(People’s belongings, along with a deflated dinghy, life jacket and engines, lie on a beach in Wimereux, near Calais, the morning after the drownings.)

UK and French emergency coastguard services spent crucial hours passing the buck about which of them should rescue a stricken small boat trying to cross the Channel last November, instead of dispatching a crew to save the 34 people onboard, a documentary reveals.

Most of the migrants subsequently drowned in the worst maritime disaster in the Channel for 30 years.

The revelations come at a time when Channel crossings in small boats have reached record levels, with about 40,000 people having crossed so far this year.

The documentary, The Crossing, part of ITV’s award-winning Exposure series, has gained access to documents that provide new evidence about the fatal journey of the 34 passengers onboard the overcrowded dinghy. At least 27 people died, with five still missing and two survivors.

Issa Mohammed, a Somali asylum seeker and one of the two survivors, provides a detailed testimony in the documentary. He said: “Children were screaming. All I could hear were the screams of children drowning. I saw dead bodies floating by my side. That’s when the horror kicked in.”

Internal legal documents obtained by the documentary team set out in minute-by-minute detail the events of that night, based on the French coastguard’s emergency log of the incident.

While the French coastguard has disclosed its record of emergency calls to lawyers in the case as part of the French investigation into the tragedy, so far its UK counterpart has not. In the UK, the Marine Accident Investigation Branch is conducting an investigation.

At 4.34am on 24 November the French coastguard closed its incident log assuming it had been dealt with by British rescue services. This was not the case.

While UK logs of the mass drowning have not been disclosed, internal UK Maritime and Coastguard Agency documents have raised questions about how SOS calls from small boats are handled. One document reveals a flowchart for search and rescue termination of a migrant incident. It states: “UK Border Force determine if vessel will meet UKBF criteria to deploy tactics.”

Another internal document, titled Broadcast Action for Migrant Incidents, states there has been confusion about when a mayday distress call can be broadcast in relation to migrant boats in distress.

The document says: “The actions taken in the distress phase can be different for small boat migrant incidents to other more conventional distress incidents and if the SMC [senior mission commander] considers that distress broadcast is not appropriate for small boat migrant incidents then that is acceptable.”

According to the internal French legal documents, the first call for help from passengers on the dinghy to the French coastguard at the Cross Gris-Nez regional office came at 1.48am on 24 November when the boat started taking in water and began to deflate. The engine stopped and efforts by the passengers to bale out the water from the dinghy also failed.

The passengers were informed wrongly by the emergency services that help was on its way. Passengers sent the GPS location of the boat to the emergency services repeatedly but as the hours went by they lost hope and drowned one by one.

Emergency services could hear the screams of people drowning. Passengers begged them to come, saying: “We are dying come and get us.”

At 2.28am, the French coastguard called its English equivalent, gave the position of the boat and said that now it was in English waters it was no longer its responsibility, according to the internal legal documents.

At 2.44am, the English coastguard emailed Cross Gris-Nez to say it considered the boat was in French territorial waters as it could hear a continental ringtone on a passenger’s phone.

At 4.16am, a last call was made to the French coastguard, saying: “People are in the water, it’s over.”

At the same time, a vessel called Concerto reported seeing a small boat in distress and asked the emergency services if it should rescue it. Cross Gris-Nez said another rescue boat was on its way but no rescue took place.

Matthew Schanck, a maritime expert instructed by lawyers for some of the victims’ families, said: “The fact of the matter is that over 30 people were left in the middle of one of the busiest shipping lanes in the world slowly perishing one by one and almost nothing happened.”

A government spokesperson said: “Our thoughts are with the families of all of those who lost their lives in the tragic incident last November. As is standard practice in such circumstances, the Marine Accident Investigation Branch is conducting a safety investigation focusing on the emergency response to the incident, which HM Coastguard and the Home Office are fully cooperating with.

“It would be inappropriate to comment further while the investigation is ongoing.”

Cross Gris-Nez has been approached for comment.

How exactly is this the UK's fault?
The French let economic migrants into France, they let traffickers conduct business, they allow them to congregate on their shores, and they allowed them to set sail and continue to sail for 45 minutes until they hit British waters.
I don't want to see anyone drowning, it's a horrendous way to go. But if I were to die in a car crash because I'm speeding, nobody would bat an eyelid, they'd say that's why laws against speeding exist in the first place, and I died because I was reckless and put myself in danger. The same applies here, there are legal routes of entry into this country, by ignoring them and trying to jump the queue they put themselves at risk and if the worst should occur, unfortunately that's because they were reckless and put themselves in danger. The only people to blame here are those who enable and engage in such recklessness.

The ONLY way to claim asylum in the U.K. is by being on our shores. 75% of those that cross are eventually given refugee status. Government policy FORCES the desperate to make these crossings. France offered to let the U.K. set up asylum processing centres but we refused. Don’t act like these deaths aren’t a direct result of our repulsive policies.

Deep9one
Try buying a ferry ticket, they don't cost upwards of €5000, like what the traffickers charge them for a rubber dingy.
Oh wait they can't as that would require a passport, which they don't have as they are illegally trying to gain entry to a sovereign island nation.
I don't care about being downvoted to oblivion for being a realist, they aren't coming here legally so why should we continue to care after a decade of this nonsense happening?
Loss of life is sad regardless of circumstance but this story is repeated daily, on the hour with a various number of illegals from different nations, I'm bored of hearing it at this point.

