The TaxPayers’ Alliance (TPA) has emerged as a key influence behind ministerial attempts in the last week to try to shut down the first public sector trial of a shorter working week at South Cambridgeshire district council (SCDC).

There are signs of a town hall fightback, with shorter hours now poised to be introduced in neighbouring Cambridge city council, and eight other English councils said to be considering testing the approach. Glasgow city council said it was monitoring pilot programmes and described the four-day working week as “an aspirational position”.

Dozens of private companies have successfully trialled the working pattern, and councils regard it as a solution to acute recruitment and retention problems that nine out of 10 councils say they face.

The levelling up, housing and communities secretary, Michael Gove, told council leaders this week he believed “very strongly” that taxpayers “need to have people working a full five-day week”.

The TPA, which claims to be a grassroots organisation and is part of a global alliance of free-market advocacy groups known as the Atlas Network, is running a “Stop the clock off” campaign against the four-day week.

Advocates of the working pattern – 100% of the work done in 80% of the time for 100% pay – claim the shorter working week boosts productivity, public health and builds a society “where we work to live, rather than live to work”.

But the TPA claims the day off amounts to a free holiday and says that is “simply unacceptable” in the public sector.

This week, the Guardian reported that shortened weeks were bleeding into schooling, with teachers reporting many fewer pupils attending on Fridays.

The TPA has previously been funded by US-based donors, and others it does not name because “many people do not like to talk about or broadcast their political views”.

The former chief executive, Matthew Elliott, went on to run the Vote Leave campaign. The TPA has campaigned against socialism (which it says “destroys freedom”), for the abolition of inheritance tax, and to scrap the BBC licence fee.

In the House of Commons in May, the Conservative MP Anthony Browne quoted the TPA’s claim that a four-day week in the public sector could cost £30bn a year in lost time. The prime minister, Rishi Sunak, said he was “disappointed” in the SCDC and urged it “to reconsider its decision”, saying residents “deserve better”.

Last weekend, the local government minister Lee Rowley told SCDC to “end your experiment immediately” and claimed it could be in breach of the council’s legal duties to achieve “best value”. He thanked the TPA for its work on the issue.

Joe Ryle, the director of the 4 Day Week campaign, described the TPA’s £30bn claim as a “back of a fag packet” calculation and cited a study by the thinktank Autonomy that put the annual cost at around £9bn, although it also estimates it could create more than 300,000 new jobs.

SCDC is refusing to stop its trial among 500 desk-based staff and plans to extend it to refuse collectors. It claims the four-day week has boosted recruitment and retention, cutting a £2m-a-year agency staff bill by close to £300,000. It said performance improved in processing housing benefit claims, emergency housing repairs, tax collection and planning, and asserted the councils’ right to “determine their own employment policies”.

Referring to SCDC, a spokesperson for the Department of Levelling Up, Housing and Communities said: “Pressing ahead with the choice to remove up to a fifth of their capacity would need to be backed by clear evidence.” It said this would be made clear in forthcoming guidance to councils.

As a civil servant I know deep down that this will never become a thing for us.
But if the government want to retain staff and aren't willing to offer decent pay increases then this is a viable alternative.
One day a week on my salary equates to 6800 a year in salary. A nearly 20% increase.

It all comes down to money. If there was actual evidence that working 4 days makes people more productive and as such makes the company more money they would of done it by now. I am sceptical that for alot of the workforce its not actually beneficial. As in the real world and not taking into about the 1% of reddit users who all seem to be on 100k a year but only actually do 10h of proper work per week we cannot actually do more work in less time. Cannot do more work if your not at work to answer the phone when the customer rings in.

If you run a business that’s available 24/7 you obviously don’t make employees work 24/7 - you introduce shifts.
The same is true of a 4 day work week. Some people will want Friday off. Some will want Wednesday.
The vast majority of companies which have trialled this have stuck with it because it has improved performance, which is why it’s gaining momentum.
A lot of companies discovered that their workforce was more productive working from home…but some still brought them back to the office for other considerations - they had expensive buildings they were renting, they have old fashioned management who want to see people in the office, they wanted to make sure people weren’t working from abroad by forcing them in once a week, etc.
This partly explains why a lot of companies are reluctant to shift to 4 day weeks even if there’s evidence they’ll improve productivity and employee retention. It’s hard to contemplate a big change, figuring out how to make it work is difficult, can they afford to have everyone take the same day off or do they need to implement a rota or just give people the choice of which day to take off and see what happens. There’s a lot of inertia.

