Which city in China has the "closest" quality of life comparable to that of developed countries city?
Since you stress a lot on environmental quality, I'd also recommend Shenzhen. It's an easy choice. I've lived in Dalian for 7 years and can tell you it's no longer clean. Same for Qingdao, smoggy winters are guaranteed in North China due to the heating system that relies on coal burning.
Shenzhen boasts the best air quality among all major Chinese cities.

It beats all northern cities that it's green throughout the year thanks to its semi-tropical climate and fantastic green coverage. I can't get enough of the green in Shenzhen, even in downtown or along the freeways.
It's GDP aggregate is about the same size as that of Hong Kong; it's GDP per capita is on the same level with Czech Republic and South Korea. Shenzhen offers you the quality of life that you can't access in many developed western cities, yes, I'm sure, if you stay in the right places, namely Nanshan, Futian and a bit of Luohu districts. But these areas are big enough for most expats in Shenzhen. You'll see world class skyline and infrastructure, as well as efficient public transport system that makes your life neat and efficient.

Shenzhen is also a new and vibrant city full of migrants from all over the country, and the world. The average age of Shenzhen residents are merely over 30. It can always offer you something new and exciting. If you love that kind of vibe, it's the right place. The large and expanding expat community will keep you away from the state of isolation.
Very importantly, if you want to take a breathe in the "free world", Hong Kong is just a river away! This is the single biggest lure as well as convenience to me, as I still have HK residency and can go back and forth through Shenzhen quite easily.
To balance the scale, I'll have to mention the things that are less nice there:

1. Choosing Shenzhen means you'll live in a modern city with the least Chinese feature. Being the newest metropolis it doesn't possess any historical heritage in the urban parts. But you can come over to Guangzhou if craving something cultural. It's just 1.5 hours away by train.

2. Parts of Bao'an, Luohu, Longhua and Longgang districts are still pretty much plain and dirty, but still above the average level of the country.

3. Daily expense is higher than many other cities, especially for housing. Shenzhen's housing price has seen the largest increase among all major cities in recent years, and it's on-going. That affects the price of almost everything. But hey, then you get paid better accordingly.

if you are skilled or from a strong family background, you live well in any country. Otherwise, you are miserable even in luxembourg or qatar. I live in silicon valley, poverty people here are more pathetic than in north korea.

The people are just nice. If one has the "uncivilized Chinese" mindset, then perhaps staying out of China is a better choice, as you'll inevitably bump into some that act weird, especially at the train stations in every Chinese city. But generally it's fine. Why don't you come for a 2-day visit to shake off the bias derived from western media?
You're not suggested to drive a car in any Chinese city, although Shenzhen has the most advanced technologies and laws to regulate traffic. The public transport is enough for most people, including expats. If you have a lot to spend, lease a car and a driver is fine.

Upvoted for first paragraph, I was going to write the same thing. As for driving - Shenzhen like all Chinese cities has a good public transport system. But the city is very car-oriented and is not really laid out well to make transit convenient. Living in Shanghai, I don't have a car, but if I moved to Shenzhen I would seriously consider it.

I understand what you mean with the "uncivilized Chinese" comment. But you have to keep in mind that China is an immense country. There are literally more people in China than there are in the US and all of Europe put together, so even if only 1/2% of Chinese engage in "uncivilized" behavior, you're going to run into it.
That being said, considering that China has a much, much lower violent crime rate than either the US or Europe despite much higher population, you might very well ask why either is so "uncivilized"

I bumped into uncivilized people and way more weird people than in China on SF streets everyday, ironically. And SF is just a city with under 1 million population, while most Chinese cities easily have over 5 million.
The point is uncivilized people could be everywhere, given how immense China is.

Your bias is just ridiculous. Cities in western countries like New York have way more uncivilised people than Shenzhen. You can see people shouting, asking for money and arguing with each other on subway trains in downtown New York.

