How can the service of Indian Railways be improved?
Here's an idea and it might a little radical. Let the Indian Railways compete. Open the market to new players.
Contrary to what people think, allowing other players won't completely blow out prices. That's the thing about the free market. The supply adjusts itself according to the demand. If anything, competition with private firms will cause firms to better utilize money and work on service, while making their services more affordable. It will increase the range of service. And it will make travelling in trains a better experience.
A lot of people think that of Railways privatization as privatizing the current Railways while retaining the monopoly. That is infinitely worse that what we have. A private monopoly is more oppressive than a government monopoly. No the idea is to let in other players and have the Indian Railways compete with them for the market.
A lot of people think that private players cannot be allowed to work because -
It is a public utility.

Because of the enormity of the undertaking, the hectic nature of the land acquisitions and the enormous investments.

If private players can handle that without it being deemed oppressive to the people, there is no reason they can't handle the railways. And if they can't, that's where the competition comes in.
About the second point mentioned above. Look at the massive infrastructure projects in Gurgaon. They're all mostly private. The investment is not a big deal. The ROI is. The railways is an industry where an immense amount of profit can be made. It is figuratively a gold mine. Of course there will be laws governing the land acquisition.
The advantages of allowing private participation far outweigh it's negatives.
Better decision-making: The current railway system is a statement about politics. Not business. A bunch of squabbling politicians with no business sense cannot run an industry.
A more democratic system
The tax money generated from these industries will be immense.

What is the department in railways with the best work-life balance under the Indian Railways?
Hi
Being a Apprentice trainee in Indian Railway, I think I have seen IR very closely than others who are not associated with it and I have a very good relationship with some group staffs to officer rank holders.
So coming to the question. Railway has so many department like mechanical, Electrical, Civil, Electronic/Signal and Neutral(who observes if all the works are performing with railway guidelines or not and report to the ministry in Delhi)
My training was in Mechanical department so I saw this department more than all of the above mentioned department.
I was under CMS( Chemical Metallurgical Superintendent ) SSE equivalent. My work was in Workshop as well as in Office. So I have seen both work culture.
Those who are working with lower grade pay has to work hard physically whereas those who are in higher pay as compared to those has to go through very mental pressure.And their main work is to supervision regarding the job.
Every month there is inspection from higher authorities in every department. And you have to prepare for that. In IR there are lot of posts vacant at this time and I think that's why the pressure is on its every employee very much and it should be. If government is paying you, it's your responsibility to give it back by your performance and help our nation to grow.
But one thing I would like to say that IR pays it's employees a very good and reasonable amount of salaries

How can the service of Indian Railways be improved?
Recently I travelled to Allahabad from Ahmedabad and back with my family of 2 children (both 10 years) and Wife. We travel quite frequently by train to various parts of India. And also do road and Air travel.
The travel from Ahmedabad to Allahabad takes nearly 24 hrs and both times (to & fro) the trains were late by 5 hrs so actually our travel time was 24+24+5+5 hrs i.e. 58 hrs. My kids, who were supposed to write an exam after reaching back to Ahmedabad at morning 4.30 am could not do so because train reached at 9.30 hrs and by the time we reached home, the examination time was already over.
Nevertheless, over the discussion, I asked my kids to draw sketches of their memories related to travel. My son drew a sketch of Railway Station full of filth, beggars, handicap & deformed people lying on platforms, dogs roaming in station premises, people spitting, shit on the railway tracks, water leakage and mud, dirt etc with a sea of people everywhere. My daughter drew a sketch of Airport which is very neat & clean, tight security everywhere, posh shops/showrooms, smart Air crew , clean water & toilets etc.

When I asked them that why they have drawn such contrast pictures of memories pertaining to travel, they individually said that these are the first thoughts that came to their minds regarding a "Rail Travel" and an "Air Travel".
These two stark contrasting images in the mind of child forced me to think seriously that this is what is the image of Railway and Airport with every person at least in India. However, if you compare revenue earned by a Railway Station e.g. Allahabad and that of Airport at Allahabad, I am quite sure that it's the Railway Station which earns more revenue. But still it has very poorly maintained infra structure.
Is it because too many people enjoy the free-bees provided at Railway Stations?
Is it because Railway fails to safeguard and manage it's assets?
Is it because of 'Who cares?" attitude of employees of Railways?
It is not the question of who maintains the infrastructure?