My experience is that I was "more productive" (similar amount of work in 80% of the time) and in some ways happier but it also left me with far less time to do my work.
Essentially, I became far less creative with my work. I felt like I was a cog in a wheel rather than a valued employee. I didn't see my colleagues as often and I often spent the 5th day just thinking about work anyway.
The company was very pleased with itself but the 4 day week meant it had a rotating shift pattern that wasn't always popular with employees. Holidays were harder to take/get accepted and took longer to accrue. It meant more people were employed, amplifying my feelings of being a small cog.
The company couldn't help feeling so proud of itself but, to be frank, I hated it.

If it’s mutually beneficial for a business and employee then I don’t see why it needs co-ordinated trials? Businesses that embrace it will outperform those that don’t. Businesses that don’t offer it will lose out on talent etc. until it becomes the norm.
Why would the right be against something beneficial to businesses?

Why would the right be against something beneficial to businesses?
Because the people behind it are from the extreme right and they think working people should know their place. The only way they can justify their miserable existence is to make sure that people they consider to be inferior are more miserable.

My company started doing something similar - we are allowed to sign off at 1pm on Fridays.
Which is great, we get half a day off every week. But here's the twist - we've been pretty much finishing workloads for the allotted sprint on Fridays early anyways! Most of the time Friday was for downtime as we'd clear out things to do by around lunchtime, and wouldn't begin picking something new up until Monday anyway, as getting back to a task with half a day's worth of progress would take as much time as we "saved" by doing said half day on Friday.
But with it formalised, we get to actually take that half day off, which gives us quite some freedoms. We've done some team building activities we otherwise couldn't, and properly socialise as a team.

Some people just want everyone else to be slaves to the system they love. They have no regard for humanity, for personal development, for families and friends.
These people are soulless, empty, narcissists who want to make everyone else is miserable as they are. They demand control of those less powerful than they are.
To those people, i have two, very carefully sexted words:
FUCK
YOU
Some people just want everyone else to be slaves to the system they love. They have no regard for humanity, for personal development, for families and friends.
These people are soulless, empty, narcissists who want to make everyone else is miserable as they are. They demand control of those less powerful than they are.
To those people, i have two, very carefully sexted words:
FUCK
YOU

Those opposed to this sort of change simply view everything through the lens of their assumption that everything must somehow be zero-sum.
They can see that workers getting the same pay for fewer hours benefits workers, so it MUST have negative implications for the business employing those workers.
They see that workers are more productive during their shorter hours, and instead of seeing it as a net positive for all, they seethe that workers are "slacking" by not being that productive for a "full" 5 day week.
Businesses must be losing out somehow if it's good for their employees!

My workplace is halfway there - we're about to start trialing a 4 day work week but our workdays will be an hour longer to make up for the "lost" day. It's a start so I'll take it. Our boss is a boomer, but an open minded one, so they feel like they need to ease into change.

It's so weird, like, why? It's been shown that on a 4 day week, most employees do as much work as they will on a 5 day week. Productivity doesn't drop, workers are generally happier, who loses here? Why would an employee actively want to force people to be in work for an extra day if there's no proven benefit? Why are right wing groups so against just doing nice things for people? It must be so incredibly depressing to think like that.

I thought the far right cared so much about the working class and the 'average Joe'? But clearly they don't care about their health, or about whether they can maken ends meet. Nor do they care about the freedom of businesses to implement a 4-day work week.

Why on earth does a companies policy for the benefit of them and work force, have anything to do with politics? We've been offered 4 day week at mine, don't understand the big deal.

Personally whilst I think government regulations are required for business practices. It's also none of the government's dam business if a private business wants to require its employees to work 4 days a week or not. That's up to the business and any employee that works there or wants to work there. The same goes for the work from home model.

Bastards. Two terms I absolutely hate are ‘tax payer’ and ‘consumer’. Might as well just call us mugs and plebs but these Americanisms have been wholesale adopted by the rightwing media.

Can't have us having an extra day off. All we need is just enough time to fit all our chores, shopping, socialising and preparing for the work week ahead.

Asking again due to lack of answer previously. Can any one tell me of a single distinctly right wing policy in the last 40 years that has actually benefitted the people of this country in any meaningful way? I genuinely can not think of one.

It's insane to think that they've continuously privatised our public services to mostly European companies who charge us more and use it to subsidise the costs for their services in their own countries. I don't even blame the companies either since the Government is so inept, corrupt, greedy and pliable that it's just too easy.

These people are against anything that benefits the common working pleb. Makes you wonder who's behind it all and what they stand to gain from this.

Despite solid scientific evidence proving that more rested, happier employees produce MORE than ones that are totally burnt out and miserable
80 hours of work doesn't produce twice as much as 40 hours.

I’d love to explain to my clients that I will only be available 4 days a week now. I’m kidding, I won’t. I won’t have any clients left.
