Any agreement that takes away from their market tends to need some sort of usually monetary compensation to get them to agree, it might sound weird but the farmers have a lot of money and influence.

How dare an independent, sovereign nation refuse to simply roll over and accept any and all demands the Almighty United States makes of us?
US dairy is of an inferior quality to ours and is stuffed full of hormones and other nasty stuff. Why should we let your inferior and ludicrously subsidized product flood our market and destroy our own industry?
The fact that you’re framing this as a demand and are appalled our refusal shows us everything we need to know.
You may have swallowed that Manifest Destiny, American Exceptionalism bullcrap you have been fed your entire life, but in the rest of the world, it doesn’t fly.
