Wouldn't it keep the back of the panel cooler thus more efficient? local farmers around could earn a living and maintain the panels as well. That's a way for the nation to populate deserted areas, to create jobs around them, farming vegetable crops, raising chicken rabbits and sheeps, inhabit the desert for free... collect rain dripping from the solar panel into wells or storage tank in the ground... There are quite a few implementations that can turn these pieces of land into even more productive treasure for the country.

Both agriculture and livestock provide food, just of a different type. China already produces 50% of the world's fresh vegetables, and 30% of the world's fruits, so it hardly needs to expand much in that area. Meat, however, is an area in which China does not perform as well.
Either way, so long as China continues to green the deserts and make fantastic use of once-barren land, I am pleased and impressed.

The sheep grazing must be managed with fencing or whatever, or nothing will be able to grow beyond seedlings! Just look to Scotland and Ireland to see what unrestricted sheep raising has done for centuries!
