MPs have urged the next government to consider a total ban on smartphones for under 16-year-olds and a statutory ban on mobile phone use in schools as part of a crackdown on screen time for children.

Members of the House of Commons education committee made the recommendations in a report into the impact of screen time on education and wellbeing, which also called on ministers to raise the threshold for opening a social media account to 16.

Robin Walker MP, the Conservative chair of the committee, said excessive screen and smartphone use had a “clear negative impact” on the wellbeing of children and young people.

Walker said: “From exposure to pornography, to criminal gangs using online platforms to recruit children, the online world poses serious dangers. Parents and schools face an uphill struggle and government must do more to help them meet this challenge. This might require radical steps, such as potentially a ban on smartphones for under-16s.”

Rishi Sunak has been weighing a ban on selling smartphones to under-16s, as well as raising the minimum age for social media accounts, but a planned consultation on the proposals has not been published.

The education committee report said the next government should work with Ofcom, the communications regulator, to launch a consultation on new measures for use of smartphones – handsets that allow people to easily download apps and view websites. These would include: a “total” ban of smartphones for children under 16; parental controls installed on phones by default; and controls in app stores to prevent children from accessing inappropriate content.

The report also says the government should consider enshrining in law a ban on mobile phone use in schools in England. In February ministers issued guidance for headteachers that “prohibits the use of mobile phones” throughout the school day.

The report called for a formal monitoring regime to gauge the impact of the ban and to keep in reserve the option of making it statutory. “If results show that a non-statutory ban has been ineffective in 12 months, the government must move swiftly to introduce a statutory ban,” said the report.

The report added that the next government must launch a consultation before the end of 2024 on whether 13 is an appropriate age for children to allow social media platforms to access their personal data online – and open a social media account. The minimum age for opening an account on most major platforms in the UK is 13.

Pointing out that the age of consent in the UK is 16, that a child cannot drive until they are 17, and that the voting threshold in England is 18, the report added: “The next government should recommend 16 as a more appropriate age [for the age of digital consent].”

The report cited research showing a 52% increase in children’s screen time between 2020 and 2022 and a study showing nearly 25% of children and young people use their smartphones in an addictive manner. It also flagged research from the children’s commissioner for England showing that 79% of children had encountered violent pornography online before the age of 18.

Ofcom reported recently that a quarter of three- and four-year-olds in the UK now own a smartphone, with nearly all children owning a mobile by the age of 12. The communications regulator also found that half of children under 13 are on social media.

The MPs said: “The overwhelming weight of evidence submitted to us suggests that the harms of screen time and social media use significantly outweigh the benefits for young children.”

Smartphone Free Childhood, a campaign group calling for handset restrictions, welcomed the report. “It’s hugely encouraging to see this influential committee, who have heard a wide range of evidence from experts across education and child development, coming to the same conclusion as our grassroots community of 100,000 parents,” said Daisy Greenwell, the group’s co-founder.

Ian Russell, the chair of the Molly Rose Foundation and whose 14-year-old daughter Molly took her own life after viewing harmful material on social media, said the next government should concentrate on regulation and not bans that could deliver “worse outcomes”.

He said: “Smartphone and social media bans would cause more harm than good and punish children for the failures of tech companies to protect them. The next government must follow the evidence and deliver stronger regulation.”

I'm sure the kids will explode if you ban them in school, but it's not the worst idea I've heard. I can see more drawbacks than benefits to everyone having them all the time.
I'm not sure banning under 16s generally is realistic at all though.

It is realistic in schools and should definitely be done.

Already done in my lad’s school. They also seem to have a weird blocker in place in The building where there is no access to mobile data, so you can only use the school’s WiFi, and that requires authorisation beyond just knowing the password. It’s pretty boring when you have to wait in reception for ages.
They got hacked and ransomewared just after lockdown so I assume it’s to prevent that happening again rather than to protect students.

