Work ethic in India is abysmall and many Indians who believe that our nation is super hard working should spend some time working abroad. I don’t know about the US or Japan but in the UK, working hours are usually 830 am – 5 pm. When you come to office at 830am, you are expected to leave all your emotional baggage at home and work for your yourself and your organisation to deliver better outcomes for both of you. When you leave at 5 pm, you are respected enough as an individual that even your boss’s boss will think three times before ringing you as they don’t want to disturb you in your private time.
I’ll give an example, I used to work at an engine overhauling facility and an Aerospace research company in India. My experience of the staff was that they were more interested in their collegue’s new phone or discussing their drunk weekend than actually doing work on a Monday morning.For the smokers, it was actually habitual to be out for a smoke break every half hour. Worst of all, not only was this accepted but you were supposed to learn and pick these habbits if you wanted a chance of success in the organisation. The issue I see is of struggling to have role models and constant need to please everyone which I shall expand upon in the next paragraph. Sure, there were many good people in the organisation and their work would be better than the rest but the benchmark was so low in terms of work ethic that it was not a challenging work environment for people seeking growth.

Can you imagine leaving office promptly at 5 pm in India? Never being disturbed in the evening and over the weekends? For some reason, I have observed that work to Indians seems to be a headache with everyone focussing on the salary day rather than the journey of producing something valuable from their precious invested time. As your boss disturbs you in the evenings and on the weekends, not only they have no respect for your personal life but slowly and steadily even you stop caring about everything that you loved doing. You forget that you are an individual before an employee. I see this culture of expectations, agreeableness (behaviour of trying to please people) and poor role models being the root cause for the poor work ethic in India or the poor productivity in general.

In India, work culture and attitudes towards roles and expected behaviours vary wildly in organizations. Quality of work culture is variable amongst smaller and larger firms, private and public firms and across other such boundaries. Publicly held company offices are infamous for lackadaisical staff, low empathy for customers or visitors, a lack of time consciousness, and so on. However, it seems that even employees in many well-known, privately held firms have terrible work ethics. Some examples are below:
* Broker for rental real estate doubles as “problem solver” for lazy landlords. Collect money from unsuspecting future tenants on the pretext of fixing a few things (civil/sanitation/electrical works) and pockets all the money, and takes a commission for helping the house hunting process. Lazy landlord doesn’t care whether tenant is happy but expects rent on time.

* Poor communication skills are among the other problems with numerous Indian engineers - especially those from smaller towns and rural settings. While this is understandable in case of engineers who come from non-English-speaking backgrounds, the problem is wider. Surprisingly, even many engineers from supposedly good colleges and well-to-do backgrounds are terrible at concise communication (both verbal and written). It is a sad thing that in this country of such potential, the vast majority of engineers cannot truly express themselves in a business-ready way.

Yes, India doesn't meet the ethical standards of work set by the best, but why?
In my view, the comparison is a little unfair on Indians. Indians are asked to meet world-class standards across various Parameters, but are they given the same luxuries bestowed upon the people they are being compared to, they won't even accept these are luxuries.
Let me list out a few of these:
1 Paycheck- Indians are expected to do the same job, as a professional would do in the above mentioned countries who are paid tens of times more than what an Indian gets. Minimum wage in India, approximately $3 for women and $5.50 for men, Per Day. They are asking for $20 an hour these days in America the last time I heard.

Most white-collar workers with undergraduate degrees are offered $2,500 per annum to start with. This keeps a lot of people in the bounds of the vicious cycle of poverty.

2 Workhours- A blue-collar job could include an 8–16 hours workdays, depending on various factors, and a 6 day workweek. Most White collar jobs have 48–60 hours workweek on the other hand. Overtimes could make it much worse and they do in most cases. That's just inhumane by some of European standards.
3 Education- The quality of education offered to people Ben mentions in his answer, is worse than what is offered in African countries, and that is by no means and exaggeration. In fact, most Indians are barely given literacy masquerading as Education. Almost all Higher Education institutes with the exception of IITs and IIMs are at the same standards honestly, leaving most Unskilled and Unemployable.

There is utter disregard of people working with you. It is in terms of not honoring your commitments, not arriving for meetings on time , taking unscheduled leaves and not communicating when others are waiting on you.
There is also not respecting other persons private space and constantly invading it by means of useless calls, emails and chats.
I have a person in my team to whom I have mentioned to be on schedule as the other members of the team are so as to not keep others waiting while he finishes his work. He constantly fails to be on time for office meetings. Some days he is nowhere to be seen and you are not able to contact him he comes up with a gem……..I had a fever last night and I overslept and my phone battery also died at the same time. How on earth all things happen at same time and multiple occasions?
There may be a small fraction of people doing it but it impacts the perception of the entire workforce.

