“Staged” doesn’t necessarily mean false.
The men above were US Marines fighting on Iwo Jima, and this photo was taken in the same place just a few hours after the first (smaller) flag was raised at the same place.

It was not staged. The situation was dangerous and could be bombed by the Japanese air force at any time.
