Liz Truss is to urge world leaders to join Britain in introducing far-reaching tax cuts despite US president Joe Biden pouring scorn on “trickle down economics” ahead of their first bilateral talks in New York.

In a speech to the United Nations on Wednesday, the prime minister will argue the free world must prioritise economic growth to deny authoritarian states like Russia the chance to manipulate the global economy.

However, her embrace of Reaganite economic policy puts her on a collision course with the Democratic president who tweeted yesterday that he was “sick and tired” of the approach, which he claimed had never worked.

In her latest break from Treasury orthodoxy, Truss vowed on Tuesday to review all tax rates to help struggling households and businesses through the cost of living crisis. The prime minister’s remarks pave the way for a radical overhaul of the system that could include looking again at income tax brackets and come amid reports she is planning a cut to stamp duty as part of her emergency mini-budget on Friday.

In an interview at the top of the Empire State Building on Tuesday, she told the BBC: “We do have to take difficult decisions to get our economy right. We have to look at our tax rates. So corporation tax needs to be competitive with other countries so that we can attract that investment.”

She had already signalled that further tax cuts, beyond the changes expected on Friday, could be on the cards. She told reporters on the plane to the US: “Lower taxes lead to economic growth, there is no doubt in my mind about that.”

The Times reported that Truss believes that cutting stamp duty – which raises about £12bn a year for the Treasury – would aid growth by encouraging more people to move.

Truss’s first talks with Biden are set against a backdrop of tensions over post-Brexit trading arrangements in Northern Ireland. Despite the UK’s attempts to separate out the issues, the Biden administration has warned that a free trade deal is unlikely until the row over the Northern Ireland protocol is resolved.

In a move likely to disappoint Brexiters, Truss downplayed expectations that any trade agreement was imminent, saying: “There aren’t currently any negotiations taking place with the US and I don’t have any expectation that those are going to start in the short to medium term.”

US national security adviser Jake Sullivan said Biden would use the meeting to “encourage the UK and the European unx to work out a practical outcome that ensures there is no threat to the fundamental principles of the Good Friday agreement”.

The two leaders are also at odds over their approaches to achieving growth, with Truss supporting ‘trickle down’ economics during the Tory leadership contest, arguing it was wrong to view all economic policy through the “lens of redistribution”.

Biden, meanwhile, tweeted: “I am sick and tired of trickle-down economics. It has never worked. We’re building an economy from the bottom up and middle out.”

Yet Truss is expected to argue her economic case in her keynote address to the UN, telling fellow world leaders: “We want people to keep more of the money they earn, because we believe that freedom trumps instruction. We are reforming our economy to get Britain moving forward once again.

In a broadcast round on Tuesday, Truss admitted her tax-cutting plans will initially benefit the rich more than the rest of society, but doubled down on reversing a recent rise in national insurance would benefit top earners by about £1,800 a year, and the lowest earner by about £7.

“I don’t accept this argument that cutting taxes is somehow unfair,” she told Sky News. “What we know is people on higher incomes generally pay more tax so when you reduce taxes there is often a disproportionate benefit because those people are paying more taxes in the first place.

“We should be setting our tax policy on the basis of what is going to help our country become successful. What is going to deliver that economy that benefits everybody in our country. What I don’t accept is the idea that tax cuts for business don’t help people in general.”

Truss, who is also proposing to scrap the cap on bankers’ bonuses, said she was prepared to be an unpopular prime minister to bring in measures she believes will grow the economy. “Yes, yes I am,” she said. “What is important to me is that we grow the British economy”.

Some Tory MPs believe that chancellor Kwasi Kwarteng could bring forward by a year the pledge made by his predecessor Rishi Sunak when chancellor, to cut income tax by 1% from 2024. Business groups are expecting changes to business rates and cuts to VAT to help with the energy crisis, as well as a longer-term review.

Truss brushed aside concerns about the falling pound and general state of economy. “My belief is that Britain’s economic fundamentals are strong,” she said, rejecting claims that interest rates would rise as a result of her approach.

Earlier, she said that higher energy bills were a price worth paying to guarantee the UK’s security from foreign aggressors, but the cost should not be passed on to householders.

Fuck "trickle down" economics, we should pursue "bubble up".
When the poorer people in a society can afford to purchase goods and services that stimulates the economy as they will have a greater amount of non-discretionary spending (remember, in the world's sixth largest economy we have people who can't afford to eat).
The rich getting richer just increases the sizes of the wealth hordes and does little for the economy.

It's also been seen (major studies, but for the life of me I can't cite any as my memory is 'trickling down' right now... I guess I'll try to dig it up just so I don't seem like a pompous ass on the internet.) that higher taxes cause greater investment by companies as it becomes more valuable for them to expand and invest internally (more stock, better infrastructure etc) than it would be to be paying a 'higher' tax... From what I recall reading the reports, companies will attempt to shed excess taxable income - and that generally means more spending.

This appears to be about taxes on the rich rather than corporate taxes. These are quite different things.
Ultimately, all taxes fall on people at some point, even if they're levied on a company - it might be an owner, but it also might be a lender, customer, employee or supplier. Think of VAT as an easy example: everyone believes it's mostly or completely passed on to customers, but it's companies who are legally liable.
It's an unsettled question exactly who bears the cost of corporate taxes (ie, on profits), but there are a number of papers suggesting half-ish lands on employees via reduced wages. This is one such paper, and this is another.
IMO, taxing company profits instead of the dividends and interest they pay obfuscates where the tax actually falls and is designed to convince voters that it isn't them who is paying it. Corporation tax also incentivises borrowing over equity financing, and things like being a landlord over investing in businesses.
I'd rather see taxes levied via higher income tax and capital gains rates, especially at the top-end, rather than corporation tax. Removing the reduction in tax rates for dividend income would be a start.