Dealing with indian staff was living in hell! Systematic work was impossible because all activity was disrupted by pointless reviews and commentary that involved pointing with a pen as if going on a checklist. lazy managers who literally did nothing except watch from a short distance, yet order everyone to work 6 hours straight without break to cut down on time. Highly argumentative nobodies who would say “how do I know you are telling me the truth?” on an endless loop and never give up. Supervisors who were supposed to train new staff, but only gave tiny irrelevant jobs such as writing out notes about what was happening instead of engaging the workers in the task that needs to be done. Heavily inclined to lie and take lazy approaches, even when we were being screamed at by angry clients threatening to sue, they indians just said ‘we will look at it next time’. Unable to use my own personal initiative to get things done because it looked like i was skipping bureaucracy and breaking rules. Told me to do pointless tasks such as read emails for them, find phone numbers for them, and even wanted rehearsal of phonecalls.
If they dont like our attitude to them, screw them! I cant stand them anymore

Dealing with indian staff was living in hell! Systematic work was impossible because all activity was disrupted by pointless reviews and commentary that involved pointing with a pen as if going on a checklist. lazy managers who literally did nothing except watch from a short distance, yet order everyone to work 6 hours straight without break to cut down on time. Highly argumentative nobodies who would say “how do I know you are telling me the truth?” on an endless loop and never give up. Supervisors who were supposed to train new staff, but only gave tiny irrelevant jobs such as writing out notes about what was happening instead of engaging the workers in the task that needs to be done. Heavily inclined to lie and take lazy approaches, even when we were being screamed at by angry clients threatening to sue, they indians just said ‘we will look at it next time’. Unable to use my own personal initiative to get things done because it looked like i was skipping bureaucracy and breaking rules. Told me to do pointless tasks such as read emails for them, find phone numbers for them, and even wanted rehearsal of phonecalls.
If they dont like our attitude to them, screw them! I cant stand them anymore

Yes very much so. Only about 10% could be utterly honest and hard working in government departments and PSUs. Those in private organisations work very hard. it may be worth quoting a small anecdote .
two tigers escaped from a thick forest only to return after six months. One was almost in skin and bone just like a skeleton and the other was very fat , strong and well built, but badly bruised, with blood bleeding from face and all over. The first one explained that after escaping from the forest it ran to village after village and everywhere it was being driven away. With nothing to eat it made rounds and rounds and finally returned to the forest. The other one she initially escaped into a government office. At the end of office in the evening when everybody was going home she picked up the last man , dragged him into a corner and used to eat him. Nothing serious happened and nobody noticed.It went on and in from office to office but one she committed a blunder. the last man she picked up happened to be a ‘Chaiwala’ ,a tea-boy who supplies tea to all the employees at their desks. Suddenly it caught the attention of every one and they started searching for the killer. In the process she was caught almost killed, but luckily it escaped and entered into the forest once again.
when the officials were dying nobody cared. but when the ‘ Chaiwala’ died it came to everyone’s notice in the office, such is the importance of Chaiwala, tea, and tete-a- tete during tea time. Lunch break is officially for 30 minutes but actually about one hour and a half. Office timings are from 10 to 5 PM with half an hour lunch break but actually 11 to 4–00 Pm with more than one hour lunch break. every employee gets a bout 45 days leave officially per year but in reality with un official breaks they make it not less than 2 months per year. all this with regular holidays , along with Saturdays and Sundays. frequently agitations as a matter of right are made for’Less work, more pay, and immediate promotions’.

I do think that the Indian government and semi-government sector has serious and severe work ethic issues.. and in fact serious corruption issues as well.. people who are so secure in their jobs and positions that they work at a glacial pace and are in many cases very corrupt too, forms and procedures that are needlessly complicated and confusing, inflexible and sullen officers and so on. This includes the politicians, bureaucrats, state and central government employees, etc.
I have however had some very good experiences in the Indian private sector.. from getting work done by plumbers, carpenters, electricians in the unorganized sector, to interacting with and transacting with private banks, medical facilities, schools and so on. I have had companies that refunded all of my money when a task they contracted for did not go through, plumber and electricians who showed supreme passion for their work, doctors who took great care of my family members and charged a fraction of what an American hospital would charge, food delivery apps that deliver on time every time and so on.
Of course, enforcement of contracts and a speedy justice system would make things work even better in the private sector , and there are still many scams and instances of cheating and so on, still, the private organized and unorganized sectors do pretty good work in spite of the super slow legal system that is really ineffective in settling disputes.

In USA there is no strict heirarchy, you can argue freely with your boss, he will not hold it against you.
The USA bosses do not like yes men, they want results.
In India, I am sorry to say most of the people survive by sucking up to their bosses with no work or responsibility. Look at the IAS/IPS officers, after passing such tough exams they mix khaini (tobacco) and hold spitoons for their bosses. eg Lallu prasad. etc. and not to forget corruption!!!

Money: Money has been a greatest motivating factor for many people around the world. Money is needed for everything. Unfortunately, employees in India are paid much less compared to those in US or Japan or China at least.
Love for work: Yes, Some people work for their love of work, other work for personal and professional fulfillment. Work is what adds meaning to their life. It is what excites them. Some people just like to fill their time with some activity.

You are comparing apples to oranges. US and Japan are mature economies. I have no direct experience with Chinese, but having seen them achieve, what they yave, I would say they are probably way ahead.
What are the factors underpinning low standards of work ethic?
Unorganised labour: most labour is unorganised-- not affiliated to a large corporation or organisation. When you hire from a reputed organisation, typically you can expect better work ethic.
Informal contracts: when you enter into an informal contract, you can expect the unexpected. Even formal contracts are difficult to enforce.
Vast variety and numbers: India is huge. Difficult to generalize. I have seen dedicated people among the most poor and underprivileged.
So think it over before you hire. Consult people. Have tight monitoring and oversight. I guarantee it will work.
