I have done three Europe trips in last three years covering more than twenty countries. My each trip was almost one month or little longer. Each of them were on a shoe stringn budget, costing 1.5 lacs including everything (Home to home -food, stay, return tickets, visa fee, transport with in and between cities or countries, tickets to attractions). In my experience Latvia, Estonia, Poland, Hungary, Romania and Turkey were more affordable than other countries. The most expensive places were Paris, Oslo and other Scandinavian countries. Places like Netherlands, Italy and Spain fell somewhere in between.
Making this possible took months of planning and days of research online. But i am a person who loves planning my trips so I enjoyed that.
I am a non vegetarian with no reservations about any kind of meat. So I would usually eat the cheapest food; buy bread from the bakery; have fruits; never buy water. Of course eat some interesting loca foods too. But wont spend money on regular stuff at higher prices. I would use a mix of hostels; .Booked my flights early mornings and stayed overnight at airports at times. Booked overnight trains to save cost of a night’s stay. Used my student id for getting concession in tourist attractions tickets. And looked online for cool stuff to do for free in each city :)
Another tip- If you can tag along with a friend, you end up saving more. Or make your trip shorter. Ping me if you have specific questions about places or otherwise.

Obviously, it depends where you go, how long you plan to be there and what time of year. But, I'll try to give examples from my experiences this last summer/autumn, and I hope they prove useful.
GETTING THERE
Probably the most important part, but certainly not the hardest. It takes time and diligence, but consider all options. Once you're there, you'll find traveling through Europe to be pretty easy.
My example: I wanted to go straight to Spain. The flight there was $800. So, I flew to Paris for $440, stayed for awhile, flew to London for $70, stayed for awhile, and then flew to Barcelona for $100. After Barcelona, I took a train to Valencia for $20, stayed a couple days, then took a six-hour bus to Madrid for $5, stayed a few days and then flew to Milan for $75.

So... $800 to fly straight to Barcelona vs. $710 hopping around first. If you're planning on seeing as much as possible, just get your one-way ticket there and make your plan as you go.
I also found round-trip tickets to be more expensive (sometimes) than looking for individual one-way tickets.

Tips for hostels:
Request the bottom bunk when booking. You will be much more comfortable not having to climb into bed.
Use an app like Hostel World. Check reviews, ratings and location before you book. I found deals on hostels that were only a 15-20 minutes from the city center by bus/train. Consider the bus/train would only be ~€1, so it was a great deal!
Check amenities. Every hostel I stayed in had WiFi, but some only had it in certain common areas, and not in the rooms. Also, if you're lucky, they will have on-site laundry!
Have a longer USB cord handy. Not every room has a plug right next to your bed.
The bigger the dorm room, the cheaper the bed. 12-16 bed rooms offer the best price. Hopefully you're not a light sleeper.
Have a small towel that dries quickly.
Have a small lock

Hostels will likely be where you stay most, but Air B&B can be a good deal sometimes, especially if you have travel partners. I had a couple great experiences with Air B&B over the four months of my travels.
If you're interested in Couchsurfing, I recommend doing research on it for the countries that are more expensive (i.e. The UK, Scandinavia etc.), because this is when it will really matter most. Briefly, create/complete your profile now, start going to local Meet-ups, gain references, This is a community built on trust, and you would be wise to prove you are trustworthy. Also, I recommend giving your host a small gift or offering to help with groceries and small chores :)
PLANES, TRAINS & AUTOMOBILES
So, the myth is that buying a Eurorail pass will save you money... If you are trying to budget, there are many more options to consider.
Before I get to that, I would like to point out one VERY important thing when considering which mode of transportation is best.

