In the last 10 years, Chinese engineers have refined their highspeed train design, and thus just improved upon it. China has a supply chain. All support industries are there. They already projected the needed components and premanufactured them. 12 hours refers to the assembly process of the train/locomotive. The author' assumed that viewers understand the technology behind it.
China also allocates more investment in R&D for future generations. Japan is the only country that can compete, but the future is uncertain. Don't count on France and Germany, they just deindustrialized their countries. They no longer have the affordable energy that Russia provides. In addition to the technical knowledge, this heavy industry needs energy to transform raw materials into valuable products such as planes, trains, and cars..... Europe is not competitive either. The best way they can support this is to fabricate certain components. However, as of now, China can independently part at least 90%. China will own this industry. China still has a long way to compete with Boeing and Airbus. But, don't count China out. Give it another 15 years! China seems to dominate any industry when it decides to get in. China is a formidable opponent or partner. Let countries make their own decisions.