The kids won't explode. The fucking parents will. It's the PARENTS that need to be in contact with little Timmy every second of every day that cause just as many problems as Timmy playing clash of clans in his lap. Because little Timmy will text mummy complaining about something and 10 minutes later she's at the door giving the poor receptionist hell wanting to speak to the headteacher immediately. We've had parents facetime their kids phones to yell at the fucking teacher in the middle of class. It's insanity.

Well this problem is two fold, sounds like you work in a school and are desensitised to the issues that arise from negligence in schools. Yes absolutely wrong for a child to face time and scream at a teacher in the middle of class. Equally from my own personal experiences teachers and admin seem to try and hide their failings and issues that arise from children being in school, So yes there should be no issue with any parent being able to reach their child if issues are present in school particularly as by the time most schools decide to do something about it it’s too late.

In schools I can understand, but a general ban is an authoritarian overreach to undermine young people’s access to information that would help them make more informed decisions, especially in terms of who to vote for should Labour get in and actually lower voting age to 16.
Banning smart phones for under 16’s could then be argued to be a desperate attempt to cultivate a new uninformed generation who are susceptible to MSM biases and whatever narratives the state want the public to believe or rally behind. Thats exactly the type of ignorance and misinformation which combined to result in the ill informed brexit and subsequent economic and cultural nosedive we’ve been in ever since. Had people had the kind of widespread access to unfiltered information we have now back then, I feel its unlikely as many would have been taken in by the lies and machinations of UK media, as they’d have better access to unadulterated foreign viewpoints.
This seems like an attempt to wrest back the control over the masses that the ruling classes have been slowly losing over the last 15-20 years between better informed youth and the decline in influence of state religions.
The ruling classes have historically always hated when the peasants are smart enough to realise they’re being used. Better to keep them in the dark with such authoritarian policies

There is evidence of negative effects and positive effects. For many of the poorest kids access to the Internet is the only IT they have to support them with homework/ their studies so there is a considerable risk of chucking out the baby with the bathwater. Most of the anger I see online is from 'adults' and 'adults' failure to regulate social media companies known to be harming kids. Perhaps the 'adults' should put their own house in order rather than leaning on kids' use of social media as cover for the range of factors causing mental health problems, including poverty, lack of access to mental health support and schools made of melting concrete?

When I was in high school 2007-2012, any phones out during school time would be confiscated immediately. It shouldn’t have changed! Don’t schools provide tech to students nowadays if it’s required? Surely those devices have strict blockers on them.
I get that phones are needed these days, but I’m not allowed mine at work, emergency calls are always allowed, and internet access is available with blocks. Schools shouldn’t be any different, there’s a time and a place. Kids don’t need to be attached to their phones all hours of the day.

There are legitimate reasons for someone under 16 to have a phone for example keeping in contact with their parents should they need a lift home. Begin able to access certain websites is now essential for services, paying for good often needs a smartphone young teens don't have bankcards and alot of places won't accept cash for goodness sake.
It's pretty funny seeing how millennial men who make up the majority of this subreddit have rotted into hysterical authoritarians obsessed with banning everything that remotely scares them not unlike their own boomer parents. Like legitimately do they not live in the modern world and just pine for the 1990's now?

I’d go one step further in schools and strip out all the technology. A school smartphone ban seems stupid when schools have then dropped absolutely eye watering amounts of money to put Chromebooks and iPads into children’s hands, often unnecessarily given they’re often used poorly. They end up being an expensive, hard to maintain gimmick that just adds another distraction to the school environment. Go back to learning with books and paper.

Utheran
Strip out all the technology... Do you even know what technology is? You want to take out paper, books, pens, calculators, heck the building itself is technology. Why is the technology you dislike so much more dangerous than all that other technology?
This is a ridiculous take. Like saying we should ban paper since most students just doodle on it. In your words, using it poorly and adding another distraction to the learning environment.

I bet you can't computer.
We have a generation kicking and screaming about being left behind as everything moves online and you want to ban technology in schools...

I would vote for any party if they were to implement a ban on smart phones at school. Zero need for a child to have a smart phone in school. If they have a problem, tell the teacher.
