If you have money and no skills better to stay in your own country and do business and if you have skill and no money go to a foreign country (where your skills will be much more appreciated and are compensated better than your own country) make some money come back and do some business. Better to stay in your own country rather than being a second grade citizen elsewhere. Those who require a better quality of life, more safety, or other personal benefits which is lacking in your country then better to migrate permanently.
