More than 90% of hand carwashes are likely to be employing workers illegally, without proper pay, records and first aid measures, three years after the government backed a voluntary scheme to tackle abuse in the sector.

Surprise inspections of carwashes in Leicester, Suffolk and Norfolk found only 7% had undertaken right-to-work checks, a legal obligation, or could prove that legal employment rights were being upheld.

The research was carried out by Nottingham Trent University in partnership with the government-backed Responsible Car Wash Scheme (RCWS) and the Home Office’s modern slavery prevention fund.

Only 6% of the carwashes had written contracts with workers while just 11% handed out payslips so that they could prove they were paying the legal minimum wage, holiday pay or sick pay. Less than half (41%) were registered companies, indicating most are not registered with the tax authorities.

The 36 businesses visited for the study this year were not warned about the inspections and were identified partly using a tool to locate neighbourhoods likely to host non-compliant businesses developed by the Nottingham Trent team as well as through police intelligence.

Teresa Sayers, the managing director of the RCWS, said she had visited more than 150 carwashes over the last few years and the study was “representative of the picture” across the UK. “This is endemic,” she said.

“It is quite shocking. Even though I have seen so many carwashes I was taken aback by how upfront these operators [in the study] were [about illegal practices] as they were so confident they were not going to be challenged.”

Sayers called on the government to implement local or regional licensing schemes for carwashes based on the RCWS’s code of practice, enforced by better sharing of data and obxtives between oversight agencies which include HMRC, which is responsible for monitoring payment of the national minimum wage, and the Gangmasters and Labour Abuse Authority, which acts to protect vulnerable workers.

Sayers said only a “very, very small percentage” of the estimated 5,000 hand carwashes in the UK, which are thought to employ at least 15,000 people, had signed up to the voluntary good practice scheme she oversees, which was set up in 2018 in an effort to improve conditions in the sector.

She said: “Good operators say they want to operate fairly, but they can’t afford to do so as [they are] going to be undercut by the business across the road or around the corner.”

Sayers said oversight was fragmented and operators realised they were rarely at risk of inspection, with any action likely to be over quickly allowing them to return to poor practice.

Margaret Beels, the director of labour market enforcement, a government role created in 2017 to help coordinate oversight of treatment of workers in the UK, said the range of issues found within carwashes required “a joined up approach – including engagement with local authorities, since there can be environmental issues as well as employment concerns associated with hand carwashes”.

She said: “Evidence suggests that a broad range of noncompliance is prent in the hand carwash sector, mostly lower levels of labour market noncompliance and exploitation, though instances of modern slavery and human trafficking have been found. Underpayment of the minimum wage is a recurrent issue.”

The latest findings on continuing poor treatment of workers in carwashes come after the government in early 2019 rejected the idea of a national licensing scheme for the sector.

A parliamentary report by the environmental audit committee had called for a licensing scheme after it held an inquiry that heard evidence on exploitation of workers and environmental concerns, but the government rejected the idea in favour of more support for the then regional, voluntary RCWS.

A government spokesperson said: “Illegal working undercuts honest employers, puts vulnerable migrants at risk of exploitation, cheats legitimate job seekers out of employment and defrauds the public purse. Tackling this damaging crime is a key government priority, which is why we continue to work with law enforcement agencies to tackle illegal migration in all its forms.

“Our Nationality and Borders Act will ensure the system is fair to those in genuine need and firm on those who seek to abuse it.”

Not surprised at all. There are an absolute ton of exploitative labour practices hiding just under the surface of our society. Fruit pickers are another huge example; who the fuck wants to live in a camp, performing backbreaking, insecure labour for less than minimum wage? Noone with any sense of their own self worth would sign up for that willingly. Yet all you hear in the media are jeers about how lazy we all are. Where's the conversation about how much we exploit the foreigners that come here? If you really want British people working those jobs then pay a fair wage and treat the people doing it with the dignity they deserve!

Being cynical, that's something consumers agree with. In my region there were 40% unfilled vacancies in agriculture this summer. Supermarkets effectively set prices and so cap wages, once it's too expensive they buy from abroad.
As a couple of examples of labour cost uplift: the wholesale price of British grown strawberries has risen 80% in 2 years.
Or a bottle of supermarket "Italian" olive oil is mainly N African, with the Italian bit being picked by migrant labour. My family's crop is picked, processed and packed by a co-op, £30 a bottle retail.

I get you, but it's not strictly a question of markets. Our own agricultural sector is already propped up by subsidy. We simply cannot compete with Goliaths like the USA or continental Europe without it. Our beef, our milk our lamb, all of it is held up by the government. We acknowledge that protectionism for our agricultural sector is an essential issue of the national interest. If we're already committed to paying farmers on working tenancies, we can afford to pay the labourers they hire a decent wage with decent conditions.

Ethnic restaurant workers is another one. If you speak a language or two you can find this out directly.

I can go further than that. A friend of mine has a Latvian fiancé. She was funneled into a less than minimum wage job with other Latvian girls working for a commercial baker, basically shit, monotonous factory work, and the boss sexually exploited whatever Latvian woman took his fancy. He only hired Latvian women and then made advances on them while holding their jobs over their heads. The boss found his wife that way, who now effectively functions like a "bottom bitch" for the other workers. Luckily for my friend's partner, she had him to fall back on. Not every eastern European immigrant is so lucky.
It shouldn't be this way. We shouldn't be letting this sort of thing happen right under our fucking noses. If we're serious about rights and freedoms, it has to apply to everyone who makes their home here. If not, freedom isn't a right, it's only a privilege.

