Prosecutors allege specifically that Buglio violated 18 U.S.C. § 242.
Scranton ABC affiliate WNEP identified Individual #1 as Paul Delorenzo of East Stroudsburg, Pa. He told the TV station he criticized the chief and the department for being “slow to make an arrest” in a case which involved him. The TV station’s report says Delorenzo also “accused the chief of committing a violent crime.”
“He called me, left me a voicemail, and said that he was going to arrest me for a crime that was being investigated for something I’ve never even done or had any part of,” Delorenzo told the TV station.

“He goes, ‘Well, you like to post fake things and fake stories about me so, I could make up a fake arrest and put you in jail,'” Delorenzo said.

According to other court records, the chief signed a plea agreement related to the case on April 22. A defense attorney signed the document April 28. The timing of the plea agreement is interesting considering the charging document is dated May 27. Prosecutors signed the plea agreement on May 27 as well.

I had handled a few 1983 cases, including claims of excessive force that fell apart once the defendants produced video. So I asked him why he thought that body cams did more harm than good. After all, it could disprove a lot of false claims of police misconduct, and nip some of those accusations in the bud.
And the way he saw it was that they didn't need video to protect themselves, because their own testimony was enough.
Seemed backwards to me, but that attitude is disturbingly common among police officers.

My personal belief is cops should be held to a higher standard than regular people because of the power they wield. They should absolutely be wearing body cams that cannot be disabled under any circumstances, and if found guilty of any crime while in uniform should start at double the sentence and no possibility of parole for good behavior.
BTW, I work in security and wear a body cam. I accepted that I will be fired and prosecuted for even small things . I am held to a higher standard because I am expected to control the situation to serve and protect.
If cops were really about serve and protect, they would embrace cameras and being held to a higher standard same as I have.

There is also all kinds of discretion loopholes. Point is, don't rely on being innocent to keep you out of jail for the week. That cop was not making empty threats. And if he hadn't expressed his desire to do that, he would have gotten away with it.