Thick maybe. Above all I think she has a pathological need for a pat on the back from her worthless peers. See her conversion to Conservativism as soon as she got a job at Shell.
Actually find her more revolting than Boris.

It says a lot that not even Boris would have gone for half this stuff.
It’s like she thought “if I change everything back to what it was like when Thatcher was in office, then I can just copy her policy”
Not to mention that in pretty much every photo she looks totally gormless.

At this point I think Liz Truss is like the character from the film Goon. He has no ice-hockey playing ability but his one job is just to do as much damage as possible and distrupt the flow of the game.
I think the Tories have reached the point now. They've completely lost the publics faith and now their popular leader has stepped down they literally have to pick from the dreggs and the leader isn't even popular with her own party. Now shes just going to spend 2 years implementing the most batshit ideas to make it hard for the opposition when they inevitably take over.

Trickle down economics isn't real it doesn't work, it never has and it never will. You know why? Because humans are greedy, you give people at the top money and they want to keep it so it never trickles down it just pools at the top. I genuinely can't tell if the Tory party are evil villains creating a perfect country for themselves and their donors while letting everyone else suffer. Or whether they are just so completely and utterly brain dead that they believe that one day if they just keep trying somehow it will work out. I am utterly baffled that after all of the repeated failures from the Tory party that people still vote them in, its like the entire country has Stockholm syndrome.

We need to revert back to the old name for this "horse-and-sparrow theory", If you feed the horse enough oats, some will pass through to the road for the sparrows.
We've known the truth of these type of economics for over a century. Just goes to show the power of propaganda where the Conservatives still have a better reputation on the economy than Labour.

I think Truss is a fool with no true political leaning but the measures she’s supporting are hardly strong “trickle down economics”, they are just economically liberal policies that places like Singapore and Hong Kong have long supported. The key difference however is that those places have so much taxable income gained from new entrants and corporates that they run considerable surpluses for decades that can support public services.
In the short term, Truss should buck up, heed warnings, and realise that the whole “Singapore on the Thames” fantasy should be put aside to deal with the problems of Britain today. The government has to make an immediate start on increasing housing supply, paying for education, and attracting major corporates,FDI, and trade deals to rectify the mistakes of Brexit. It’s a testament to the dishonesty of brexiteers that they still haven’t been able to sign a single major deal.

The government has to make an immediate start on increasing housing supply, paying for education, and attracting major corporates,FDI, and trade deals to rectify the mistakes of Brexit. It’s a testament to the dishonesty of brexiteers that they still haven’t been able to sign a single major deal.

I somewhat agree but If Singapore on Thames is what this country wants, we need to start taking major steps now.
For once, let's sacrifice the current generation to make it better for future generations rather than just putting a plaster on everything and waiting for it to rupture and fuck the next generation in the arse.
Although I have to say I don't believe the government will make any meaningful steps to make that a reality so its pointless regardless.

Long term strategy shifts take time, planning, stability and some level of ingenuity. The UK (especially one led by Truss) has none of that. The new budget they announced, for example, makes a show of getting rid of Brexit-era caps on bankers bonuses in order to lure in more talent; how could this make up for competitiveness lost not because of a bonus cap but because corporates had to move staff for legal reasons?
Moreover, it’s just not the right time for these type of things. The country is recovering from a pandemic, global inflation from Russia/Ukraine and China production slowdown, and the reality is that social care in the short to medium term has to be extended, not suspended. The government expecting people get back to work with tax cuts, benefits for startups, and even “investment zones” will run quickly into the issue that the trend of global aggregate demand is against them. Plus - decreasing taxes now only to burden future generations with borrowing is a ludicrous strategy. The real effective solution is to make a long term environment which attracts businesses and global talent and thereby increases the total amount of money derived from tax, while keeping the individual taxation rate low. But again, this would take YEARS to implement.

The thing is, trickle down economics can work.. it just never does.
If managed properly, grants and low interest loans given to people and companies that are genuinely using it to grow and expand their businesses it can create a lot of jobs.
The reality of trickle down economics is giving endless money to banks who invest it in foreign companies and fossil fuels.
Which raises the question, is Lizz Truss doing the right thing or is she lining the pockets of those that line her pockets. Its a tricky one to answer that I'm sure reddit will have some opinions on.

While I dont agree, I think k this is a move to allow banks to pay bigger bonuses.
Yes, this will increase income inequality which is a bad thing. But it will also boost tax revenues to pay for sorely needed NHS investment and all the other things the government is now paying for in the wake of the energy crisis.
They need to do something.

Bollocks, there is no trickling. Horse and sparrow economic model. The horse eats oats every day and shits. The sparrows might get a crumb if they fight each other over the same shitshow.... Its has always been sugar coated feudalism and folk only notice when the sugar is being removed to maintain the shareholders profits.

The thing that's prove to be total BS? God, these Tories need to be put to an end.

Genuine question -
I feel like I might be missing something with Liz Truss. She's advocating trickle down economics, which has been proven to be ineffective. But she can't be so stupid to try it again, she's made it to PM. She can't be stupid. She must also know it will poison the electorate against her. So is there some other play going on here?

Never worked before. Normally I’d say she only wants it to work the way it has before and make the rich richer. However she’s probably stupid enough to believe the lie even with the mountain of evidence against it.