When I was a kid, you wanted your car washed you got a robot to do it.
20 years on, you get 8 guys with a sponge to do it.
And people wonder why our productivity is dogshit. This is what mass immigration gets you.
Why invest in expensive machinery, or streamlining processes, or other efficiency measures when you can just hire someone on minimum wage (or less, illegally) to do some mind numbing task instead.

Lol, wtf is this take. There's a lot of issues with these sketchy car washes, but the core service isn't one of them. Nobody who a) Likes their car and b) Wants a good job done should be taking their car to a n automated car wash. They're awful things - that's why hand car washes have done so well

Beenreiving
Exactly If you actually like and value your car never ever take it near a machine wash

Is this even still true? I've been machine washing my cars monthly for ten years and they've all looked fine

RaspberryCai
Machine washes are decent nowadays, and most hand car washes are at least as shit as any machine wash, often wiping your car down with gritty cloths which have been used for multiple vehicles.
I take my car to a machine wash but that's because somebody keyed all down the side of it. The machine wash cleans the underside of my car which is important in the winter.
Touchless machine washes also exist now which are even better than typical machine washes or hand washes as there's no brushes touching your car.
Majority of machine washes also jet the underside of your car too which handwashes typically don't do, so they're better if you value the underbody of your car come winter. Of course, washing it yourself beats all of them (if you do it properly.)

SumRWanker41
They're awful because there's no R&D going into them. You think a machine that washes a car well, without damaging it, is beyond the abilities of humans to create?
Can land a man on the moon in the 60's, and land a rocket upright in the 2020's, can create a large hadron collider to research the building blocks of our universe, and can create machines that fly hundreds of people at 550mph, thousands of miles..
A robot to wash cars though? Don't be stupid. That's far too difficult! Akin to alchemy!

DiscountLending
Nice goalpost move - I didn't say it was impossible, I said the machines were shit and were 20 years ago too. Its not a backwards step to pay somebody for labour - the market existed because the automated solutions were crap.

OfficialTomCruise
I could never go to a manual car wash without feeling like someone is being exploited. They're just so shady. Yet in my town people queue up for 15+ minutes to get their car washed, it's crazy.
This is what happens when wages stagnate for so long. Prices can't increase, people don't want to do manual labour for a shit wage, and so the most profitable option is using illegal labour.
Automatic car washes still exist and they're cheap! £1.50 for a wash by me. Maybe they're not as good, but I can leave with a clean conscience as well as a clean car. They're just a big investment for the operator.

Better-Pie-993
Is anyone surprised by this?
People are washing cars trying to make an extra few quid on the side.....
Fair play to them I say, honestly. Immigrants who can't access benefits and need to make some cash to live but can't get a regulated job, no problem at all.
If you try and regulate this industry, make it so that it costs want 20quid to get the car washed? No thanks I'll go through the power washer for £3
Sometimes these things need to be ran without regulation otherwise they couldn't function.
As long as people are not being forced to work there against there will then I honestly think its fine. I always look at it as extra cash for someone who wouldn't otherwise have it rather than a regular 100% job for someone.

A lot of them operate on a self employed basis. The nail technicians pay a fee for their station but keep all the money people are paying. Or they pay a percentage fee to the salon owner. I have a Vietnamese one close to me and the girl that does my nails grew up in the UK and is a student at University right now. She just pays a daily fee for the days she works and keeps what customers pay.

A carwash near me has a girl no more than 14 working there helping with drying and cleaning interiors. She’s so small, literally a child. At first I thought, idk, maybe she’s there to help on this particular day for some reason.. but no; she’s always there with an older woman, presumably her mother

They don't want to do anything about it. This is a workforce that is easy to exploit, makes middle-class life easier and someone rich.
Similar thing with EU workers before Brexit – perfectly possible to make people register and kick them out if they don't find work within three months. Yet the UK chose to do nothing and chose to not implement any of the safeguards that were available to managing people flows.
This is a chosen government policy. I am sure there's more to it than my guesses at the reasons.

There’s a dodgy hand car wash next to a bridge near where I grew up. It’s still there and has been there for over 15 years.
In all of those 15 years, I can count on one hand the amount of times I’ve seen a single car in there, let alone if it was the people working there or customers.
When I saw breaking bad I thought it was just a gag that car washes can easily be dodgy businesses, clearly not…

You never see White British Uber drivers or Food Delivery drivers because those jobs are also heavily dominated by immigrants

While I agree a large amount of immigrants do food delivery I think it's disingenuous to say they're dominated by illegal ones.
It's dominated by immigrants if they're looking for work and aren't highly educated and don't speak (or aren't confident in speaking) English well. Uber and Just Eat don't require anything like a CV for example. It's just ID, DBS check and bank account pretty much but I feel like they're relatively thorough in checking right to work these days.
any restaurant employing their own personal delivery driver, aka any potential cash in hand businesses, might not be as stringent though of course.