Shenzhen people are not as well-mannered as Hong Kong people on average, based on my observation on SZ Metro and HK MTR.
Expats coming from developed countries are strongly suggested to be mentally prepared before they start driving on the road. There are (much) less civilized drivers here than in HK. But roads here are wider.

Economically,it is one of the most prosperous cities in China with vibrant technology and finance industry. If you are an entrepreneur with keen interest in smart hardware/internet, Shenzhen is THE city you want to be in.
Environmentally, it is the cleanest tier 1 city in China. The air quality is consistently good even by western standard, there are tons of parks in the city centre where you can go for hiking and picnicking. While the summer is pretty damn hot and lasts for 4-5 months, the rest of year is blessed with warm temperature that you can walk outside with a jacket on....for most of time. If you love a combination of robust city life and plenty of greenery, Shenzhen is where you want to be. The ocean and beach is also a nice bonus.

Socially, Shenzhen is kinda meh compared to Shanghai and Beijing. The city is still damn new, and while the cultural scene is booming, it still pales in comparison with the other tier 1 cities. The food is alright, the variety is there but I find the quality and authenticity mediocre. However, its close proximity to Hong Kong means you can go for a quick weekend trip to satisfy your tummy.
Overall, I think Shenzhen is already the San Francisco of China. At the current rate of development, San Francisco will be known as the Shenzhen of America in thirty years.

While Shenzhen cannot culturally rival San Francisco now, the city is developing its own charms now with some really nice areas popping out from left to right. I think in the next 30-40 years, it could develop some really lovely cultural centres that can put it in the same league with San Francisco.

If you like Hongkong Singapore, or you think they are delvoped country, I'd say Shanghai look alike them.
If you prefer a bit history, have some story in it, with historiical things around, then Beijing. Part of Beijing also tall buildings but not everywhere.

Bejing look bigger than Shanghai because wider road. 8 cars trafix lane easily, so it makes you feel "a kingdom's land is big"
Shanghai more like Hongkong Singapore maybe like Tokyo since a lot people in Shanghai as well,, a bit tidy road mostly.
In Shanghai the air conditioning in winter, like Hongkong or Singapore. But! Too cold for air conditioning. Consider of that, think carefully for going in winter, Beijing more like cold contry or city with heat inside. Well Beijing's air quilaty isn't so good, but they always control it by make some rain and wind, so better than lot's of other developing country, better than other small city or village where construction still keep going .

I just came from Singapore to Langkawi. Plan was to enjoy calm feeling and beach with white sand. But Lankawi has too many constructions(just some area not everywhere), dusty makes me allergy(if I walk in that area on the street), Compare this, Beijing is way better, sorry to say that. At least I don't have allergy in Beijing.
"the "closest" quality of life comparable to that of developed countries city"

Bejing Shanghai, many area will make you really comfortable, can rent hight-end appartment, many(i say many) "westen-style" supermarket(import everything for sell), all kind of brand you can buy(even though some may a bit pricer) and sooo many food chioces. You don't have to carry almost anything from your home contry now with everything so easy to buy. Westen or asian restaurant everywhere. English speaking mostly in Shanghai. Beijing is possible as well. You can easily find your kind of friend easily.

With uber you don't even need public transporation anymore, bike lane everywhere.
The difference are: people. Speak loud in public, eat in Public, traffic jam happen everyday with bad drivers and press horn some times. They are not mean to do that, they just never learned in a way to understand of respect other people in public. Its changing with no smoking everywhere etc, but take some time. Oh, also people wait in line as well .

Other cities in China ... close as Beijing Shanghai. Difference are: western food restaurant choices (mostly western people eat inside Italian restaurant, not Italian style restaurant), import supermarket, English speaking, group of people from your home contry, event... isn't that many. The city looks like delvoped contry, maybe yes, but to feel like living in a delvoped contry need more friend eat shop transport play etc.

and don't forget that its shipps goods can import and export
