That promise alone won’t be enough to save Apple. Some of Mr. Trump’s advisers must realize that Apple’s promise may be nonsense. There’s little evidence the company will spend anywhere near $500 billion; the announcement mentioned just four new initiatives whose total investment is unlikely to be even one-tenth that amount. Unless the math misleadingly includes buybacks and dividends, which have nothing to do with American manufacturing, or unless further projects are really planned, the pledge, like the one Mr. Cook made in Mr. Trump’s first term, is hot air.

And this time, Mr. Trump’s tariffs are far more onerous. Set to take effect on Wednesday, they are the biggest threat to Apple’s business since Mr. Jobs returned to save the company from near bankruptcy in 1997. Analysts from Rosenblatt Securities estimated they could diminish Apple’s annual profits by $40 billion. Not only did Mr. Trump say last week that he would impose a steep 54 percent tariff on China (including earlier increases); he also included at least 90 other countries, effectively short-circuiting Apple’s efforts to reroute products through Vietnam (tariffs: 46 percent) or India (27 percent). In responding with tariffs of its own, China shows no sign of backing down from a fight. Nor does Mr. Trump, who is pushing ahead with an additional 50 percent tariff first threatened on Monday.

Even if it were possible for Mr. Cook to move Apple production out of China immediately, he would risk stirring Beijing’s ire and endangering a roughly $70 billion business there. His only option is to continue pushing more final assembly of Apple products to places like India and Vietnam while leaving the bulk of complex manufacturing in China — walking a line that grows ever thinner and more precarious. Apple shares have lost more than $1 trillion since peaking in late December.

iPhones are overpriced and each iteration of the ios limits user agency. I've come to hate Apple for overt planned obsolescence, including its capricious elimination of ports that force users to buy new dongles and adapters if they want to keep using headphones and other accessories. I have been following the reporting on Apple tactics to relocate out of China for at least six years. The story of how Apple created the supply chain within China right down to the smallest part is infuriating to observers like myself because I am retired military that included intel analysis. What I and my contemporaries see within a national security context is Apple's (and others') creation of Chinese high tech quality control that helped them make a decades Great Leap Forward (remember that slogan?) and become equivalently overnight a space faring nation. China has achieved its peer status with the U.S. thanks to Apple and other U.S. industries selling their souls for lower mfr. costs at their own cost of forfeiture of proprietary technologies. Thus, China has ascended to the status of mortal threat because of our short term business myopia. And it still goes on! Lenin once observed that the West would willingly sell the rope with which to hang itself. Validation of that view continues unabated.

If you know anything about manufacturing electronics like a laptop or cell phone you have to be aghast at what Trump is trying to do. The technology to assemble the very small parts and flow solder them to the circuit boards is phenomenally complicated. The supply chain dependency between all the components would take and Army to reinvent in the US. This is known as the BOM or bill of materials and required careful planning since the lead-times on the parts is many months. Taiwan makes all the main processor used in all computers so a 35% tariff on these would kill any assembly in the US. Most of the other components are supplied from Chinese sources.
There are many steps in the manufacturing process that require manual intervention(cheap labor) and don't forget testing and yield issues. The margins of these plants is low and in the US would spell doom for 1k apple cell phone. We don't have trained technicians to work on the assembly so where would these people come from?
We are trying to blame China for our large companies offshoring all our manufacturing to them. The corporations did it thinking we can maximize profits not some big plot by China. The naively believed we could contain the IP(Intellectual property) and that would stop them from developing their own software and chip manufacturing.
It would take Trillions in dedicated industrial spending to catch up the China's capability in electronic manufacturing, batteries and solar cell technology. No way!

Maybe they should focus on a phone that will last for many years, rather than one you need to keep replacing as the newest software becomes incompatible with your old one, even though the basic functionality has remained the same for a decade.
