improve roads and infrastructure
get trash out of the roads/waterways
make it culturally and legally not worth it for men to be creeps to women
Easier said than done, but societies have made these kinds of improvements before.

I’m an American staying in India. It really is a lovely place and I think all three of these are good suggestion. Id just reverse the order. First address the creepiness, then the trash, then the infrastructure.
I can see people coming to India more even with poor infrastructure so long as people feel safe, but nobody will care how nice roads are if people feel creeped out.

Did you miss the part where I said as a man? Men also go on holidays by themselves and aren't always looking for cheap sex or hookers or whatever.
I was in Chiang Mai and I saw a group of loud obnoxious Australians invade the swimming pool and scare off two young Chinese women.
So...like I said, I think groups of men can be considered threatening and in India where they just stare and they come up to you to touch your hair etc, people don't know what to make of it and tell their friends when they get back home in return double think their holiday plans.
But main things are pollution, slums, how easy easy it is to get around etc. India is not even friendly to travel around for Indians man.
And do you have evidence to back up your claim that the vast majority of travellers aren't women? Nearly every woman I know has taken a holiday by herself with her friends.

So...like I said, I think groups of men can be considered threatening and in India where they just stare and they come up to you to touch your hair etc, people don't know what to make of it and tell their friends when they get back home in return double think their holiday plans.
But main things are pollution, slums, how easy easy it is to get around etc. India is not even friendly to travel around for Indians man.

If I dropped an Indian onto the streets of China, I guarantee none of em would go into a sit down restaurant, decifer the menu, and choose a meal they have never bought before. Also the portion sizes of street food are reasonable for one person compared to a restaurant. They would rather try multiple different foods from street stalls than one ethnic dish.

You can just claim Varanasi as the oldest city, apart from the fact that literally subhumans definitely live there.
