Europe’s unity over the war in Ukraine is at risk as public attention increasingly shifts from the battlefield to cost of living concerns, polling across 10 European countries suggests, with the divide deepening between voters who want a swift end to the conflict and those who want Russia punished.

The survey in nine EU member states – Finland, France, Germany, Italy, Poland, Portugal, Romania, Spain and Sweden – plus the UK found support for Ukraine remained high, but that preoccupations have shifted to the conflict’s wider impacts.

“Europeans had surprised Putin – and themselves – by their unity so far, but the big stresses are coming now,” said Mark Leonard, a co-author of a report by the European Council on Foreign Relations (ECFR) on changing attitudes to Russia’s invasion.

Governments’ ability to retain public support for potentially harmful policies would be crucial, Leonard said, warning that the gulf between the “peace” and “justice” camps could be “as damaging as that between creditors and debtors during the euro crisis”.

The survey found that despite strong support across Europe for Ukraine’s bid to join the EU and the west’s policy of severing ties with Moscow, many voters in Europe want the war to end as soon as possible – even if that means Ukraine losing territory.

That view often did not reflect the position of national governments, the authors said, cautioning EU leaders against “maximalist positions” over the war and suggesting they remain tough on Russia but cautious about the dangers of escalation.

“In the early stages of the war, countries in central and eastern Europe felt vindicated in their hawkishness towards Russia,” write Leonard and his co-author Ivan Krastev. “But in the next phase countries such as Poland could find themselves marginalised if the ‘peace’ camp broadens its appeal among the other member states.”

The polling, carried out between 28 April and 11 May, found near-universal support for Ukraine, with 73% of respondents across the 10 countries blaming Russia for the war.

More than 80% in Poland, Sweden, the UK (83%) and Finland (90%) said they held Russia responsible, along with strong majorities in Italy (56%), France (62%) and Germany (66%), while majorities or pluralities also saw Russia as the main block to peace.

There was strong support for cutting lixs with Russia. A majority across the 10 countries felt governments should sever economic and cultural relations with Moscow, with most – rising to 71% in Poland – also favouring an end to diplomatic ties.

Similarly, 58% across the 10 countries – rising to 77% in Finland – wanted the EU to reduce its dependence on Russian energy, even at the expense of the bloc’s climate goals, suggesting public support for a new round of EU sanctions, including on oil.

But ECFR’s polling showed a clear divide between Europeans who want peace as soon as possible (35% across the 10 countries), and those who want justice – defined as restoring Ukraine’s territorial integrity and holding Russia to account (22%).

A third “swing” group, who share the anti-Russian feelings of justice supporters but also the peace camp’s fears of escalation, accounted for about 20% of voters, the report found – with major distribution differences between countries.

The peace camp – whose backers also tended to believe Ukraine would be worse off than Russia at the end of the conflict – was most strongly supported in Italy (52%), the polling found, while Poland had the biggest justice camp, at 41%.

Crucially, views on the EU’s policy response to the invasion varied depending on which camp respondents were in, with justice voters backing the severance of economic, diplomatic and cultural ties, and peace voters supporting only the first of these.

Asked what worried them most about the war, respondents in Germany, Italy and France were most concerned about the cost of living and energy prices, while respondents in Sweden, the UK and Poland were most concerned about the threat of nuclear war.

As the conflict drags on and costs grow, governments will increasingly be forced to “balance the pursuit of European unity with opinions that diverge both within and among member states”, the authors write, pointing to a “growing gap between the positions of many governments and the public mood in their respective countries”.

Is it really hard to believe that people who are already struggling in their everyday life are scared by inflation and want the war to end as quickly as possible ? If we hadn’t spent the last 20 years destroying public services and furthering inequalities in the EU maybe we would see a more united front on this issue.

It's a completely false economy though. Does anyone really believe that any peace or negotiated settlement will last? Russia has been periodically invading neighbours since 2008. Conceding to them now, just pushes the problem forward a few more years when they decide they want to take some more land from somewhere else. A stronger response in 2014 might have avoided the invasion in 2022. It's just typical short term thinking to pass the problem onto the future which is all we have become good at as societies.

Yes they do, media has spent the last 20-30 years pushing peace through trade and what have you, that we have so many people genuinely believing in the ridiculous the notion that you can end a live war without a decisive developement in the field just by talking it out is evidence of the level that kind of idiocy has permeated our culture at this stage.

I don't know why people are shocked by this.
Yes, people prioritize things that either effect them directly or they believe are/will effect/ing them directly.
Humans have a prioritization mechanism.
How many people here, me included, ever think about Yemen? Or Somalia? The on-going conflict in the DRC? Cartel violence in Central America?
Maybe from time to time. But distance kills empathy.

