As a Western who has lived in India for 8 years, I give you my take.
First of all, 99.999% of the people living in India were born in India and have little choice over the matter. So, the question is more interesting if we ask why would a non-Indian choose to live in India.
India offers the best and worst of humanity. It is the kindness and the cruelest country simultaneously.

Education: I will limit myself to primary education. In India, private education is pretty good and affordable. In the US, middle class cannot afford private schools. People have to stay in the area of the school where they want to send their kids. That’s very different from what we have in India. There are a lot of choices of school and location of stay does not matter.
My major issues with India are physical pollution (waste in rivers, canals, roadside, and all around), air pollution (from industry, burning garbage, and vehicles), noise pollution (Indians love to honk and the absence of zoning laws mixes light industry into residential neighborhoods), theft (anything not bolted down will be taken), cheating (from scams to deceptive pricing), overpopulation, mob mentality (which sometimes leads to group violence and lynchings), corruption (from the bottom to the top- always, everywhere), an untrustworthy food supply (what Indian food traders do to their produce is disgusting and toxic), staring, groping, and a general lack of law and order (which sometimes has severe ramifications- including rape and violence), and inconsistent infrastructure (roads, water, power, internet, etc).

Of all of those, only 2 of them bother me enough to prevent me from living there today- air pollution and food quality. The air is major cities consistently gets me sick- I get bronchial infections regularly there. So, my body says “heck no” to Indian cities.
The food issue is more of a silent killer. It is really difficult to get clean food in India. One never knows what they are getting- especially when traveling. If you live in a major urban center, you might find a green market that sells organic produce and quality local products (soaps, honey, etc). Those are precious and well worth the additional expense. Google Indian practices of artificially ripening their foods with noxious gases. Lots of serious food science chemistry is being done by illiterate people- experimenting with chemicals that they don’t understand.

Having lived for 8 years in India, power cuts, attempts to cheat me, and the like just aren’t a big deal anymore. I had my own back-up power supply, my own water filtration- I even carried earplugs to protect my noise from traffic. One can protect themselves from many of the problems- but not so easily the air and the food, unless one lives in the countryside.

So, that is the experience of navigating the problems, but your question is about why would I put up with all of that? India is a rare country to offer a completely different rhythm to life. It has a 10k year history of directing people to Unity consciousness- to the Divine. It is so deeply infused in the culture that the typical Indian has no idea how much it is there. Sadhguru is doing a great job explicating it. He explains how the balance of foods and their preparation, as presented in Ayurveda, is steeped in great wisdom and present in everyone’s kitchens already. He helps people understand that what could be judged as old-fashioned or superstitious is typically based on deep wisdom.

India offers a fertile ground for personal development. Consciousness is more likely to expand there. Despite the background of stupidity (sorry I said it), it has an incredible pull to an elevated presence, being, and intelligence.

Most Westerns that choose to live in India are there because they find that it supports them in their conscious development or that they feel at home with the interpersonal intimacy of the Indian family unit- then, often marrying Indians.

Other groups: drug user/drop-outs (mainly from Europe), diplomats, NGO workers, missionaries, and business consultant types- each having their own reasons.
Big question, big answer. Hope this shed a little light on it.

While I was doing my PhD in IIITM Gwalior (2002-2004), I was awarded Infosys Research Grant, which included a handsome travel grant for presenting research papers in India and abroad. In 2004, I presented a research paper at Melbourne University in the area of e-governance.
I decided to take my family along with me. My daughters were around 11/12 years old then. We stopped at Singapore while going to Australia and at Hong Kong while returning. In Australia, we visited Gold Coast and Sydney in addition to Melbourne.

It was our first experience of going abroad and we were truly mesmerized and deeply impressed by the development of these countries, particularly Australia. Australia was extremely beautiful and appeared to be an ideal country to live in.
But, we also encountered problems.

· All the services including transportation were extremely expensive.
· It was almost impossible to get vegetarian food. It was too expensive in any decent restaurant.
· You can’t talk to locals even in English as their accent is quite different.

In our hotels, we had televisions which showed many local channels. However, there was too much nudity on these programmes that we would not dare to play any of these channels except the news channel as our children were sharing rooms with us.

We stayed in these countries for more than two weeks.
However, by the end of the tour we got exasperated and bored of these journeys and desperately wanted to come back to India.
I still remember the joy we felt when we boarded the Air India flight from Hong Kong.

You can’t separate India from Indians irrespective of where they go and where they live.
There is nothing like living in India, if you are an Indian.
However, you can realize this truth only if you have been abroad for some time.

