The viral video of a 17-year-old Nahel Merzouk seemingly listening to the policemen who stopped him in the street only to be shot point-blank, shocked a majority of France – not just the residents of the country’s ethnically diverse banlieues such as the one he lived and died in.

When the riots broke out, I was at the Tocqueville Conversations, a conference on the Ukraine-Russian conflict. There eastern Europeans ­– Poles, Ukrainians, émigré Russians, together with Brits and French and Americans and Spaniards – watched in increasing disbelief such wanton destruction perpetrated in a country at peace. “They’re destroying the social compact which is essential for democracy”, Sławomir Dębski, the noted Polish historian and geostrategist, mused. We had been discussing the cost to Europe of rebuilding post-war Ukraine: the French among us started worrying about the cost of rebuilding parts of Marseille, Lens, Bordeaux, Paris.

Nihilistic destruction has been tolerated in France for something like a quarter century. It started around the millennium, under the Chirac presidency. Increasingly, the tail-end of demonstrations and marches – an old French tradition, codified and regulated (you need to declare your traditional May Day march or political demo to the Préfecture, complete with itinerary, timing and so on) started being disrupted by looters soon known as “casseurs”, because they broke shop windows as well as the stuff they could not steal. Police engaged less and less with them, mostly to avoid accusations of systemic brutality — until, exhausted, they hit back strongly, triggering a new cycle of catch-up brutality and repression.
If this sounds like bad policing, it’s because it is: the flics, too, badly paid and badly trained, are deeply demoralised by such inconsistent stop-and-go practices. By 2005, the cycle had gotten completely out of hand. The death of two young men, Zyed Benna and Bouna Traoré, who attempted to hide from police in a high-voltage electric transformer, and died electrocuted, triggered week-long riots. By then both narratives were entrenched, ready for use when US-inspired activists decided to recast France’s complex attitudes to ethnicity and citizenship into simplistic American ones.

I loose all sympathy for protesters who burn and loot? MLK protesters did it peacefully and still got the message across. Committing violence is no different than terrorists causing death and destruction to get attention. This goes the same for any protest that causes property damage and infringes on the rights of every day citizens. I fully support the French government and police after seeing these ridiculous mayhem. If these people were peaceful, I would have backed them. Violence does not solve anything but only fuels the fire and does the opposite of what protesters want.

It is all a matter of policy. For whatever reason, France finds the current situation acceptable. A different policy could change it completely but they are not willing. I hope the US learns from the mistakes of others.

I quit reading at the part the 17 year old was seemingly listening to police. Since when does putting you vehicle in gear and running into police officers doing what they are asking. This kid was no saint by any means. If they charge this cop then all the police should get the flu in support because if they don't next time it'll be one of them in a jail cell for merely defending their own life.

I have actually seen video of the protesters using belt-fed fully automatic weapons. So much for the strict gun controls in France, or anywhere for that matter. If society is amoral and and moirés are nonexistent, limiting and controlling their tools will have little to no beneficial affect.

I live in France and I have watched this insurrection type movement against the government with horror. As per reports, most of these delinquants are minors ranging from 13 to 18 yrs old. Where are the parents?? why aren't they doing their job?? the government has pumped billions from taxpayer money into these "banlieues" over the course of 40 yrs to prevent this type of insurrection from happening. These little criminals are proving that only repression is understood in these neighborhoods. It's time to put these kids in prison or work camps, penalize the parents if they get benefits by using those benefits to payback the damage and changing the justice system to adopt harsher penalties for minors. You reap what you sow.