God, there are some vile comments on here.
The ONLY way to seek asylum in the U.K. is to be in the U.K. There are obvious and easy solutions to stop these crossing but why would the government do that when these desperate people can instead be made into a bogeyman? France offered the U.K. asylum processing centres in France but we said no, forcing people into the water. And if you can’t understand why the truly desperate would make the journey, then you’re a sad little creature with a total lack of empathy or understanding of global politics. And don’t give me that shit of “they passed through all these safe countries…..” We take tiny amounts of refugees compared to our EU neighbours and our benefits are pathetic in comparison. You can’t call yourself ‘Great’ Britain, go around the world telling people how fantastic you are then get angry when they want to come here.
Yes, there are some twats that make the crossing but there are solutions and the government has chosen not to do them in order to appease the Daily Mail reading wankers now we can no longer blame everything on the EU.

JoeyJoeCEssex
But why are they passing through so many safe countries? I'm actually trying to find an answer to that but everyone including yourself sidesteps it.

Language and undeclared work. It’s impossible to work without the proper paperwork in countries like Germany or France (and it takes a decade to get the proper paperwork) but it is in the UK where you have huge network of illegal and undeclared workers.

why does the UK have a huge network of illegal and undeclared workers?

Kitten_mittens_63
Because there is not much enforcement of the laws against it. I’m not sure why, maybe lack of resource to enforce it but also it’s convenient for a lot of people as these services would become a lot more expensive if they were done with regular employment contracts (in fields like construction, cleaning, ...)

This is how the system works.
The migrants are recruited through social media (mainly Tik Tok) in their home countries and charged between £5,000 and £8,000 to be taken to the UK depending on their country of origin. This fee includes transportation, bribes, safe houses (where they're coached on what to say when they reach the UK in order to pass a asylum seekers) and the channel crossing.
They're obligated to leave their family back in their home country as leverage to the people smugglers (Albanian mafia) so they don't disappear when they reach the UK.
Some are allowed to travel to the UK as a partial family as the smugglers like to have at least one woman or child per boat for the channel crossing. The channel crossing is handled by the Kurdish mafia who take photos of the migrants and inform them that if they disappear they will be hunted down and killed in the Uk or their families will suffer back home.
Once they have been processed in the UK and placed in hotels they're immediately put to work in the black economy by Albanian gang masters who have taken the Bese oath of loyalty who will use ruthless discipline to ensure they do what they're told. Most Albanians abscond when they arrive to work in the drugs and prostitution industry which is jointly controlled by the Turkish mafia but each hotel has at least two gang masters.
Once the debt is paid (which can be as long as two years) they're released and they can begin the process of bringing their family over to the UK.

That sounds like the plot of a Channel 5 Steven Seagal film. Kurdish, Turkish AND Albanian mafia! Scary stuff....

LeadingCoast7267
It’s not far off though there’s entire villages in Albania stripped of there young men seeking a better life in the UK. The Albanian mafia is the most powerful criminal organization in Europe they run the cocaine trade and a large portion of prostitution and cannabis grow houses in the UK. The Kurds also are mainly in charge of the boat smuggling but the Albanians are trying to take control of that now. Not sure about the Turks involvement but the Albanians do use the migrants families as leverage to force them to work in their crime.

Would it not be possible to make an agreement with the French to open an office in calais to process asylum requests there ?

For the longest time, all we hear are ideas how to solve this "invasion" (push back the boats, copy Australia, leave the ECHR, Rwanda with 200 spaces or convert UK army barracks etc.)
There is one possible solution that I don't think has been tableted.
It will need the buy in with the French too, but I am sure the people of Calais want a solution.
In short, everyone (or most) who is picked up at sea or who make it to our beaches is taken straight back to Calais with a clear message, "You have wasted your money and try this again, you will be returned back to safe France".
This will smash the business model of the small boats and the gangs running them.
Yes, there is be some pain for the French and many more numbers in the "jungle" or the tents, but once words gets out that the French and British have agreed to this, most people will stop paying for this route.
As the UK tax paper has to pay £150 per person per night for the hotels (for years) we can help with the short term surge in the Calais numbers. It is win/win and will reduce the risk to life at sea.

But if we work with the French it kills the business model, nobody will pay £5,000 to just get returned the same day.
Game over for the gangs.
It is a win win situation.

But it’s never going to happen, we burned those bridges with brexit. And why would the agree to take them all back, they don’t want them either? Why would they agree to take every migrant in return for us taking none? Unless we set up a way for them to apply for asylum at Calais and bring them ourselves which again our government nor any other would do, it’s voter suicide. If there was a solution that easy that benefitted everyone we’d be doing it. It doesn’t come down to business it comes down to politics and there’s no winners in that

We should do all we can to stop migrants from drowning, but they're responsible for their own actions. Risking your life and your children's lives to move from France to the UK is stupid and unnecessary.

So 27 idiots get into a small boat, get into trouble, and it's not their own stupid fault?
Why can't some of the blame rest on their shoulders of the victims as well?
And let's also try the other line of logic, what if every day there were thousands of boats in trouble, would the government be expected to spend unlimited amounts of money rescuing people?
The fact is, the third world produces far more people in distress every year, than first world countries can absorb. It's not possible to save everyone, deal with it.