My perspective: Two things are very different in India - Healthcare, and Education. Before everyone gets worked up, let me put my point through.
Healthcare: India’s healthcare is bad for the people who depend on Govt hospitals and schemes. But the middle class, which generally opts for private hospitals, has better access to healthcare in India than in the US. Private medical facilities are extremely expensive and beyond the reach of the middle class of the US. They need insurance for everything.

My logic may sound absurd to many people, but you need to consider the boundary cases. Most cancer patients in the US need insurance for a PET-CT and it will only be done when recommended by their Oncologist. They end up waiting in queue for weeks & months. In India, you can go to any Oncologist, ask for PET-CT and they will oblige. Corporate health insurance policies would even cover the expense. Waiting in a queue is really scary for a Cancer patient. You never know how aggressive is your disease.

These are my personal views. I understand there are 1000 other challenges, but I felt these 2 points have hit me emotionally.
There are 100 other reasons to stay in India as well - Relatives, Family history, Friends, Memories, Food, Growth opportunities, Nationalism, Religion, Heritage, Roots, Internet, Mobile communication, Options in every walk of life, etc.

I am not sure if I am the right person to answer this, as I have immigrated to the UK and have been living here for the last 4 years. However, I am going to answer this question from a very personal perspective. You may not think like me (Disclaimer!).

If someone tells me today that I will have to move back to India forever, I will not be very disheartened. Yes, It might prove challenging to commence life anew after doing whatever I did in the UK, but I don’t see why it will be utterly demoralizing to live in my home-country. I was born and brought up in Delhi, the capital of India. I stayed in Delhi, in my parents’ house, for the first 24 years of my life. In that house, I have encountered a myriad of moments - from the joy of receiving my first salary to enduring the pang of my first heartbreak, friendships, experiencing both loyalty and betrayal, shedding tears of both joy and sorrow. The walls hold memories of cherished family moments, witnessing the birth of my niece, Samaria, sibling fights, mummy's meals (and lots of love), and papa's calm, intelligent conversations. The memories seem endless, and the nostalgia tied to my home country perpetually leaves me with the persistent question: what if I had never left?

Leaving emotions aside, I have personally seen people do very well financially, (perhaps better than I’ve seen many people do here) back home. Delhi is particularly the hub of many Indian subsidiaries of MNC giants like Microsoft, Amazon, Citibank etc. The quality of life in some parts of Delhi is astonishingly good. That brings me to point that there are parts where the quality of life is not good, rather very poor, and the distinction with the good parts is significant; as opposed to somewhere like the UK where that distinction is not obnoxiously apparent. We also can’t ignore the fact in general, jobs here (particularly low(er) skilled/admin/customer service jobs) pay relatively very well compared to back home.
A talented, more importantly hardworking person will do well no matter where they live. Opportunities will draw the person to anywhere in the world, and they shall adapt to the new ‘home’.

In some aspects, it is the simplicity of life. India is at least 10,000 yrs old, culturally it is very diversified, cusine fantastic, History amazing. Although big cities are crowded, there are villages, beautiful places in every state. Poor people take to my heart, their needs are just basic. I help them, that’s the greatest joy to me.
Temples, forts, mosques, Gurudwaras, Jain & Buddhist temples, Architecture are fascinating.
Having lived in the US for 56 years, $ comes a long way, food is very inexpensive. I can get help from various sources.
But most of all, I am an Indian, love my country & her people.

The previous weekend I went to fatehpuri cloth market in Delhi for some personal work. I had a friend alongside and we planned to eat the famous parathas in Chandni-Chowk’s parathe wali gali.
It’s around 1–2 km distance between fatehpuri and Chandni Chowk market. We stopped a cycle-rickshaw and he promised us the service for Rs.50.
The road was narrow through the market and rain-water had settled in the unplanned holes on the road. We felt a little pride with opting a rickshaw over walking. On our way, there was a turn, an absurd one with a pole in between. A couple of rickshaw coming from that side which were empty and a couple of rickshaw behind us, filled.
It turned chaotic. The road was narrow and there was no way two rickshaws could cross each other in that lane.
Our rider yelled, “..asshole take your rickshaws back, I have passengers, let me go” in a very harsh tone.

The opposite rider stopped adamantly. Our rider yelled again and they stepped a little back, tilted their rickshaws a bit and while we were passing, our rider yelled again, “..will come back and let’s have lunch there”. “There” seemed to be some place they all had lunch in/at.
I wondered, seconds back, they were yelling at each other rudely and now, they seem to be everyday friends.
I asked my rider about it and he said, “…haha. We fight everyday and we get along everyday. It’s an everyday routine.”
I smiled as we reached the main road.