Let's say you find a one-hour flight from Milan to Rome for $30. Let's say you also find a four-hour train for the same trip that costs $35. You would likely choose the plane because it costs less and it's much faster. Here's the problem though: it will cost more and take longer! Airports are rarely near the city center, and will require transport to & from both. There goes the $5 you were saving... Now consider the 45-minute bus ride to the airport, checking in an hour early for your flight, waiting at the gate, the actual hour of flight, navigating the new airport, finding transport to the city center... You're looking at almost the same amount of time if not more! Also, some train tickets are good for all day, but if you miss a flight...
Lastly, you have to consider Time vs. Money. The same trip could have been done for €5 on Megabus, but it would have taken ten hours and you will have lost that whole day. Lots to think about. Anyway...
GoEuro is an app that is (almost) perfect for comparing planes/trains/busses/rideshare at the same time. In my limited experience, it works best in Western/Southern Europe, but you can still find use in Eastern/Northern.
Megabus seems to be the cheapest way most of the time, but make sure you have a pillow (hint* keep the one from the flight you took to get to Europe). Most rates I found are only €5! Great for a budget.
Trains may be tricky at first, especially because some cities have multiple stations, so make sure you're at the right one. Check to see if your ticket is good for all day, or if it is time specific. The best priced tickets are usually non-refundable, so you don't want to make a mistake. Also, if you are not assigned a seat, you may want to line-up early to get a good seat.
Planes can be surprisingly cheap. I actually flew from Milan to Athens because the flight was only $33!? The train would have taken almost a whole day and would have cost $125+! I recommend Kayak first for flights. You will probably end up flying budget airlines such as EasyJet, Ryanair or LOT.
BlaBlaCar is a rideshare. Say someone is driving from Prague to Vienna. They can list open seats of their car, and charge you to ride along with them. I didn't always find this to be reliable, but it is certainly an option to consider.

I walked everywhere all the time. Don't take taxis! They will rip you off, and kill your budget. Figure out the bus/train/metro, because that will come in handy, but walk as much as possible! You'll find so many things along the way and save money!

You could pay that much to go to a Six Flags! Go to the Portrait Museum (free) or the British Museum (free) and save your money!
Coinpurse seems kind of silly, but they have so many more coins in Europe, and having a small little purse will keep you from pulling a wad of change out of your pocket every night.
Currency converters or a small calculator are handy if you're not the best at math. The exchange rate can be confusing, and it's smart to know how much something costs.
Budgeting comes down to the individual though. I like coffee and wine, but those can start add up over time... Do you smoke? Do you eat a lot? Do you need nice 4-star accommodation?
If you're trying to see as much as possible while spending as little as possible, you must have discipline. I was able to do work exchange, so my accommodation/food budget was fairly low. I also saw twelve countries, so my transportation expenses were pretty high.
If you crunch your budget, don't go out to bars, eat cheap and really squeeze the most out of every dollar, you could probably get by on a budget of ~$150-250/week. If you do the work exchange to eliminate food + lodging, you could get by for significantly less. I worked a Vineyard in Piedmont, Italy for five weeks and spent a total of ~$300! Keep in mind that it would be impossible to get by in Copenhagen or the UK on that budget... So, if you plan to travel there, you'll have to save/budget money from somewhere else.

Then you can add 10K per night per room for your stay on conservative she.
Add another 5–7K per head per day for your food and miscellaneous expenses per day
Add travel expenses which you will incur while travelling inland Europe which can be about 30–60K per head depending upon your mode of travel, number of destinations, number of days etc.

How old are you? how much is your budget and how long are you going to stay there?
If you are planning on doing a few months, I’d recommend having at least $1000 Euros. However, you will be very tight on money. Definitely stay at hostels, try to do Couchsurfing, and if you have friends try to stay with them.
Southern Europe is cheaper than northern Europe so I’d recommend staying in that zone if you don’t have much money. It is also very beautiful and you can cover a lot of ground.
Keep in mind, you will probably end up in hostels and they run about 15 euros a day plus food you are looking at around 25–30 a day and that is if you don’t go out at night to the bars. Multiply that by how many days you are going to stay and you will have a rough estimate but definitely try to have some “emergency money.”
