Probably the hardest thing in these processes is moving from a system where corruption is your source of wages to government funding. A permit may cost $50, you pay the workers who has to do the real work around it $5/hr for the work. But you can't get someone capable of doing proper analysis for $5/hr. So that smart worker takes a bribe so they really get paid $15/hr. If you take away the Bribe, they can't support themselves. It's hard to just pay $10 and say "take half as much bribes please". You need to jump from $5/hr to $15.

It's similar to the idea I hear that politicians should get paid poorly. Which is a Terrible idea. If you're actually capable, you probably can get a decent job that pays well. But if you only get paid a pittance, then you either need to survive on bribery or the ultra rich are the only ones who can lead.

My parents would routinely be let off by cops during traffic stops in Mexico for telling them they wouldnt agree to a bribe. and they wanted a ticket. The cop didnt see it worth his time to even pull them over since they wouldnt give him money

I had a deal many years ago where they had announced shoes no longer needed to be removed. There were signs (at LAX) saying this. So I left my shoes on. There are some areas with good public transportation and bicycle/pedestrian friendly streets but for the most part, especially outside of cities, the areas are designed to accommodate cars more than anything else. The reason a lot of Americans drive everywhere is because (depending on where you live) we have no choice.

They were thinking it would only take a few hours to get from FL to CA and were baffled when I told then it was going to take 3ish days to get there.
