It's not illegal and what you've written isn't correct either. You have a statutory right to holidays but there is no right to bank/national holidays being apart of that. Its just the norm that most of us don't work those days.
Your employer can also set every single one of your days of annual leave and you have no legal recourse, unless your contract was worded such that your PTO can only be set at days you as the employee request but I doubt that's true for anyone and would be a civil matter anyways.
The shit part is being forced off on short notice using up PTO, when most places have given everyone a freebie. Shit but legal, although in such a case I would request to work the day rather than lose entitlement I would otherwise use elsewhere.

Basically bank holidays cause a fall in output on the day, which drags down the monthly GDP and quarterly GDP. It’s not controversial.

That was what I meant in the second paragraph. I get that there would be a loss associated with a non-working day, I just don't think it would a complete loss of the economic activity that day would otherwise have had.

India is home to more than a billion people, do they not count or is it just that the opinion of British people is worth more in your opinion? We are seeing the number of people going off long term sick go through the roof, it might be time we really consider a four day week to get some real productivity back into the economy.