1. Make each Railway Station a profit center with quarterly and annual targets. This will ensure that a Station Manager/Master/ Superintendent is not merely an Admin Head / Maintenance Head. He/She is also responsible for making it a profitable business.
Utilize the huge land parcels near the railway tracks to install solar panels to generate power and utilize this power for Electric Engine
Hotels can be built over the space available above Railway Station buildings
The space above railway station can also be utilized to open Shopping complex / Mall / Restaurants/Kiosks for Hotels/Taxi/Travel etc. Of course, high quality sound proofing will be required for all this.
Discourage passengers from carrying heavy baggage in the passenger coach. The baggage above limit to be booked in cargo the way it is done in Air Travel. Baggage above free-limit be charged without fail.
Start more seating trains for short duration travel.
Double-decker trains have more passenger-carrying capacity, hence more such trains are required
Create a position for Train Manager and make him responsible for complete business operations of the train. He should be held responsible for customer complaints. His Key Responsibilities should be to ensure 100% occupancy of seats, no revenue leakage (no invalid passengers), no passengers beyond the capacity of the coach, safety & security of passengers and railway assets, 100% customer satisfaction on the service quality, house keeping, sanitation etc.

2. Stop the revenue leakage by eGovernance and right use of technology. There should not be free-lunches to anybody.
So many people take shelter illegally in a Railway Station because of lack of Access Control System. Only those who have to travel should have access to platforms (apart from staff, porters & few vendors) they way it is at an Airport or a Metro Station. If there are no unauthorised people at the platform and station premises, load on support staff like house-keeping, sanitation and facilities will also decrease accordingly. This will facilitate proper maintenance of railway infrastructure.
All visitors should be charged to enter the railway station premises and these charges should be justifiable because they will use the facilities of the Station and also it should act as deterrent to use the facilities free of cost.
This will also reduce the crime rate at Railway stations and people without valid travel ticket will not be able to board the train.
Make separate entry/exit for reserved and unreserved coaches at the station & platform itself. This can be achieved . The ticket of every passenger should be checked at these entry & exit points electronically and not inside the train. This will prevent the entry of unauthorised people at Platform & Train and stop the revenue leakage. This will also elevate the security and safety level for the passengers.

3. Integrate the multi-modal travel:
Keep separate platforms or railway stations (in case of bigger cities) for long distance and short distance trains and provide inter-connectivity between these two types of platforms / railway stations by providing bus facility or elevator / escalator etc to the passengers.
Facilitate integration of Rail+Road+Air travel by providing inter-connectivity through a single window. e.g. If a person wants to travel from Ahmedabad to Gwalior in shortest time, she should buy only 1 ticket which should include Air travel from Ahmedabad to New Delhi + Rail Ticket from New Delhi to Gwalior. Inter-connectivity from New Delhi Airport to New Delhi Railway station should be catered to in the ticket itself.
Reduce the stoppages of long distance trains (travel duration above 18 hrs) on smaller stations to reduce the travel time

