.
All the suggestions offered so far have been excellent, well thought out, and in most cases, extremely accurate and helpful - once you know what you are selling, and why you are selling it.
However, if you are looking at your business solely from a money to launch (without ever clarifying what type of business) you absolutely will not have the grit or passion to stick with it.
If all you want is the income, and you don’t care how much you make, there are plenty of side hustles. Better to ask - “Do I have what it takes to focus on this and is it a nice idea, or does it matter enough to me to stick with it?”

Depends entirely on the type of small business. I’ve know people who’ve opened restaurants that required high six figure investments. I personally started by own software development agency with no real savings. I just used the profits from the services I provided to hire contractors and employees. We grew very slowly but eventually, after 5 years, we’re around 40 people and one of the most recognized small app development firms in the San Francisco Bay area.
In general, I think are a few types of small businesses, and the type largely determines the capital requirements. If I wanted to open a small restaurant, I would need money for the retail location, equipment, food, beverage and labor. To start one would require permits and licenses and time to open up the restaurant and get it up to code. There are other types of small businesses like law firms, ad agencies, marketing agencies, where pretty much the only thing that is required is a computer and a list of clients and a lot of hustle.

It all depends on what kind of business, how small you want to start, the regulations regarding that product/service in your country, and who is your target.
For one of my trivial classes, we had to do a business plan for a start up. My teammates and I did our best to keep the idea simple, so we decided to hypothetically start a tea shop in Casablanca, Morocco. Even though we tried our best to take the cheapest options that offer the best quality, we ended up allocating a budget of over 3 million MAD (around 300,000 $), which is too much for a starting “small” business, contrary to what we were hoping for.
My point is, you will have to do a lot of research concerning how much each detail costs and keep only the products/services that you can’t put off until later. Even though you think that a business is “small”, the accumulation of costs for the product, the building(s), and the services might add up to a substantial amount.

each business is different. To find out for your own you’d have to do a five year business plan. It’s better to work elsewhere while you’re doing your startup and keep your own name quiet because some employers don’t like it if you also have a business, but you need that money coming in because a business doesn’t have a little profit until it’s been going a few years, and then you should make a good profit by the fifth year or else close up shop.

Typical approaches to raising capital are as follows:
Bootstrap business using personal savings or income.
Tap into personal asset sale including for example, car, land, electronics, jewelry, etc.
Reach out to friends and family members for loans.

How should investors expect to benefit from the investment over what period? What are the key risks to your idea and in turn their invested capital and how do you intend to mitigate these risks?

Depends on the type of business to be started, plus a ton of other factors.
Employees? Insurance? Production and office equipment? Vehicle? Overhead? Location? On line? Store front? Marketing? Training? What do you know? What are your skills? Need a bookkeeper? Lawyer? Financial adviser? CPA? Payroll? Investments? Some businesses can be started with next to no money, while others need a truckload. When I founded my print shop 15 yrs ago I had nothing but mad skills, a desire to do things differently than at my previous job, and healthy Christmas bonus. I took an Entrepreneur 101 course at a community college and got some direction. Found a good rental space in an excellent area. Saved a ton by getting most desks, file cabinets, office chairs and some office supplies free thanks to a friend who knew of a company (Comcast) that was moving its branch, but tossing most of its contents. I also had a town recycle/landfill pass as a resident, and frequented their “Swap Shack.” Picked up more file cabinets, a small toaster oven, storage bins, file folders, and more. Doing that meant I had more $$ available for other things. But first, decide what you want to do, what can you offer that people need, how much income do you need to generate in order to support your business? and where’s your competition? Build an outline, make your pro/con lists, figure out where your resources are, and what you need from them? Figure a plan, a strategy, and a mission… Don’t worry, all those can and will be revised as you grow. Point is To Begin with a plan and direction. That will help you figure out your budget

Invest what you have in addition to your needs. If you don’t have anything, Wait….. look for a job on the same field or from any other field. Gain some money. Be frugal enough. Because “the money you save is the money you are gonna invest”. Don’t depend on loans.
Have a large number of contacts of people of the same business you are about to start. Don’t discuss anything about money. Everything is about learning. Learn from them. Look around your world. Mix your own ideas. Start from what you have. Don’t plan for a large startup. Just a small business can grow as course of time, as we have grown from our childhood. Don’t plan for huge profit… look for the benefit of people. Because they are the one who is going to give you money. So the profit comes automatically. Be careful in how you are different from other people of the same business. All the best.. :)
