Shanghai without a doubt. I lived in China for 7? years, 1 year in Shanghai and 6? years in Beijing. That being said nothing comes close to the quality of life in other develop cities. You constantly have to deal with air pollution (Beijing and the north are by far the worst), food pollution (acid rain from pollution, pesticides etc.) water pollution (some say that even processed water in China isn’t healthy, i don’t know about that though, but they say it is due to the chemicals used to clean the water). I couldn’t take it any more after 7? years.

Please be cautious on the answers from those who spent most of her/his life in only one metropolis like Shanghai/Beijing/Shenzhen besides her/his hometown. At least you need some cross-comparison.

- 6.5 years living/studying in Nanjing,

- 3 years living/working in Shanghai,

The closest Chinese city to the West in my view is actually not a complete city, but a district of a city. That’s Suzhou Industrial Park or SIP for short.
Please do not take that name as it is. It’s not a place packed with factories, but rather, a very nice community and a carefully designed city.

Actually SIP is a place younger than Shenzhen. Shenzhen started from scratch in 1980, when China had just opened herself to the world, while SIP started from scratch from 1994, with China having plenty of experiences in exchanges with the West. So the design of SIP follows the West to a larger extent.

Western lifestyle. Take shopping for example. American families are dispersed in their own houses and drive to neighborhood centers or regional community malls for living commodities, while Chinese urban families live in residential communities, or “xiaoqu” which is an aggregation of several to tens of apartment buildings, and normally go to small shops and restaurants present everywhere along streets and lanes for everything, and agricultural markets and street vendors for fresh meat and vegetables. In SIP it’s a combination of xiaoqu as in China, and neighborhood centers/malls as in US. Without many spontaneously decorated small shops typically present along Chinese streets, streets in SIP seem neat and tidy, while convenience is not too much sacrificed with high density of neighborhood centers. But still you will feel you are in desperate need of a car.

Foreign residents. There are 190000 foreigners living in SIP within the area of 278 sq km, ~60% of which is for residential and commercial purposes and ~40% for industrial. Considering the permanent resident population of SIP is a little bit over 1M, it’s quite a “international” place.
And I agree with other answers that Shenzhen is a good fit, too. Shenzhen has better general air quality while SIP has better urban planning. But it’s not fair to compare the entire Shenzhen to one key area of Suzhou.

Shanghai is a huge city and its culture has very long West influence. But it’s too crowded and its suburb area is no different than other parts of China. And it’s hard to find a nice and quiet free park there. It will attract Westerners but I don’t think the life here is closest to the West.
xiamen, Hangzhou and Nanjing are also very good, with xiamen nice climate and good air quality, Hangzhou and Nanjing a combination of rich history and modern image. But if you talk about living and go into details, SIP is still closer.

I would say Shanghai but sometimes in winter its air quality deteriorates but not as Beijing. Beijing's air pollution might have already peaked last year , so it can only get better now. If you want the purest air + Economics + less crowded, I will suggest xiamen. Chengdu is not a bad choice either.

I’d also suggest Shenzhen or Hangzhou (lived in both of them for a bit).

The suggestion comes with a caveat though (which applies to any Chinese city): Be healthy in the first place. If you are not China is expensive since you need to pay everything out of your pocket and there are lots of institutions and doctors which try to cheat you. Because of that you can also not trust them, which can be a big problem. You can of course get an international health insurance (which is also expensive in the long run). If doctors/hospitals figure out that your are insured they will prescribe you the most expensive medicine though (again, the same issue).

If you are talking about city like New York, Shenzhen/Shanghai/Hangzhou are quite comparable, all crowded but well developed and most important of all diversified. Those cities are open and citizens are a lot more civilized than the rest, if you are not a hatred of China.

It is possible but it should not be done, because a capital should not located near the sea due to military consideration, that will be too easy to be attacked if war occurred.

In contrast, Beijing was the capital of China for a very long time, it gathered top intellectuals, economic power, and stronger defence.
So both historical and strategic reasons will discredit Hong Kong as the capital.