4. Safety & Security:
Implement stringent Access Control Systems at Entry & Exit points for People, Vehicles and Material/Baggage
Plug all the gaps in perimeter security by barricading railway tracks upto 2.5 kms from the Railway station (both sides)
Effective & Efficient Procedures for Traffic Control System and Parking Systems the way it is maintained at Airports. Parking Charges for short duration should be low and for long duration should be exponentially high to prevent traffic congestion
Unauthorised / Without Ticket people should not loiter in and around Railway Station Premises
Central Command & Control Center (CCCC) for Security & Safety Operations should be established for every Division. This investment is worth it because of sheer number and scale of operations.
Cover each Train, Railway Station, Platform and critical parts of the Railway Track with CCTV Camera based video surveillance system
Deploy Biometric Access Control, Attendance and Contract Management Systems for Offices applicable for Railway Staff and Outsourced Support Functions to ensure only authenticated people have access to critical resources of Railways
Trains should be tracked through GPS or our very own Regional Navigation System which is yet to launch. Railway can be the first user of this system.
OFC (Optical Fibre Cable) based Intrusion Detection Systems which are available in the market can detect any crack or sabotage in the Railway Tracks. If any miscreant/terrorist tries to do sabotage/damage to the tracks, it will get immediately detected in Real Time.
Trains should have automatic locking door mechanism so that when a train is moving above certain speed, doors should get locked. This locking mechanism to be bye-passed only in case of emergency. The way it is in Metro.
Do away with Chain-pulling mechanism for Emergency. This system is misused by miscreants who want to alight the train or delay the train for their personal gain. Do a study & analysis that what are the top most genuine reasons for pulling a chain to stop the train by passengers. If those reasons can be addressed by some other means, then removing the "Chain-Pulling" mechanism is worth it.
Build more railway bridges and repair the old ones. Strengthen the safety measurements / arrangements of existing railway bridges

5. Make the Rail Travel a World Class Experience:
Distribute the Ticketing Counters in various parts of the City so that everybody need not to come to Railway Station for Ticketing. This is easily possible because of Network Connectivity. Minimum people (those who are having break journey or those living in the vicinity of station) should come to Railway Station based Ticket Counter. Rest all people should have Ticket Counters in their locality.
Sanitation & Cleanliness : I must say Railways has put in tremendous efforts to improve the cleanliness in the trains and at Stations however because of lack of civic sense of people, one can find lot more to do. Long Distance trains which stop at fewer stations and in which passenger turn over is less are comparatively cleaner. Trains which have more stoppages and passenger turn over is high are mostly unclean. Not all the stations have Cleaning Services Teams and therefore it is most necessary to have Cleaning Services availability at all the stations. The time taken to clean a coach and toilet should be reduced to merely few minutes. This can be done by building up capacity. If the train stops for 5 minutes at a station, Cleaning Team should be able to clean a coach within 3 minutes.
Increase the height of the Platforms: At many stations, we have to literally jump from the train to alight the the platform. I don't know the logic of keeping the height of the platforms of some station so low.
Information upxe in Coach: All coaches should be fitted with an electronic screen which should display information like train speed, upcoming station, probable time to reach the station, on which side platform will come and other convenience information about the city.station etc. Some important announcements should be announced on PA System.
Improve the ride quality : Upgrade the coupling system and suspensions of the rail coach for smoother and silent ride. Present rail coaches are installed with old coupling systems which are very old. Suspensions have worn out because of which the ride is very bumpy and noisy.

Modernisation of Tracks & Trains: Implement High Speed Rail (Tracks) and EMUs. EMU (Electrical Multiple Unit) are used for Metros and Sub-Urban Trains to attain rapid acceleration/deceleration. To start with, Premier trains should have EMUs instead of conventional Engines. But this needs upgrading the tracks to HSR first.
Beautification of Railway Stations & Facilities: Indian Railways started with a Bang . In that era, it was one of the best in the world. But we got stagnated after that.
Redesign the coaches for Physically Challenged, Elderly and Children: Present design of coaches is not at all user-friendly for Physically Challenged, Elderly and Children. A large chunk of passengers consists of people from these categories.
Distribute the Ticketing Counters in various parts of the City so that everybody need not to come to Railway Station for Ticketing. This is easily possible because of Network Connectivity. Minimum people (those who are having break journey or those living in the vicinity of station) should come to Railway Station based Ticket Counter. Post Office in the area can host a ticketing counter for railways to de-clutter the Stations which are bursting from seams.
De-congest / De-clutter the old stations: All the big cities have at least 3 stations comprising of 1 main station and 2 smaller stations. These 2 smaller stations should be modernize and upgraded so that main station can be de-cluttered/de-congested. Further, multi-tier railway tracks (above ground and below-ground) will increase the capacity of the station to handle the traffic.