Do you mean the majority faced reality after the initial outrage? cause what many asked in the beginning, is the suicide of the entire continent
at the end of the day, everyone's problems are more important than the rest of the world and almost nobody will sacrifice himself either for Ukraine or anyone else, now if we were to have a proper war, the whole continent versus Russia etc then maybe stuff would be different if peoples homes and families were threatened

It is everyone’s problem though. If Europe’s response isn’t continually strong, China may be emboldened to take Taiwan. Not only would that be horrendous for the people of Taiwan, but it would cause a massive global recession/depression when you consider how many chips and semiconductors are manufactured in Taiwan.
In a globalized world, simply allowing dictators to grab land whenever they want is not good for supply chains and keeping COL down.

Did you want to cut trade with the US over Iraq? Should we exclude Saudi Arabia from the global economy because of their actions in Yemen? Would you sacrifice your job and your standard in order to help Armenia resist Azerbaijani aggression?

Even though I agree with you, you have to take into account that millions of people in Europe had already been struggling before this started. Rent is insane in most European capitals, salaries don't reflect that and on top of those you now have inflation and gas prices. This is not just a matter of personal sacrifices, it's about survival for a lot of people.

You cannot be serious, or you're that ignorant, it's shocking really. Having a place to live is a matter of survival. Do you know the rent prices in Amsterdam, Hague, London, Paris, etc? I live in Amsterdam because of study/work, I pay enough money that would get me a villa back in Greece and it's in an old dirty building with mice running inside the walls.
I cannot go live in social housing or student housing because, (1) they aren't any left and (2) I have adopted two ex-stray cats and that complicates things a lot. Let me know if I should get rid of my cats just so I can survive according to your idiotic standards.

I know that everyone has economic problems and that they are taking care of their wallet more and more. but to lovers of the world at any cost, I love saying such things, look now Putin is consolidating territories equal to two Czech Republics, if you were offered to give him the Czech Republic and a couple of European countries so that he would calm down (and would you know that he would return in a couple of years)? This is a war not only for the territory, but also for europeans, if we lose, then People like Putin can continue to do whatever they want, they can calmly go to Lithuania and they will do little for him, because then they will shout that it is too stupid to use nuclear weapons for the sake of such a small country.

And? If people in EU and NATO countries are not willing to pay to make Russia pay then where do you take confidence that they will be willing to give up their lifes (which is clearly more important than money) and go defend Lithiuana?

Indeed east europeans should make their own nukes to stop Russia.

I was already quite pissed at the anti-vaxx in France, little did I know that in less than a year they'd become Putinoids which is far worst.
At least anti-vaxx seemed like simple stupidity, this is stupidity and evil.

I’ve been getting very frustrated with the guardian. They don’t have to focus on the question(s) that make it sound like people don’t want Russia held accountable. It was an editorial choice and I don’t think media framing of this kind helps the situation any more than say the daily mail or the New York post. Are they reducing themselves to sensationalism of another kind?

So maybe our politicians - on an EU level - should take this seriously. We're going to need serious economic assistance for HOUSEHOLDS in dealing with this crisis. Covid showed us our governments, when pressured and pulled by their fucking hair, can and will support not just companies, but individuals too.
We can support Ukraine and support our own people. If national governments are unwilling, the EU should finally step in and take the social welfare pillar on its shoulders.

You want another round of stimulus in the middle of the highest inflation spike since the 70s? Do you want to just crash the Euro or something? The boom is over, now it's time for austerity to get inflation under control.

yep, ppl seem not to understand basic economics, whaat will happen if u keep releaing more money into circulation amid soaring inflation?...inflation will rise even more, I think that some regulation of energy prices should be feasible though

Yeah well it's bound to happen anyway. Ukraine simply cannot defeat Russia so a deal will be made at some point. Inflation can cause major shifts in european politics and maybe the new players will be more understanding of Putin. Macron is already doing this by saying that Putin should be allowed to save face.

Surprise, surprise Eastern and Northern Europe who had bad history with Russia in the past want them to be held accountable, while countries with little-to-no history and Germany wants peace.
UK and Portugal positively surprise me tho.

Well the UK and Russia have been in a near constant state of international rivalry since the 1820s (with the exception of the 2 world wars and perhaps the 90s) so it's hardly surprising that they still have an axe to grind after 200 years of enmity.

The Russians themselves are talking about Poland or Moldova or other countries being next on their list of targets.
Any end to the conflict that isn’t a Ukrainian victory and a Russian defeat is setting the stage for another much larger war. It sends a message to the Russians the economic warfare against Europe is effective.

This is a false dichotomy pushed by Russian propaganda. End of the war would do very little to resolve the cost of living issue. Why would Russia give even the little impact it could have if they can keep blackmailing the weak West?
A weak and morally bankrupt take.

I mean we have all wasted a hell of a lot of money for the end result to be ukraine gives russia territories (it probly will end like this)
