I’m sure it’s not WW2, I think only fanatics wouldn’t like another country for that. My guess is something economic or some kind of foreign policy that one or the other doesn’t agree with.

I'm guessing its because Germany is the defacto "Big Man" of the EU, and the recession hit Italy hard, with many of the EUs policies (and Germanys itself policies towards debt repayment/forgiveness/etc) being criticized by its poorer and most hard hit members at the time
I wouldn't be surprised if many from those poorer EU states saw Germany as kinda like a bully from a rich family, who still steals the poor kids lunch money. (I'm not making a moral judgement myself, I'm far from knowledgeable enough on the topic to do so)

As an Italian I think it comes from various causes:
ww2 (not so much though)
Italian emigrants who went to Germany and were victim of "racial" discrimination
the general tendency of Germans to be smug, snobby, thinking they are superior
national football teams rivalry
the general perception of Italians to be constantly fucked by EU (therefore from Germany)
As a bonus I work in the mechanical engineering environment so I cooperate with Germans much of the time. They tend to be obstinate about minuscule irrelevant things. For example I once had an entire batch of milling cutters being returned by a German customer because 1 single piece out of 30 was out of tolerance by 1 micron (at least that's what their machine had told them) which is something completely irrelevant and one could also critique the validity and reliability of such a measurement. This is something that grinds a lot of Italian gears, by mentality we are much more likely to make things work even though they are not perfect.
Edit: I want to specify that this dislike towards Germans is just stereotypical, you'll never find an Italian not willing to help you just because you are German. Sure they may at first give you a weird look but for us Italians it's all down to personality, if you are a good person we give you our heart. If we don't treat you well it has nothing to do with your nationality.
Edit2: the dislike is also disappearing rapidly amongst younger generations, people 40 and younger are pretty much indifferent towards Germans in general

In Italy as an example, most people associate "crisis" with economic/financial disaster rather than, say, a war or a natural disaster, and in that case the UK (Or Germany, the lowest scoring country) are likely to take the hit better than Italy itself, so if anything we'd likely be the ones needing their help.

“Willing to help in a crisis” does not exclusively mean military (though both you and I know, with the exclusion of perhaps France, Germany and Sweden, the UK is pretty much the only European nation capable of military defence anyway), and the UK has shown again and again that they are willing to send aid and support to nations in need, often on the other side of the planet. Thousands of visas were just handed out to Hong Kong and Afghan citizens just last year.
I say this as someone who grew up in Africa and Europe and has lived all over the world. Post Brexit most Europeans have turned into such contemptuous little shits when it comes to the UK, it’s honestly disgusting. Take one look at the threads on r/Europe for proof, it makes me ashamed to be associated.
