(Israeli tanks and other armoured vehicles gathered near the Gaza border fence on Thursday.)

Lord Cameron said while he would not support a major ground offensive in the Gazan city of Rafah, the UK would not copy US plans to stop some arms sales.

He said the UK supplies just 1% of Israel's weapons and warned Israel must do more to protect civilians and allow humanitarian aid through.

Labour's Jonathan Ashworth said he did not want UK-made arms used in Rafah.

This week US President Joe Biden upended part of one of the world's most significant strategic relationships by saying the US are "not supplying the weapons " if Israel went ahead with a planned invasion of Rafah - the southern Gazan city where about 1.4 million people have been sheltering.

The UN says more than 80,000 people have fled Rafah since Monday, with Israeli tanks reportedly massed close to built-up areas.

Israel has said it will proceed with planned operations in Rafah despite the US and other allies warning that a ground offensive could lead to mass civilian casualties and a humanitarian crisis.

Its prime minister, Benjamin Netanyahu, has pledged to eliminate Hamas battalions he claims are based in Rafah.

Speaking on Sunday with Laura Kuenssberg, Lord Cameron said he would not support a full-scale offensive on Rafah until he saw Israel's "plan to protect people".

But he argued the US, which he called "a massive state supplier of weaponry", is in "a totally different position" to the UK.

The UK government does not directly sell arms to Israel but grants licenses to weapons companies based on legal advice. In contrast, the US uses a less restrictive government-to-government deals to sell arms.

Lord Cameron said the last time he was urged to end weapons sales to Israel, when three Britons were killed in an air strike on aid workers in Gaza, "a few days later there was a brutal attack by Iran on Israel".

"Just to simply announce today that we will change our approach on arms exports, it would make Hamas stronger and it would make a hostage deal less likely," he adds.

He said he wanted instead to focus on "hammering away every day" on getting humanitarian aid into Gaza.

On Friday, the US State Department released an investigation which found Israel may have used American-supplied weapons in breach of international humanitarian law during the war in Gaza.

Pressed on whether he agreed with the findings, Lord Cameron said Israel's "performance is not good enough", arguing "Israel has not had a clean bill of health" on allowing humanitarian aid into the country.

But the UK "has a different approach" and Lord Cameron said he was "not really interested in message sending" through political moves like ending weapons sales.

Lord Cameron said: "I'm interested in what can we do to maximise the British pressure and the outcome that will help people in their lives - including getting the hostages, including British nationals, released."

He dismissed the idea of British boots on the ground in Gaza, saying it was "a risk that we should not take".

It comes after the BBC last month reported the government was considering sending British troops into Gaza to help deliver aid via a new sea route.

'Aiding war crimes'
Labour MP Zarah Sultana accused the government of not following its own rules by supplying weapons to Israel.

The government's Strategic Export Licensing Criteria prevents weapons sales "if there is a clear risk that the items might be used to commit or facilitate a serious violation of international humanitarian law".

Ms Sultana said the scale of arms sales to Israel "does not matter".

"We are aiding and abetting what are war crimes happening on a daily basis" she told the BBC.

Labour's position on Gaza has shifted since the 7 October Hamas attacks, in which 252 people were kidnapped and about 1,200 killed, sparked a full-blown Israeli military operation in the area.

Since then more than 35,000 people have been killed and 78,000 others wounded in Gaza, according to the territory's Hamas-run health ministry.

Last year, 10 Labour frontbenchers quit over the party's failure to call for a ceasefire in Gaza as it instead backed a "humanitarian pause" to allow aid to flood into the country.

But in February, Labour began calling for an "immediate ceasefire" after the situation in Gaza "evolved".

Mr Ashworth, a senior member of the shadow cabinet, said he did not "want to see British-made weapons used" in an invasion in Rafah.

"A full-scale offensive into Rafah will be a catastrophe beyond descxtion," he said.

He called on the government to publish the legal advice it has been given on arms sales to Israel.

It's interesting and at the same time pretty wild how decision for or against Israel, keeps sending ripples through a very complex web of international relationships.

I think this is the overall strategy from Hamas' regional allies, even if not of Hamas itself.
It was obvious what would happen if Hamas attacked. And with well placed propaganda and tugging on heart strings, the world's overall response to Israel's invasion of Gaza was also predictable.
Israel is in a worse place politically than they were in September 2023. Their ties with allies are weakened. Their perception our side Israel has gotten significantly worse.
For their regional foes, this was well worth the civilian lives.

