I would say that a lack of civic sense + hygiene/cleanliness are among the top priorities.
The Swachh Bharat Abhiyan appears largely ineffective, as to me India seems to be becoming even dirtier than before. Even Himalayan states like H.P & UK are not immune to this, as you can see heaps of garbage thrown on sides of roads & water bodies everywhere.

I do this haha. But I needed to leave India to see the good. Once I got away from crowds and rubbish I see how we have good community. It annoy me how everyone know your business when I grew up in India but now in Europe I see how no one has any interest in anyone, just themselves. I see the hate in eyes of people when they see Indians and that's something I never experience before. I know we have caste and religion problems but when you leave India you see we were all the same to the rest of the world.

To be fair, it's the land that made Indians the way they are. The climate of India creates recurring famines which result in skinny fat, narcissistic, low empathy people. The heat automatically makes you lazy at a cellular level.
If only the leadership, like the Singapore leadership, realise how important Air conditioning is for productivity in hot countries.