FelbrHostu
Damaging international support was part of Hamas's goal; but only part. The main part was reducing regional influence, and I don't think that has happened to the degree that was intended. Israel's regional partners (I'll stop short of saying "allies") still trust Iran, Hamas, and even Palestinians in general less than they trust Israel.

There was a report that the Hamas leadership actually thought they'd take Israel, and had plans on how to divide it up and which Israelis they would need short term. Rather delusional, but not surprising coming from religious extremists fighting what they see as a holy war.

RockstepGuy
Yeah, their plan was for other terrorist groups, maybe even nations, to go out and do it, they would throw the first stone so the rest would follow.
In the end, they were delusional since some people really prefer to be alive rather than dead.

Israel is integrated into the Western defense architecture, we can't refuse to sell them arms without risking Israel not selling us weapons when we need them.

What? In 2022, Israel exported $357M in Weapons, making it the 17th largest exporter of Weapons in the world. At the same year, Weapons was the 16th most exported product in Israel. The main destination of Weapons exports from Israel are: United States ($123M), Philippines ($65.7M), India ($41.1M), Thailand ($27.1M), and Spain ($12M).
The fastest growing export markets for Weapons of Israel between 2021 and 2022 were El Salvador ($8.46M), Australia ($6.53M), and Brazil ($6.46M).
Explain your stance on European dependence on Israeli arm sales, please.

ThinkingCap-on
1、Israeli companies operate European subsidiaries that manufacture things like anti tank weapons in Europe.
2、Israel provides key components for programs like the F35
3、Israel develops important technologies like Iron dome and trophy that are being adopted by western militaries.

Europe is entering a position they never been to before since WW2.
If the Russia coalition decide to attack NATO and Europe in particular, we will need the defensive systems that Israel own.
We saw how Israel blocked the Iranian attack (with help of course, and clearly we helped to get some experience dealing with that type of weapons which was used for the first time very recently). Russia have stronger missiles and more of them, some of which are nuclear. Europe may need much more defense than we currently have.

i-am-a-passenger
Don’t we mainly sell them components for missiles that improve targeting anyway? So by stopping the supply of these components, we would be forcing them to use less accurate weapons?

WillDigForFood
No, the UK primarily sells them aircraft and vehicle components.
Munitions and munition conversion kits amount to less than 10% of the total value of the UK's export licenses to Israel (which, in total, amount to barely 1% of Israel's annual weapons purchases, domestic or foreign.)
The UK is actually a net importer of military equipment from Israel.

Wouldn't it be more effective to invest in cutting Hamas off from resources and isolating them from leeching off the palestinians instead of comitting to an open conflict?

Warrior_Runding
No, the most effective way to kill an insurgent ideology is to be more appealing than them. Full stop. You will never kill an insurgency through military means - best case scenario, you only kill insurgents and insurgents use that as a recruiting tool. We are very far from the best case scenario.

Akira282
Hamas gets more recruits among the Palestinians as more civilian deaths occur. The cycle goes on and on. I feel like Israel has tried this tactic of eradication before and it failed. Doing the same thing over and over yields the same results.

Unlikely-Painter4763
Israel has not done anything remotely close to this before. At worst, very limited artillery shelling and very targeted strikes. Best to stick to facts when discussing history and what's been effective.

fiction8
Absolutely. Bombing Rafah is a fool's errand and will just result in more war crimes.
What I wish Israel would do is start peeling away the population with incentives. Take one of the empty cities/towns up north, clear out the rubble with military labor, and set up a humanitarian area that is overseen by the IDF (to prevent any tunnel activity) but offers a place for women and children to live and get educated.
Keep the aid rolling into Rafah and Hamas penned in, just offer a different. Leverage the million+ Palestinian Israeli citizens who already live in Israel to connect with the non-Israeli Palestinians and find the ones willing to just live their lives in peace.

Warrior_Runding
I mean, this would also require Israel to end all of their apartheid activity and compromise on Palestinian statehood. Offering humanitarian aid to a people after destroying their homes while holding them under a military governorship is the barest minimum of ending the current hot war. Israel has a very long way to go before they look like a more appealing option to the Palestinian citizenry.
